The above comments must be reflected in the revised submittal,

The revised submittal shall include:
Two (2) folded backline copies of each sheet, (minimum size 22" x 34")
one (1) colored version of concept plan on 11" x 17" or a digital version of
the same
forty (40) reduced sorted (collated sets) copies at 11" x 17" three hole
punched, stapled and z -folded (fold the right edge to the left edge
and then fold the right edge in half to form a z -fold).
If these revisions are made and submitted at the correct time, you will be
scheduled for the next available agenda.

AMENDMENTS TO COMPREHENSIVE ZONING ORDINANCE 82-73
The City Council and the Commission will consider amendments and changes to the
Comprehensive Zoning Ordinance, No. 82-73, same being Appendix D of the Code of

Ordinances as follows: Section 20, Townhouse District Regulations relative to a complete
revision of the ordinance, Section 41, "PD" Planned Development Overlay, relative to the
general use and justification of the ordinance, and revision to all applicable sections of the
zoning ordinance relative to the elimination of public utility uses as a permitted use, and
any other additions, deletions, or changes to various sections, articles and provisions
contained in said Ordinance No. 82-73.
After all parties have been given an opportunity to speak, the public hearing will be closed
and the Commission and the City Council will deliberate the pending matters. Please

The public hearing is to consider an application submitted by Amino Enterprise for property
located at 3091 West Dove Road and platted as Lot 1, Block 10, Parra Linda Estates. The
applicant is requesting to rezone 2.74 acres from "CN" Neighborhood Commercial to "PO"
Professional Office for the development of two professional office buildings totaling 17,799
square foot. The property is currently zoned "CN" Neighborhood Commercial and is owned
by William Stromberg. A copy of the site plan is on file with the Department of
Development Services.

REQUESTED ZONE CHANGE AND COMMENTS:
The applicant is requesting a zone change to rezone approximately 2.74 acres from "CN"
Neighborhood Commercial District to "PO" Professional Office District for the development
of two office buildings.
The applicant's intent is to amend the plat of the subject site to accommodate the
development of two professional office buildings. The concept plan reveals two proposed
two-story office buildings. The building for the applicant, shown as proposed, is a two-
story, 11,099 square feet building. The second building, shown as future, is a two-story,
building with 6,700 total square feet. The subject site will have access to Dove Road and
Kimball Road.

PRESENT ZONING AND USE:
The property is currently zoned "CN" Neighborhood Commercial District and is
undeveloped.
The subject property was rezoned in the 1984 City Rezoning from "C-2" Community
Business District to "CN" Neighborhood Commercial District. The rest of the surrounding
area i.e. Parra Linda Estates and the Harwell Addition were rezoned from "R-1" Single
Family District to "R-7.5" Single Family District. A zone change request (Z04-05) was
approved by Council at their July 20, 2004 meeting rezoning the property across Dove
Road to the north along Kimball Road from "CN" Neighborhood Commercial District to "R-
5.0" Zero Lot Line District. A zone change request (Z96-21) was approved by Council at
their December 17, 1996 meeting rezoning the property immediately to the south of the
subject site to "GU" Governmental Use District. The adjacent site, currently zoned "GU"
Governmental Use District, is currently used as the Carroll ISD Administration Center for
office space and as a storage facility but was formerly developed as a grocery store (Food
Lion) with a conditional use permit (CU91-10) for the sale, storage, and off -premise
consumption of alcoholic beverages (beer only).

This letter is to verify that your request to rezone 2.74 acres from "CN" Neighborhood
Commercial District to "PO" Professional Office District for the development of two office
buildings on property located at 3091 West Dove Road and platted as Lot 1, Block 10, Parra
Linda Estates, Section IV was approved by the City Council on September 18, 2007. A copy
of Ordinances 2007-51 is enclosed.
On September 18, 2007, the Planning and Zoning Commission recommended the City Council
approve the request.
Any changes to a site plan approved with a conditional use or a special use (no matter
how minor or major) can only be approved by city council through the public hearing
process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.

Enclosed is the Zoning Change and Concept Plan Application for 3091 West Dove Road, Parra Linda Estates Lot 1,
Block 10. The site is located on the southeast corner of Dove Road and Kimball Road and is currently vacant. The
owner is requesting a zoning change from CN — Neighborhood Commercial to PO — Professional Office.
The property was recently purchased by Amino Transport, Inc, a freight brokerage company. The proposed 2 -story
building will serve as the corporate office for Amino Transport, Inc. The future building shown on the plan will be
constructed at a later date and is not included in the initial development.
We anticipate that both buildings will be serviced by the existing 8" water line that extends across the site, as shown
on the site plan. Sewer service may be provided to the northern building by connecting a service line to the existing
8" sewer line within the Dove Road right-of-way. The southern building can be serviced by the existing 6" sewer
stub out located at the southeast corner of the site.
The existing site drainage flows into two existing curbs inlets located on the adjacent property to the southeast. The
existing on-site drainage patterns will be preserved throughout the development whenever possible.

Enclosed is the revised concept plan for 3091 West Dove Road, Parra Linda Estate Lot 1, Block 10. In response to the review
comments dated August 20, 2007, we offer the following:
1. Please add case number Z07-12 to the signature block. Please enlarge the signature block to 3 "x4 ".
The signature block has been revised as requested.
2. Please provide a detail that reveals an adequate maneuvering lane for the dumpster.
Details for truck maneuvering space were obtained from the Allied Waste Customer Service Department and are
included with this submittal. The details indicate that a trash truck requires a 45 foot long maneuvering area in front of
the dumpster enclosure to allow adequate space for dumping. The plan has been revised to accommodate these details.
3. Please provide a brief note explaining the purpose for the driveway access at the southwest corner of the proposed two-
story building.
There is a driveway that abuts the southeast side of the building. This drive will serve as access to a two -car garage
located inside the building.
