Public Hearing with the City Council, on this the 19th day of June 2012, in the City

Mayor Tate called the joint meeting to order at 7:33 p.m. and Vice Chairman Fry called
the Planning and Zoning Commission deliberation session to order at 8:38 p.m.
INVOCATION AND PLEDGE OF ALLEGIANCE
Commissioner Gary Martin delivered the Invocation and led the Pledge of Allegiance.
JOINT PUBLIC HEARINGS
ZONE CHANGE APPLICATION Z12-01 - WEST WALL STREET
First for the Commission to consider and make recommendation to City Council was
zone change application Z12-01 submitted by Shamrock Ventures Property
Development Inc. for property located at 1331 West Wall Street and platted as Block 1,
Dellwood Acres. The applicant was proposing to rezone 0.661 acres from "PO"
Professional Office to "R-7.5" Single Family Residential.
At the May 15, 2012 public hearing the applicant requested that the zone change
application be tabled to the June 19, 2012 public hearing in order to make some minor

changes to the proposal. The applicant has now requested that he be allowed to
withdraw his application without prejudice with the possibility of resubmitted revised
plans at a later date.
With no further questions, guests to speak, no letters or petitions, the applicant was
allowed to withdraw without prejudice.
ZONE CHANGE APPLICATION Z12-05, CONDITIONAL USE APPLICATION CU12-18,
PLANNED DEVELOPMENT OVERLAY PD12-03 - BROADSTONE GRAPEVINE
APARTMENTS
Next for the Commission to consider and make recommendation to City Council was
zone change application Z12-05, conditional use application CU12-18 and planned
development overlay application PD12-03 submitted by Alliance Realty Partners for
property located at 300 West Glade Road and proposed to be platted as Lot 1, Block 1,
Broadstone Grapevine Apartments. The applicant was requesting to rezone
approximately 16.26 acres from "PCD" Planned Commerce Development District to "R-
MF" Multifamily District for the development of a 269 unit multifamily complex. The
applicant was also requesting a conditional use permit to vary from the established
standards relative to building height and a planned development overlay to include but
notl be limited to deviation from building length and building location relative to off-street
parking.
Mr, Nick Wilhelmson, the applicant, was available to answer questions requested
favorable consideration, Mr, Wilhelmson stated that he has provided 2.2 parking spaces
per unit, has dropped the perimeter buildings down from 3 -stories to 2 -stories and
provided a 2.1 acre community park on the interior of the property. Mr. Bill Deacon also
spoke on behalf of the application.
Mr. Carl Young spoke in opposition of the application due to traffic on Glade Road and
the access to State Highway 360.
With no further questions, guests to speak, nor letters or petitions, the public hearing
was closed.
In the Commission's deliberation session, Monica Hotelling moved to approve zone
change application Z12-05. Jimmy Fechter seconded the motion, which prevailed by
the following vote:

Next for the Commission to consider and make recommendation to the City Council was
the Statement of Findings and Preliminary Plat Application of Lot 1, Block 1, Broadstone
Grapevine Addition for property located on north of Glade Road and west of State
Highway 360. The applicant was preliminary platting 16.263 acres for the development
of an apartment complex.
In the Commission's deliberation session Monica Hotelling moved to approve the

CONDITIONAL USE APPLICATION CU12-20 - PYLANT MEDICAL OFFICE
Next for the Commission to consider and make recommendation to City Council was
conditional use application CU12-20 submitted by Brent Pylant for property located at
1034 Texan Trail and platted as Lot 1 RA1, Block 2A, Grapevine Station Addition. The
applicant was requesting conditional use permit to amend the previously approved site
plan of CUl 1-21 (Ord. 2011-50) for a planned business park specifically to allow for the
development of a 17,155 square foot medical office with outdoor speakers.
Mr. Eddie Eckert, representing the applicant, was available to answer questions
requested favorable consideration. Mr. Eckert stated that the outdoor speakers would
be used for basic elevator music for those arriving at the office. Discussion was held
regarding the speakers and the applicant Mr. Brent Pylant agreed to eliminate the
speakers.
With no further questions, guests to speak, nor letters or petitions, the public hearing
was closed.
In the Commission's deliberation session, B J Wilson moved to approve conditional use
application with the condition that the outdoor speakers are eliminated. Jimmy Fechter
seconded the motion, which prevailed by the following vote:
Ayes: Fry, Wilson, Hotelling, Fechter, G. Martin, Tiggelaar and E. Martin

CONDITIONAL USE APPLICATION CU12-23 - SIDE STREET WINERY AND
BODEGA
Next for the Commission to consider and make recommendation to the City Council was
conditional use application CU12-23 submitted by Side Street Winery and Bodega for
property located at 422 South Barton Street and platted as Lot 7, Block 3, City of
Grapevine. The applicant was requesting a conditional use permit for the possession,
storage, retail sale and on -and off -premise consumption of alcoholic beverages (wine
only) in conjunction with a winery with outdoor seating.
The applicant requested to table conditional use application CU12-23 to the July 17,
2012 public hearing
With no further questions, guests to speak, nor letters or petitions, the public hearing
was tabled to July 17, 2012.
HISTORIC LANDMARK SUBDISTRICT HL1 2-01 - 527 SOUTH DOOLEY STREET
Next for the Commission to consider and make recommendation to the City Council was
historic landmark subdistrict HL12-01 submitted by David & Gayle Dyke, Jr. for property
located at 527 South Dooley Street and platted as Lots 5 & S 6' of 6, Block 117, College
