HomeMy WebLinkAbout1993-11-16STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas, met in Joint Public Hearing with the City Council, on this the 16th day of November, 1993, in the City Council Chambers, Room #205, 307 West Dallas Road, Grapevine, Texas, with the following members present to wit: Ron Cook Larry Oliver Cathy Martin Curtis Young Marvin Balvin Chairman Vice Chairman Member Member Member with members Steve Stamos and Darlene Freed absent, constituting a quorum, and the following City Staff: H.T.(Tommy) Hardy Marcy Ratcliff Teresa Wallace Larry Frassinelli Wilon �.� Director of Community Development Planner Planning Secretary Senior Civil Engineer Mayor William D. Tate called the joint meeting to order at 7:50 P.M., and Chairman Ron Cook called the Planning & Zoning Commission deliberation session to order at 8:35 P.M. INVOCATION Commission Member Curtis Young offered the Invocation. 1 PUBLIC HEARING HISTORIC LANDMARK SUBDISTRICT REQUEST HL93-01 - COLLEGE STREET First on the Agenda for the Commission to consider and make a recommendation to the City Council was Historic Landmark Subdistrict request HL93-01. In the Public Hearing, Marcy Ratcliff, City Planner advised the Grapevine Historic Preservation Commission is requesting to designate College Street from Ball Street to Dooley Street as a historic landmark subdistrict. The properties included are the 100-700 Blocks of West College Street and the 100-500 Blocks of East College Street. The applicant is also requesting adoption of Historical Preservation Guidelines as part of the ordinance. Ron Emrich, Director of the Grapevine Heritage Foundation, was introduced to speak to the request. Mr. Emrich related the historical value of the residential properties along College Street dating from circa 1865 to the present as an array of architecture that needed to be preserved. He told the Commissioners and the Council members that several neighborhood meetings were held for the benefit of the property owners to understand what an historical overlay district would mean to them personally. Questions were addressed from City Council regarding the proposed historic overlay district and the impact upon property owners relative to improvements or demolition of their properties. Further, Mr. Emrich added that the Foundation would be available to offer assistance to the home owners relative to the preservation criteria. Ron Emrich introduced Mr. Kyle Keahey, Vice -Chairman • the Historic Preservation Commission, to request the Planning & Zoning Commission and the City Council to consider the importance of the preservation of the history of the City of Grapevine when considering the historic overlay designation for the residential district. Mr. Keahey introduced Janie Jones and Izac Gregory of the Historical Preservation Commission who were in attendance supporting the request. The following guests spoke in favor of the request: Harlan Jewett, 721 West College Street, Grapevine, TX Bruce Crouch, 1813 Everglade Court, Grapevine, TX Wynn Sharp, 505 South Dooley Street, Grapevine, TX Gary Blagg, 604 South Main Street, Grapevine, TX Ed & Martha Lube, 224 East College, Grapevine, TX Marian Brekken, 4 Echo Cove, Grapevine, TX Mr. Nick Tilotta, 319 East College Street, spoke in opposition to the request. City Secretary, Linda Huff, said there were five letters of response in favor of the request, three letters of opposition and one letter requesting a delay in consideration of the request. 2 With no other comments the public hearing was closed. In the Commission's deliberation session member Curtis Young, liaison to the Historic Preservation Commission, encouraged the recommendation of the request. Planning & Zoning Commission members discussed the removal of College Street from the Thoroughfare Plan allowing it to remain a forty two foot right-of-way residential street preserving the neighborhood appeal. Marvin Balvin moved, with a second by Curtis Young, to approve the Historical Landmark Subdistrict request with the prevailing vote as follows: Ayes: Cook, Oliver, Martin, Young and Balvin Nays: None Absent: Freed and Stamos CONDITIONAL USE REQUEST CU93-11 - OFF THE VINE INC Next for the Commission to consider and make a recommendation was conditional use request CU93-11 submitted by Patricia Schafhausen and Dan & Wendy Betka to allow the possession, storage, retail sale, and off premise consumption of alcoholic beverages (wine only) in conjunction with a retail wine and gift shop. The applicant was also requesting a waiver to certain site plan requirements of Section 47.E.2. in accordance with Section 47.F. City Planner, Marcy Ratcliff, told the Council and Commission the wine store would be located at 336A South Main ,Street and would contain four hundred square feet of retail space for the proposed wine and gift shop that would be the first of its kind in the City of Grapevine. Dan Betka was introduced to speak to the request and respond to questions regarding the proposed wine shop. With no further questions, guests were asked to speak to the request. Mr. Izac Gregory spoke in favor of the request and told the Council that he had made an agreement with the applicants to allow usage of his dumpster to meet the requirement of the ordinance. Linda Huff, City Secretary, commented that three letters in support of the request had been received. With nothing further the public hearing was closed. 3 In the Commission's deliberation session Cathy Martin moved, with a second by Curtis Young, to approve the request with a waiver to Section 47.E.2. in accordance with Section 47.F. with the prevailing vote as follows: Ayes: Cook, Oliver, Martin, Young and Balvin Nays: None Absent: Freed and Stamos CONDITIONAL USE APPLICATION CU93-12 - BURRUS SUPER MARKET Next for the Commission to consider and make a recommendation to the City Council was conditional use application CU93-1 2, Burrus Super Market located at 912 West Northwest Highway for the possession, storage, retail sale, and off premise consumption of alcoholic beverages (beer and wine only) in conjunction with retail grocery sales. The applicant is also requesting a waiver to certain site plan requirements of Grapevine Comprehensive Zoning Ordinance 82-73, Section 47.E.2. in accordance with Section 47.F. The existing nonconforming store containing 28,457 square feet was developed in accordance with Zoning Ordinance 70-10. The applicant's request for a special exception (BZA93-38) from the Board of Zoning Adjustment to become conforming was approved November 15! 1993. in the public hearing, Marcy Ratcliff, City Planner, introduced Mr. Bob Burrus to address the request. Mr. Burrus told the Planning & Zoning Commission and the City Council to be competitive with other retail grocers in the community, he now finds i! important to offer wine and beer to his customers. With no guests to speak, one letter of support and one letter against the request, the public hearing was closed. In the Commission's deliberation session Marvin Balvin moved, with a second by Larry Oliver, to approve the request as submitted with the waiver to Section 47.E.2. in accordance with Section 47.F. The prevailing vote was as follows: Ayes: Cook, Oliver, Martin, Nays: None Absent: Freed and Stamos Young and Balvin 9 • WZ;11110 AMIRRIE-1113W OLD BUSINESS ZONE CHANGE REQUEST Z93-07 - VLMC INC. Next for the Commission to consider and make a recommendation was zone change request Z93-07 tabled since September 21, 1993. In the Commission's deliberation session members discussed the request noting that no changes had been made on the drawing since the last meeting. Although letters had been received from Charles Brannon and Sid Hurley there had not been a dedicated easement for emergency vehicles to access the adjacent property to the west. Lack of buffering was also addressed by the members. Marvin Balvin moved to approve the application as submitted. No second to the motion was received and the motion died. Further discussion between members led to a motion by Curtis Young, a second by Marvin Balvin, to approve the request, provided the concept plan be amended to show a masonry screening wall on the south and west property lines. The prevailing vote was as follows: Ayes: Cook, Oliver, Martin, Young and Balvin Nays: None Absent: Freed and Stamos Next for the Commission to consider and make a recommendation was the preliminary plat of Oakwood Meadows Addition located on the west side of Park Boulevard approximately 800 feet north of Northwest Highway addressed as 505 Park Boulevard and is the same property as zone change request Z93-07. Cathy Martin, with a second by Curtis Young, moved to approve the preliminary plat with the provision that before final platting is approved on the subject property, an emergency access easement must be dedicated to the City of Grapevine. The prevailing vote was as follows: Ayes: Cook, Oliver, Martin, Nays: None Absent: Freed and Stamos Young and Balvin 5 PROPOSED AMENDMENTS TO MAP 2, GRAPEVINE COMPREHENSIVE LAND USE MASTER PLAN - RELATIVE TO THE STATE HIGHWAY 121 /WILLIAM D. TATE CORRIDOR STUDY Next for the Commission to consider and make a recommendation was the William D. Tate/State Highway 121 Corridor Study presented for consideration by the City Council for proposed adoption as an amendment to Map 2 of the Comprehensive Master Plan. In the Commission's deliberation session Curtis Young, with a second by Marvin Balvin, moved to recommend adoption of the Corridor Study with the prevailing vote as follows: Ayes: Cook, Oliver, Martin, Young and Balvin Nays: None Absent: Freed and Starnos •• HIGHWAY Next for the Commission to consider and make a recommendation was to amend the Thoroughfare Plan to remove the four lane roadway link extending from Ball Street at Northwest Highway, north to the planned alignment of Dove East extension. Cathy Martin moved, with a second by Curtis Young, to approve the request with the prevailing vote as follows: Ayes: Cook, Oliver, Martin, Young and Balvin Nays: None Absent: Freed and Stamos MORTEM NOUVA1018 9191111 "M Next for the Commission to consider and make a recommendation was the final plat of Lot 1, Tract 1, Dean/Davis Addition and is the same property as conditional use request CU93-12. Curtis Young, with a second by Cathy Martin, moved to approve the minutes as read, with the prevailing vote as follows: Ayes: Cook, Oliver, Martin, Young and Balvin Nays: Norie Absent: Freed and Stamos CONSIDER THE MINUTES OF OCTOBER 19 1993 Next for the Commission to consider were the minutes of October 19, 1993. Larry Oliver moved to approve the minutes as amended, with a second by Curtis Young. The prevailing vote was as follows: Ayes: Cook, Oliver, Martin, Nays: None Absent: Freed and Stamos MISCELLANEOUS: Young and Balvin Staff was directed to place tabled zoning case request Z92-10 Hall -Johnson Partnership, Ltd. and Z93-01 Mockingbird Development Company on their agenda for December 21, 1993 if the William D. Tate/State Highway 121 Corridor Study was adopted by the City Council this evening.
