On Monday evening, July 15, 2008 at 7:30 P.M. in the City Council Chambers, 2nd Floor,
200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
Z08-05 — J J HALL ADDITION - submitted by George Kuketz for property located at 210
North Starnes Street and platted as Lot M, J J Hall Addition. The applicant is requesting
rezone 14,000 square feet from "R-5.0" Zero -Lot -Line District to "HC" Highway Commercial
District for the development of an office building. The property is owned by George Kuketz.
CU08-15 — FOURMILE HOLDINGS - submitted by submitted by Glacier Commercial
Realty for property located at 810, 820, 830, 840, 850, 852, 860, 880 Mustang Drive and
proposed to be platted as Lots 10R1, 10R2 and 10R3, Block 6, Metroplace 2nd Installment
Addition. The applicant is requesting a conditional use permit to establish a planned
business park. The property is currently zoned "BP" Business Park District and is owned

REQUESTED ZONE CHANGE AND COMMENTS:
The applicant is requesting a zone change to rezone 14,000 square feet (.321 acres) from
"R-5.0" Zero Lot Line District to "HC" Highway Commercial District for the development of
an office building.
It is the applicant's intent to rezone the subject property, demolish the existing structures,
and combine the property with the lot immediately adjacent to the south with the goal being
the construction of a new single story, multi -tenant office building comprising some 5,798
square feet. When combined with the property to the south which is currently zoned "HC"
Highway Commercial District and owned by the applicant, the site will contain
approximately 28,000 square feet and can be developed with no compromises according to
the "HC" Highway Commercial District guidelines.

PRESENT ZONING AND USE:
The subject property is developed with a single story wood frame residence and a large,
three -bay metal building but is currently unoccupied. The property has been used in the
most recent past as a nonconforming landscaping business.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject property was zoned "SP" Specific Use Permit (Z79-09) for the operation of a
day care center and all other uses permitted in the "C-1" Neighborhood Business District
prior to the 1984 City Rezoning. The subject and surrounding property were rezoned to "R-
MF -1" Multifamily District during the 1984 City Rezoning. The property to the north, and
across Starnes Street to the west was zoned "R-1" Single Family District and the property
to the south was zoned "R-2" Two Family District prior to the 1984 City Rezoning. The
property to the east was zoned "C-2" Community Business District prior to the 1984 City
Rezoning. At Council's September 18, 2001 meeting the subject and surrounding
properties comprising approximately 12 acres in the area known as the "Hill" was rezoned
(Z01-14) from "R -MF -1" Multifamily District to "R-5.0" Zero Lot Line District.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: "R-5.0" Zero -Lot -Line District—residential property
SOUTH: "HC" Highway Commercial District—vacant lot
EAST: "HC" Highway Commercial District—several multi -tenant commercial
buildings e.g. Dennis Electric, Longhorn Supply, contractor's services
WEST: "R-5.0" Zero -Lot -Line District—residential property
The subject tract is located within "Zone A" Zone of Minimal Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" Map. Few
activities will be affected by aircraft sounds in "Zone A" except for sound sensitive activities
such as auditoriums, churches, schools, hospitals, and theaters. The applicant's proposal
is an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as a Residential Medium Density land
use. The applicant's request does not comply with the Master Plan.

RECOMMENDATION:
Staff recommends the City Council and the Planning and Zoning Commission withdraw
zone change application Z08-05 and take any other action necessary.
At the July 15, 2008 meeting the applicant petitioned to table the case in order for the City
Council and Planning and Zoning Commission to hold a workshop to discuss the Master
Plan for Starnes Street. Since this time, the City Council and Planning and Zoning
Commission approved a Master Plan Update for Starnes Street and agreed to review zone
change requests on a case by case basis. The applicant has submitted a revised zone
change application to expand the size of his original application.
