Any application for a change in zoning or for an amendment to the zoning ordinance shall

agenda before the Planning and Zoning Commission and City Council. If after said period of
four months an application has not been scheduled before the Commission and Council said
application shall be considered withdrawn, with forfeiture of all filing fees. The application,
along with the required filing fee may be resubmitted any time thereafter for reconsideration.
Delays in scheduling applications before the Planning and Zoning Commission and City
Council created by city staff shall not be considered a part of the four month period.

DESCRIPTION OF PROPOSED CONDITIONAL USE REQUEST
We respectably request approval of our Conditional Use / Site Plan Submittal as it relates
to Esparza's Restaurant and as delineated on our development site plan package.
INTENT:
It is the intent of this conditional use / site plan submittal request to illustrate the
proposed addition of the rear lot portion of Lot 2R, Block 32, located at 204 E. Worth
Street to the adjacent Lot 2R, Block 32, located at 124 E. Worth Street. The proposed lot
addition shall be used for necessary additional parking to be situated as illustrated on said
site plan drawing submittal.
The front portion of Lot 3, Block 32, (204 E. Worth Street), shall become a 100' x 100'
lot, which would maintain it's existing zoning (R-7.5) use and building structure, with no
zoning change. It is the intent to landscape the new proposed parking area to include
fencing to provide necessary screening for the adjacent properties.
CONDITIONAL USE CONTRIBUTIONS.-
Our
ONTRIBUTIONS:
Our proposed site plan and conditional use request provides the following substantial
improvements:
1. Enlarges the existing point of ingress and egress thus proving a much-needed two-
way drive onto East Worth Street from said property.
2. It would eliminate the existing negative affect to traffic circulation on said site
and onto the public street.
3. The proposed additional parking area would contribute to reliving some of the
existing public street parking and minimize traffic congestion.
4. Our proposal would not cause or create impaired access to or from
properties, future development, public facilities, schools or parks.

5. Does not create any delay to the response time of emergency vehicles, in fact it
would greatly improve the existing site conditions.
6. It does not cause substantial harm to the value, use, or enjoyment of any adjacent
properties in the neighborhood it simply removes 20 cars off street parking, thus
contributing to the overall neighborhood enjoyment.
7. Would not disrupt any existing or proposed City Public improvements or master
plan requirements.
8. Would not negatively impact the continuity or sense of community in the City as
a whole. It would however improve the existing traffic situation on East Worth
Street and at the same time contribute to the ongoing enjoyment of the City of
Grapevine Down Town District.
Based on said information, we feel that our proposed Site Plan Design accomplished the
best possible solution for the proposed site improvements and at the same time protects
the general provisions of the Zoning / Development Ordinance, which is to provide for
the orderly, safe and healthful development within the City and to promote the health,
safety and general welfare of the entire community.
