HomeMy WebLinkAbout1993-09-14STATE OF TEXAS COUNTY OFTARRANT CITY OF GRAPEVINE The Planning and Zoning Commission Special Workshop Meeting of the City of Grapevine, Texas, met Tuesday evening, September 14, 1993, at 6:00 P.M., in the Training Room #104, Police Building, 307 West Dallas Road, Grapevine, Texas, with the following members present to wit: Larry Oliver Catherine Martin Curtis Young Marvin Balvin Steve Stamos Sharron Spencer Vice Chairman Member Member Member Member City Council Representative with members Ron Cook and Darlene Freed absent, constituting a quorum, and the following city staff: H. T. (Tommy) Hardy Marcy Ratcliff Teresa Wallace Director of Community Development Planner Secretary After dinner, Vice -Chairman, Larry Oliver called the meeting to order at 6:40 p.m. NEW BUSINESS: DRAFT PROPOSAL OF THE GRAPEVINE VINTAGE DISTRICT Marcy Ratcliff, City Planner, introduced the proposed draft of the Grapevine Vintage District to encompass associated uses to a winery. Led by Vice Chairman, Larry Oliver, Commission Members took each item, line by line, and discussed the ramifications of the proposed new district's requirements and regulations. After coming to a consensus, staff was directed to make the requested revisions and return a revised draft on Tuesday, September 21, 1993 for consideration. 1 OFF STREET PARKING FOR WINERIES AND WINE TASTING FACILITIES Commission members discussed the increased parking requirements that might be necessary to accommodate space for tour busses and recreational vehicles in addition to passenger cars visiting wineries and accessory uses. Staff was directed by the Commission to research the parking requirements in other areas and return a parking regulation for their consideration. The consensus of opinion was Staff had made the appropriate changes as instructed at the August 31, 1993 workshop. The Commission members agreed the adoption of the G -V Winery District is an integral part of the land use plan and requested staff to present the revisions for their consideration on September 21, 1993. During discussions, the Commission requested amendments to the Master Plan be and returned to them at the September 21, 1993 meeting. MISCELLANEOUS: Director of Community Development, Tommy Hardy, explained that although we had been requested to begin the State Highway 360 Corridor Study immediately following the completion of the State Highway 121 Corridor Study, he felt it was more important to first take a look at the annexation property on the northwest side of Grapevine. He related to the Commission the immediate need for a plan to determine the existing land use and any current or proposed development activity in the area that would require a building permit. The Commission also discussed arrangements for a mobile workshop to visit a working winery on October 16, 1993.
