CITY OF GRAPEVINE
The Planning and Zoning Commission of the City of Grapevine, Texas, met in Joint
Public Hearing with the City Council, on this the 21 st day of September, 1993, in the
City Council Chambers, Room #205, 307 West Dallas Road, Grapevine, Texas, with
the following members present to wit:

Mayor William D. Tate called the joint meeting to order at 7:30 P.M., and Chairman
Ron Cook called the Planning & Zoning Commission deliberation session to order at
8:40 P.M.
INVOCATION
City Councilman Will Wickman offered the Invocation.
Mayor Tate presented a Plaque of Appreciation to the Assistant to the City Manager,
David Tesmer, on behalf of the staff volunteers for the United Way and G.R.A.C.E.
campaigns from the City of Grapevine and the City Council for their participation in
the 1993 project.

ZONE CHANGE REQUEST Z93-07 VLMC INC.
First on the Agenda for the Commission to consider, and make a recommendation to
the City Council was zone change request Z93-07. In the Public Hearing, City
Planner, Marcy Ratcliff, advised the applicant is requesting to rezone 5.7632 acres
located at 505 Park Boulevard from "R-TH" Townhouse to "R-5.0" Zero Lot Line.
Both districts provide for medium density single family residential dwellings. The
request was tabled at the August 17, 1993 meeting at the request of the applicant.

Mayor Tate asked for comments from guests relative to the request. Charles Brannon

told the Council and the Commission that he had met with the developers and they
had a verbal agreement that access to his property on the west of the proposed
development would be granted to allow an alternate route to his land to ease future
development plans.
With no other guests to speak, letters or petitions the public hearing was closed.
In the Commission's deliberation session discussion centered around the length of the
cul-de-sac and the lack of access afforded emergency equipment. Further
consideration was given to changing the zoning of the subject tract with the
possibility of the adjoining tract being developed as Community Commercial in the
future.
Curtis Young moved, with a second by Darlene Freed, to table the request to allow
the applicant an opportunity to reconfigure the cul-de-sac as shown on the site plan
and to define an emergency vehicle access route to the adjoining property with the
prevailing vote as follows:
Ayes: Cook, Oliver, Martin, Young, Balvin, Freed and Stamos

CONDITIONAL USE APPLICATION CU93-08 CLASSIC CHEVROLET
Next for the Commission to consider and make a recommendation to the City Council
was Conditional Use Application CU93-09, Classic Chevrolet located at 1101 State
Highway 114 and platted as Lots 1-4, Block 1, Durant Addition. In the public hearing,
Marcy Ratcliff, City Planner, advised the applicant is requesting a Conditional Use
Permit to amend the approved site plan to allow the construction of a building on Lot
4, Block 1, Durant Addition that would consist of make ready and preparation stalls,
an office with two restrooms and parts storage. The applicant is also requesting a
waiver to Section 47.E.2. in accordance with Section 47.F.
Marcy Ratcliff introduced Ron Hamm of Speed FabCrete to answer any questions from
the Planning and Zoning Commission or the City Council. With no questions or guests
to speak, letters or petitions the public hearing was closed.
In the Commission's deliberation session, Darlene Freed, with a second by Cathy
Martin, moved to approve conditional use application CU93-08 with a waiver to
Section 47.E.2. in accordance with Section 47.F., with the prevailing vote as follows:

ORDINANCE
Next for the Commission to consider and make a recommendation were amendments
to the Grapevine Comprehensive Zoning Ordinance 82-73 pertaining to the definition
for width of lot, buffer yard requirements in the commercial and industrial zoning
districts, and church parking lots located in single family districts.
City Planner, Marcy Ratcliff, explained the proposed changes and the applicable
zoning districts affected by adoption; Section 12 Definitions, Width of Lot at the front
building line shall not be less than 20 feet at any time; Section 23, "LB" Limited
Business; Section 24, "CN" Neighborhood Commercial; Section 25 "CC" Community
Commercial; Section 26 "HC" Highway Commercial; Section 27 "PO" Professional
Office; Section 28 "CBD" Central Business District; Section 29 "HCO" Hotel
Corporate Office; Section 31 "LI" Light Industrial, Buffer Area Regulations allowing
additional buffering, screening, fencing, or landscaping as deemed appropriate by the
Planning & Zoning Commission and the City Council; Section 13 "R-20" Single Family,
Section 14 "R-12.5" Single Family, Section 15 "R-7.5" Single Family, Section 16 "R-
5.0" Zero Lot Line, Section 17 "R-3.5" Two Family, Section 18 "R=3.75" Three and
Four Family, Section 20 "R-TH" Townhouse, Section 21 "R -MF -1 " Multifamily,
Section 22 "R -MF -2" Multifamily, Off-street parking for churches in residential
districts.

Citizen J. R. Zenglar of 914 Hummingbird, asked a question regarding buffering and
setback requirements.
Fred Joyce, 455 Randol MITI, Southlake, Texas requested information specifically
regarding the First Baptist Church of Grapevine parking lots.
With nothing further the public hearing was closed.
In the Commission's deliberation session Curtis Young, with a second by Cathy
Martin, moved to approve the definition of width of lot, with the prevailing vote as
follows:
Ayes: Cook, Oliver, Martin, Young, Balvin, Freed and Stamos
Nays: None
Curtis Young, with a second by Larry Oliver, moved to approve buffering requirements
relative to all the commercial and industrial districts, with the prevailing vote as
follows:.
Ayes: Cook, Oliver, Martin, Young, Balvin, Freed and Stamos
Nays: None
Curtis Young, with a second by Marvin Balvin, moved to approve the language in the
off street parking regulations for churches, convents and other places of worship in
residential districts, with the prevailing vote as follows:
Ayes: Cook, Oliver, Martin, Young, Balvin, Freed and Stamos
Nays: None
FINAL PLAT - PLACID PENINSULA LOTS 2R 3R 45 AND TRACT.A, BLOCK 4
David Nighswonger, Civil Engineer, explained the request for platting of Lots 2R, 3R,
45, and Tract A (Dove Pond), Block 4 to create a flag lot with access on Red Bird
Lane. Further, he explained the Board of Zoning Adjustment granted a variance to the
width of lot on Lot 45 and allow Tract A to be platted without frontage on a public
street with the condition that no habitable structures be allowed without street
frontage.
Mr. Bill Thatcher was introduced to respond to questions regarding the plat request.
Commissioners were concerned there was no access for large emergency vehicles to
the property. Another consideration was that by allowing the plat to be approved it
would also create a lot that did not meet the minimum lot requirement.

Curtis Young, with a second by Darlene Freed, moved to table the plat request until
October 19, 1993 to allow applicant an opportunity to address their concerns, with
the prevailing vote as follows:
Ayes: Cook, Oliver, Martin, Young, Balvin, Freed and Young
Nays: None
With nothing further, Mayor Tate closed the public hearing at 8:35 PM.

CONDITIONAL USE REQUEST CU93-06 - THE HERITAGE CENTER
In the Commission's deliberation session they considered the request of Ron Emrich
representing the Heritage Center to withdraw their conditional use request to allow
alcoholic beverage sales for annual festival activities.
A motion by Marvin Balvin, with a second by Curtis Young, was to allow the
application to be withdrawn, with the prevailing vote as follows:
Ayes: Cook, Oliver, Martin, Young, Balvin, Freed and Stamos
Nays: None
CONSIDER DRAFT OF THE GRAPEVINE VINTAGE DISTRICT
Larry Oliver, with a second by Cathy Martin, moved to set the Grapevine Vintage
District and other applicable districts to public hearing on October 19, 1993 for
consideration by the Council. The prevailing vote was as follows:
Ayes: Cook, Oliver, Martin, Young, Balvin, Freed and Stamos
Nays: None

Next for the Commission to consider were the minutes of July 20, 1993. Curtis
Young, with a second by Larry Oliver, moved to approve the minutes, with the
prevailing vote as follows:

Next for the Commission to consider were the minutes of August 17, 1993. Cathy

CONSIDER THE, MINUTES OF AUGUST 24,1993
Next for the Commission to consider were the minutes of August 24, 1993. Curtis
Young, with a second by Steve Stamos, moved to approve the minutes, with the
prevailing vote as follows:

CO 4SIDER THE MINUTES QFAUGUST 31, 1993,
Next for the Commission to consider were the minutes of August 31, 1993. Steve
Stamos moved to approve the minutes of August 31, 1993 as amended, a second by
Curtis Young with the prevailing vote as follows:
Ayes: Cook, Oliver, Martin, Young, Balvin, Freed and Stamos
Nays: None
MISCELLANEOUS:
City Planner, Marcy Ratcliff, told Commission members that a land use analysis survey
was needed for the roperty now under consideration for annexation in northwest
Grapevine for future planning purposes. She suggested the Commission have a
workshop to discuss the"area. Commission members agreed to meet October 11,
1993 at 5:00 PM for a mob workshop to view the annexation area.
Chairman, Ron Cook, asked for aonsensus of approval from the Commission on the
final revisions to the State Highwa 121 Corridor Study. Staff was instructed to
place the corridor study on the Cit Council agenda for the October 19, 1993
meeting.

With no further business for the Commission to c nsider, a motion by Larry Oliver and
second by Cathy Martin was to adjourn the meetin at 10:30 P.M., with the prevailing
vote as follows:

Grapevine for future planning purposes. She suggested the Commission have a
workshop to discuss the area. Commission members agreed to meet October 11,
1993 at 5:00 PM for a mobil workshop to view the annexation area.
Chairman, Ron Cook, asked for a consensus of approval from the Commission on the
final revisions to the State Highway 121 Corridor Study. Staff was instructed to
place the corridor study on the City Council agenda for the October 19, 1993
meeting.
