REQUESTED HISTORIC LANDMARK SUBDISTRICT AND COMMENTS: The applicant is requesting a Historic Landmark Subdistrict designation for the property addressed at 238 Austin Street and platted as the south one-half of Lots 7 and 8 Block 104, College Heights Addition, to be known as the 238 Austin Street Subdistrict The Historic Preservation Commission at their June 29, 2005 meeting adopted the preservation criteria for the 238 Austin Street Subdistrict. Preservation criteria for this proposed district addressing such issues as setbacks, driveways, parking, exterior finishes and other architectural embellishments were established by the Historic Preservation Commission to preserve the historic integrity of the property. A non-contributing structure has been approved for demolition by the Historic Preservation Commission at their June 29, 2005 meeting. HISTORY OF TRACT AND SURROUNDING AREA: The subject property and the surrounding properties to the north, south, east, and west were zoned "R-1" Single Family District prior to the 1984 City Rezoning. SURROUNDING ZONING AND EXISTING LAND USE: NORTH: "R-7.5" Single Family Residential District—single family property SOUTH: "R-7.5" Single Family Residential District—single family property EAST: "R-7.5" Single Family Residential District—single family property WEST: "R-7.5" Single Family Residential District—single family property AIRPORT IMPACT: The subject tract is located within "Zone A" Zone of Minimal Effect as defined on the "Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" Map. Few activities will be affected by aircraft sounds in "Zone A" except for sound sensitive activities such as auditoriums, churches, schools, hospitals, and theaters. The applicant's proposal is an appropriate use in this noise zone. The Master Plan designates the subject property as a Residential Low Density land use. BACKGROUND: A Certificate of Appropriateness application was submitted by Nosa and Anne Evbuomwan, the property owners to demolish the existing (non-contributing) house on the property, and construct a new 2 -story (2600 sq. ft.) house for the Evbuomwan family. Staff review of the house is that it is not of architectural significance. The house is over 50 years old having been constructed in 1940. The owner has provided documentation showing hardship to restore and remodel the house to serve his family needs. Staff has recommended approval of the Certificate of Appropriateness CA05-44 for demolition with the condition that a Historic Landmark Subdistrict overlay be established for the property, to allow the Commission to have input on the development of the new home.
