Mayor Tate called the joint meeting to order at 7:30 p.m. and Chairman Oliver called the
Planning and Zoning Commission deliberation session to order at 8:35 p.m.
INVOCATION AND PLEDGE OF ALLEGIANCE
Commissioner Herb Fry delivered the Invocation and led the Pledge of Allegiance.
JOINT PUBLIC HEARINGS
ZONE CHANGE APPLICATION Z12-01 - WEST WALL STREETI
First for the Commission to consider and make recommendation to City Council was
zone change application Z12-01 submitted by Shamrock Ventures Property
Development Inc. for property located at 1331 West Wall Street and platted as Block 1,
Dellwood Acres. The applicant was proposing to rezone 0.661 acres from "PO"
Professional Office to "R-7.5" Single Family Residential.
The applicant requested that the zone change application be tabled to the June 19,
2012 public hearing in order to make some minor changes to the proposal.

Next for- the Commission to consider and make recornmendation to City Council was
zone change application Z12-02, conditional use application CU12-13 and planned
development overlay application PD12-01 submitted by Integrated Real Estate Group
for property located at 2311 West Grapevine Mills Circle and proposed to be platted as
Lot 1 Block 1, Enclave at Grapevine Addition, The applicant was requested to rezone
approximately 11.01 acres from "R -MF -2" Multifamily District to 'R -MF' Multifamily
District for the development of a three and four. story, 243 unit multifamily development.
The applicant was also requesting a conditional use permit to vary from the established
standards relative to density, height, parking and location of open space and a planned
.development overlay to include but riot be- limited to deviation from building !ength,
building separation and landscaping.
Mr, Rick Simmons, the, owner/applicant,, was available to answer questions requejted
favorable consideration. Mr. Simmons stated that the front of the building will be 100%
masonry and will have garages. Elevator's will be installed in the four story buildings.
Mr. Joseph Rue informed the City 00Uncl'and Planning and Zoning Commission that

an additional curb cut will be installed on the north side of the pro )&-ty for access to
Grapevine Mills Circle,

In the Commission's deliberation session, Gary Martin moved to approve planned
development overlay application PD12-01. Jimmy Fechter seconded the motion, which
prevailed by the following vote:

ZONE CHANGE APPLICATION Z12-03, CONDITIONAL USE APPLICATION CU12-15
PLANNED DEVELOPMENT OVERLAY PD12-02 - BRAUM'S
Next for the Commission to consider and make recommendation to City Council was
zone change application Z12-03, conditional use application CU12-15 and planned
development overlay application PD12-02 submitted by Braum's for property located at
301 East Northwest Highway and proposed to be platted as Lot 1, Block 1, Braum's
Addition. The applicant was requesting to rezone 0.321 acres from "PO" Professional
Office District to "HC" Highway Commercial District. The applicant was also requesting
a conditional use permit to allow for a restaurant with drive-through service and a
planned development overlay to include but not be limited to deviation from the
landscape setback requirement.
Mr. Gordon Pulis, representing the applicant, was available to answer questions
requested favorable consideration. Mr. Pulis informed the City Council and Planning
and Zoning Commission that the facility will be larger than their current facility.
Discussion was held regarding the location of the handicap parking to the drive thru
lane and the dumpster location.
With no further questions, guests to speak, nor letters or petitions, the public hearing
was closed.
In the Commission's deliberation session, B J Wilson moved to approve zone change
application Z12-03. Jimmy Fechter seconded the motion, which prevailed by the
following vote:

In the Commiss.ion's deliberation session, B J Wilson moved to approve conditional use
application CU12-15 with the condition that the applicant work with the public works
department to provide traffic control between the drive thru and the handicap parking
spaces and push the dumpster back, eliminate the 1 st two parking spaces and redesign
the dumpster enclosure doors as to not imped the new 1st two parking spaces. Elaine
Martin seconded the motion, which prevailed by the following vote:

FINAL PLAT APPLICATION LOT 1, BLOCK 1, BRAUM'S ADDITION
Next for the Commission to consider and make recommendation to the City Council was
the Statement of Findings and Final Plat Application of Lot 1, Block 1, Braum's Addition
for property located on the northeast corner of Northwest Highway and Starnes Street.
The applicant was final platting 1.25 acres for the development of a Braum's Ice Cream
& Dairy Store.
In the Commission's deliberation session B J Wilson moved to approve the Statement
of Findings and Final Plat Application of Lot 1, Block 1, Braum's Addition. Jimmy
Fechter seconded the motion, which prevailed by the following vote:

ZONE CHANGE APPLICATION Z12-04 HISTORIC LANDMARK SUBDISTRICT
03 - NASH FARMSTEAD
Next for the Commission to consider and make recommendation to the City Council was
zone change application Z12-04 and historic landmark subdistrict HL12-03 submitted by
City of Grapevine for property located at 626 Ball Street and platted as Lot 1, Block 1,
Nash Farmstead Addition: The application was requesting a zone change to rezone
5.426 acres from "GV" Grapevine Vintage District to "GU" Governmental Use District
and a historic landmark subdistrict designation for the Nash Farmstead.
On April 18, 2012 the Nash Farm Committee and the Grapevine Heritage Foundation
Board conducted a joint meeting and recommended the following for the subject site;
adding a Historic Landmark designation, moving the Soil Conservation office to the
subject site and adding a five-foot high perimeter wire and wood post fence around the
property with the exception of in front of the Nash Farmhouse.
The Historic Preservation Commission at their April 25, 2012 meeting approved an
application for Historic Landmark designation for the T. J. Nash Farmstead. Also
recommended for approval was a zone change on the subject site from "GV" Grapevine
Vintage District to "GU" Governmental Use District; and to add one historic building and
the installation of the perimeter fence to the subject site.
Mr. Ross Bannister spoke in support of the application.

subdistrict application HL12-03. Elaine Martin seconded the motion, which prevailed by
the following vote:

CONDITIONAL USE APPLICATION CU12-16 SIDE STREET WINERY AND
BODEGA
Next for the Commission to consider and make recommendation to the City Council was
conditional use application CU12-16 submitted by Side Street Winery and Bodega for
property located at 422 South Barton Street and platted as Lot 7, Block 3, City of
Grapevine. The applicant was requesting a conditional use permit for the possession,
storage, retail sale and on -and off -premise consumption of alcoholic beverages (wine
only) in conjunction with a winery with outdoor seating.
Ms. Olivia Sullivan, the applicant, was available to answer questions requested
favorable consideration. Ms. Sullivan stated they produce small quantities of Texas
style wines. Discussion was held regarding the outdoor seating and Ms. Sullivan
agreed to remove the outdoor seating from the request.
Ms. Debbie Meek and Mr. Gary Farina spoke in opposition of the application due to
parking, traffic and the need for a fire sprinkler system in the buildings off of Main Street.
With no further questions, guests to speak, four letters of opposition, the public hearing
was closed.

Next for the Commission to consider and make recommendation to the City Council was
the Statement of Findings and Preliminary Plat Application of Lot 1, Block 1, Enclave at
Grapevine for property located west of Grapevine Mills Mail. The applicant was
preliminary platting 11.01 acres for the development of a multifamily development.
In the Commission's deliberation session Herb Fry moved to approve the Statement of
Findings and Preliminary Plat Application of Lot 1, Block 1, Enclave at Grapevine, Gary
Martin seconded the motion, which prevailed by the following vote:
Ayes: Oliver, Fry, Wilson, Fechter, G. Martin, Tiggelaar and E. Martin
Nays: None
FINAL PLAT APPLICATION 1_011BLOCK 11 ENCLAVE AT GRAPEVINE
Next for the Commission to consider and make recommendation to the City Council was
the Statement of Findings and Final Plat Application of Lot 1, Block 1, Enclave at
Grapevine for property located west of Grapevine Mills Mall. The applicant was final
platting 11.01 acres for the development of a multifamily development.
