WHEREAS, the ESPREE ANIMAL PRODUCTS is the owner of a 1.60
acre tract of land in the dames Cates Survey, Abstract 315,
situated in the City of Grapevine, Tarrant County, Texas and
being a that tract described by Plat as Lot 1, Block 3, Stone
Myers Business Park, as recorded in Cabinet A, slide 10687,
Plat Records of Tarrant County, Texas (P.R.T.C.T.) and being
more particularly described as follows:
Beginning at a 1/2" capped iron rod found (stamped Goodwin &
Marshall #4914) at the northmost corner of Lot 1R1, Block 1R,
Pavestone Industrial, an addition to the City of Grapevine,
Tarrant County, Texas, as recorded in Cabinet A, slide 8169,
Plat Records, Tarrant County, Texas (P.R.T.C.T.);
THENCE northeasterly 238.20 feet along a non -tangent curve
to the left along the south right-of-way of Stone Myers Parkway
(75' right-of-way) as described in volume 13401, Page 140,
D.R.T.C.T. said curve having a central angle of 16°17'45"
radius of 837.50 feet, chord bearing of North 43°32'53" East,
and chord distance of 237.40 feet, to a 1/2" capped iron rod set
in the south right-of-way line of Stone Myers Parkway;
THENCE departing the south right-of-way line of Stone Myers
Parkway, south 38°18'15" East, a distance of 407.55 feet to
the north line of Lot 1R1, Block 1R, Pavestone Industrial;
THENCE South 88°37"03" West, along the north line of

1. Please add Case Number — Z06-14 to the lower right hand corner of
final revision.
2. Please show available parking and a typical parking space dimensions.
Parking for disabled persons needs to be designated on site plan.
3. Please provide name and contact information of person preparing
concept/site plan.
4. Please place the following notes on the revised zoning exhibit:
a) All requirements of the City of Grapevine Zoning Ordinance shall be
met.
b) All requirements of the Code of Ordinances of the City of Grapevine
shall be met.
The above comments must be reflected in the revised submittal,
which is due by Friday, September 29 at 12:00 p.m. for the October 17
joint public hearing. Please submit the revised documents to the
Department of Development Services at 200 South Main Street.
The revised submittal shall include:
one (1) mylar of each sheet (minimum size 22" x 34")
two (2) folded blueline copies of each sheet, (minimum size 22" x 34")
forty (40) reduced sorted (collated sets) copies at 11" x 17" three hole
punched, stapled and z -folded (fold the richt edae to the left edae
and then fold the right edge in half to form a z -fold).
If these revisions are made and submitted at the correct time, you will be
scheduled for the next available agenda.

REQUESTED ZONE CHANGE AND COMMENTS:
The applicant is requesting a zone change to rezone 1.60 acres from "BP" Business Park
District to "LI" Light Industrial District in order to accommodate future operations of the
existing business.
With this request the applicant proposes rezoning in orderto accommodate a pet grooming
service in conjunction with an existing manufacturing operation. Animal grooming services
are not permitted within the current "BP" Business Park District zoning.
PRESENT ZONING AND USE:
The property is currently zoned "BP", Business Park District and is home to a
manufacturing facility.

HISTORY OF TRACT AND SURROUNDING AREA:
This subject site was a portion of the A.C. Stone property that was not zoned when it was a
part of unincorporated Tarrant County. When the property was annexed into the City on
July 20, 1993, it was automatically zoned "R-20" Single Family. Council approved zone
change request Z99-10 (Ord. 2000-03) for "BP" Business Park District on this site at the
January 18, 2000 meeting.
The site to the east was also a portion of the Stone property that was not zoned when it
was a partof unincorporated Tarrant County. When the property was annexed into the
City on July 20, 1993, it was automatically zoned "R-20" Single Family. Council approved
zone change request Z99-10 (Ord. 2000-03) for "BP" Business Park District at the January
18, 2000 meeting.
Located to the south and immediately west, the original Pavestone property and other
surrounding areas were rezoned in the 1984 City Rezoning from "R-1" Single Family
District to "PID" Planned Industrial Development. Z95-15 (Ord. 95-94) rezoned 7.975
acres from "R-20" Single Family District to "PID" Planned Industrial Development District.
CU95-30 (Ord. 95-95) was approved to allow outside storage in conjunction with a
manufacturing establishment. Council approved a revision to the Pavestone site plan at
their November 18, 1997 joint public hearing (CU97-57; Ord. 97-124) specifically allowing a
reduction in overall, square footage of the future production facilities from 72,000 square
feet to 55,403 square feet and allowed the addition of a new mixer housed within a forty-
two (42) foot high penthouse.
The site to the north was also a portion of the Stone property that was not zoned when it
was a part of unincorporated Tarrant County. When the property was annexed into the
City on July 20, 1993, it was automatically zoned "R-20" Single Family. Council approved
zone change request Z99-10 (Ord. 2000-03) for "BP" Business Park District at the January
18, 2000 meeting.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: "CC", Community Commercial District — vacant land
SOUTH: "PID", Planned Industrial District - Pavestone
EAST: "BP", Business Park District — vacant land
WEST: "PID", Planned Industrial District - Pavestone
The subject tract is located within "Zone A" Zone of Minimal Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" Map. Few

activities will be affected by aircraft sounds in "Zone A" except for the sound sensitive
activities such as auditoriums, churches schools, hospitals and theatres. The applicant's
proposal is an appropriate use in this noise zone.
The Master Plan designates the subject property as an Industrial/Commercial land use.
The applicant's request is in compliance with the Master Plan.
THOROUGHFARE PLAN APPLICATION:
The Thoroughfare Plan designates Stone Myers Parkway as a Type E Collector with a
minimum 75 -foot right-of-way developed as 4 lanes.

existing business on property located at 3250 Stone Myers Parkway and platted as Lot 3,
Block 1, Stone Myers Business Park Addition was approved by the City Council on October
17, 2006. A copy of Ordinance 2006-73 is enclosed.
On October 17, 2006, the Planning and Zoning Commission recommended the City Council
deny the request.
