As the homeowner of Lot 7 in Cannon Homestead this particularly concerns me that a home will be built directly behind my horne parallel to my lot. Instead of a 25 foot minimum (backyard) build -line this home can be built with an 8 foot (side -yard) build -line. In other words there could be a home built almost the entire length of my lot only 8 feet away from my property line creating a very "Boxed In" environment. Like the objections of the homeowners at the last council meeting regarding the proposed "R-7.5" zoning of this property, "I (we) did not build and invest so heavily in a home to be surrounded by "High density" housing". Even though the zoning has been changed to "R-12" if this proposed "Plat" is approved I and other Cannon home owners will still suffer the same effects of a "High density" neighborhood by having homes literally built on top of ours. I ask the council to resolve this issue by having the developer reinstate the "Pie -shaped" lots at the end of the proposed Cul-de-sac. This could be accomplished by relocating lots 4 and 7 on the submitted "Plat" to be located between lots 5 and 6, recreating the "Buffer" area between homes. Or option two would be to impose a minimum 35 foot side -yard build -line on the East side boundary of lots 5 and 6. The sarm restriction reflected on the "Plat" for the "front" build - line on lots I and 10. Please take into consideration the following issues that will directly affect myself and surrounding property owners in Cannon Homestead if this proposal is allowed to pass "As Is" and homes are allowed to be built in such close proximity to ours. Privacy — Potentially a two-story home could be built directly overlooking our backyards. The site addition contains approximately 4.12 acres and has 380 feet of frontage along Lonesome Dove Road. REQUESTED ZONE CHANGE AND COMMENTS: The applicant is requesting a zone change to rezone 4.12 acres from "R-20" Single Family District to "R-12.5" Single Family District for future residential development. With this request the applicant proposes to rezone and subdivide the subject property into 10 residential lots with a minimum lot size of 13,105 square feet. Density within this proposed subdivision is 2.42 units per acre. The "R-12.5" Single Family District is limited to three units per acre. On June 20, 2006 the Planning and Zoning Commission moved to deny Zoning Change Request Z06-09, a request to rezone 4.12 acres from "R-20" Single Family District to "R- 7.5" Single Family District, and recommend to the City Council waiver of application fees and for the applicant to return with an application for "R-12.5" Single Family District. The City Council accepted the Commission's recommendation and voted in favor of allowing 0206-10.4 1 August 7, 2006 (7:17PM) the applicant to reapply for the "R-12.5" Single Family District and waive the application fees. PRESENT ZONING AND USE: The property is currently zoned "R-20" Single Family District and developed with a single- family residence, two other detached accessory structures and boat storage facility. All existing structures on the subject site shall be demolished. HISTORY OF TRACT AND SURROUNDING AREA: The subject property was annexed into the City of Grapevine as part of an approximate 300 acre annexation from the City of Southlake and the Corps of Engineers which was approved by Council on November 2, 1993 (Ord. 93-49). This property received the "R-20" Single Family Designation upon annexation. Most of the property in the general vicinity is unplatted and vacant with some single-family homes, Lonesome Dove Ranch, and several new single family subdivisions developed over the last few years. A zone change (Z99-18) was approved at the October 19, 1999 meeting, changing the zoning on property to the east to "R-12.5" Single Family District. Further to the northeast of the subject property a zone change (Z99-22) and a conditional use permit (C000-54) were approved at the November 7, 2000 meeting changing the zoning on the property from "R-20" Single Family District to "RA" Recreation/Amusement District along with a conditional use permit for on - premise consumption of alcoholic beverages (beer, wine and mixed drinks) in conjunction with the operation of an existing recreation/amusement based business (Lonesome Dove Ranch).
