An application was filed in the office of Historic Preservation requesting Historic
Preservation Commission approval for Historic Overlay Landmarking #HL15-05 and
Certificate of Appropriateness #CA15-54 on the property addressed as 209 Austin Street.
The applications were filed for 209 Austin Street for the Commission to hold a public
hearing relative to a request for Historic Landmark Overlay #HL15-05 and Certificate of
Appropriateness #CA15-54 for the approval for the demolition of the existing structures and
the construction of a new period correct house.
A public hearing regarding this application will be held by the Historic Preservation
Commission on Wednesday, July 22, 2015 at 6:00 PM, in the Grapevine Convention &
Visitors Bureau 2nd Floor Board Room, 636 South Main Street, Grapevine, Texas 76051.
Appendix G, Section 7.(C) of the Grapevine City Code requires that the Commission shall
deny, approve, or approve with conditions any Certificate of Appropriateness application
within 30 days of receipt of a completed application, determining whether the proposed
work is consistent with the regulations contained in this ordinance, in all applicable
ordinances, and in the zoning ordinance designating the Historic Landmark Districts. Upon
posted notice, and notification by regular mail at least five (5) days in advance to the
immediately adjacent property owners as that ownership appears on the last approved tax
roll, the Commission shall conduct a public hearing on the application, at which time an
opportunity is provided for proponents and opponents of the application to present their
views.
If you cannot or do not wish to attend the public hearing, the attached form is
provided for your convenience.

RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve with conditions Certificate of
Appropriateness #CA15-54 for the property located at 209 Austin Street, legally described as Block
101, Lot 1-2 S '/2 Lot 1-2, College Heights Addition, City of Grapevine, to the Grapevine Historic
Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the
following items:
Demolish existing one-story house and construct new Folk -Victorian style house with
detached garage following the City of Grapevine's Design Guidelines for Historic Residential
Structures established for the property as per attached plans with the conditions the fish -
scale siding be limited to the Austin Street front gable and be removed from the side gable,
dormer and garage gables; Historic Landmark Application #HL15-05 is approved for the
property; all exterior materials including roofing, siding, trim, doors, door hardware, windows
and light fixtures be staff approved under a separate Certificate of Appropriateness and a
building permit is obtained from the Building Department.
BACKGROUND
Certificate of Appropriateness application #CA15-54 was submitted on June 20, 2015 by the
Applicant Neal Cooper to demolish the existing one-story McKibben house and construct a new
period -style house following City of Grapevine Design Guidelines for Historic Residential
Structures.
The College Heights Addition contains some of the city's best examples of buildings associated
with people and events that made significant contributions to the history of Grapevine. The existing
McKibben house was built in the Folk -Victorian style house consisting of three rooms in a T shape
plan with hip roof and was built in 1912. The house is in a severely deteriorated condition at the
present time and has recently been condemned by the City of Grapevine. The proposed house has
been designed to adhere to the additional provisions of the Grapevine Historic Preservation
ordinance adopted in June 2013. The proposed house is designed in the Folk -Victorian style to
reflect the period of the original McKibben House.
Staff recommends approval with conditions of Certificate of Appropriateness #CA15-54 for
demolition of the existing one-story house and construction of the new house with the conditions
that the fish -scale siding be limited to the Austin Street front of the house and the fish -scale siding
be removed from the side gable, dormer and the garage gables; Historic Landmark Application
#HL15-05 is approved for the property; all exterior materials including, roofing, siding, trim, doors,
door hardware, windows and light fixtures be staff approved under a separate Certificate of
Appropriateness and a building permit is obtained from the Building Department.

This letter confirms on July 22, 2015 the Historic Preservation Commission approved with
conditions #CA15-54 for the property addressed 209 Austin Street legally described as
Block: 101, Lot: 1-2 S'/2 Lot 1-2, College Heights Addition, Grapevine, Texas. The following
was approved on this Certificate of Appropriateness with the conditions:
Demolition of the existing house and detached garage and construction of a new
Folk -Victorian style house with detached garage as per attached plans with
conditions:
a. Historic Land mark #HL15-05 be approved;
b. Submission of black and white photographs for each elevation of
the existing structures;
c. Fish -scale siding be limited to the Austin Street front gable and removed
from the side gable, dormer and garage gables;
d. Front door sidelights be removed;
all exterior materials including roofing, siding, trim, doors and door
hardware, windows and exterior light fixtures be staff approved under a separate
Certificate(s) of Appropriateness and a permit(s) be obtained from the Building
Department.
An approved Certificate of Appropriateness is not an approved Building Permit and a
permit ice" / is not required. Contact the City of Grapevine's Building Department at
817-410-3165 for fees and information regarding permits.
