1. Please add case number Z08-07/PD08-03 to the signature block of
the revised site plan.
2. Please note due to the proposed density of the subject property the tabled
zone change request of "R-7.5" Single Family Residential to "R-5.0" Zero -
Lot -Line Residential for the development of six (6) lots needs to proceed in
conjunction with the planned development overlay request.
3. Please submit a letter describing the proposed planned development.
Describe any special requirements or conditions which require deviation of
the zoning district regulations, describe whether the proposed overlay will
or will not cause substantial harm to the value, use, or enjoyment of other
property in the neighborhood. Also describe how the proposed overlay
will add to the value, use or enjoyment of other property in the
neighborhood.
4. Please add the following note to the site plan:
Z08-07/PD08-03 is a zone change request of 1.42 acres
from "R-7.5" Single Family Residential to "R-5.0" Zero -Lot -
Line Residential for the development of six (6) residential
lots and a planned development overlay request to deviate
from lot depth and setback requirements.
5. Please provide a chart on the site plan which lists the area of each lot.
6. The note on the Tuscan Ridge plat should be changed to proposed zoning
of "R-5.0" Zero -Lot -Line Residential with a PD overlay
7. Please contact John Robertson or Cristin Turner of Public Works at (817)
410-3136 for information regarding right-of-way or easements adjacent to
Dove Road.
8. Please note the boundaries and lot configurations of the Tuscan Ridge
plat and the planned development site plan must match.
9. Please correct the front setback line of Lot 1.
10. Please note on the site plan that all requirements of the Grapevine Soil
Erosion Control Ordinance shall be met during the period of construction.
11. Please note on the site plan all on-site electrical conductors associated
with new construction shall be located underground.
12. Please use the table format below on an 81/2" x 11" sheet to highlight the
planned development overlay deviations.
The above comments must be reflected in the revised submittal,
which is due by Thursday, October 30th at 12:00 p.m. for the
November 18, 2008 joint public hearing. Please submit the revised
documents to the Department of Development Services at 200 South Main
Street.
The revised submittal shall include:
One (1) Mylar of each sheet (minimum size 22" x 34")
Two (2) folded backline copies of each sheet, (minimum size 22" x 34")
Forty (40) reduced sorted (collated sets) copies at 11" x 17" three hole
punched, stapled and z -folded (fold the right edge to the left edge
and then fold the right edge in half to form a z -fold).
One (1) colored version of the site plan that removes the details/charts
and emphasizes the lot configurations
If these revisions are made and submitted at the correct time, you will be
scheduled for the next available agenda.

On Tuesday evening, September 16, 2008 at 7:30 P.M. in the City Council Chambers, 2nd
Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
Z08-07 — SKINNER CUSTOM HOMES - submitted by Skinner Custom Homes for property
located at 410 North Dove Road and platted as Lots 5A, 513, and 6 Block 7, WC Lucas
Addition. The applicant is requesting to rezone 1.38 acres from "R-7.5" Single Family
Residential to "R-5.0" Zero -Lot -Line Residential for the development of six lots. The
property is owned by Star Bible Publishing.
CU08-17 — GAYLORD TEXAN - submitted by Gaylord Hotels for property located at 1501
Gaylord Trail and platted as Opryland Addition. The applicant is requesting a conditional
use permit to amend the previously approved site plan, specifically for the addition of a
resort pool complex, food and beverage pavilion and an event pad site. The property is
zoned "PCD" Planned Commerce Development and is owned by Gaylord Hotels.
CU08-19 — LAVA LOUNGE - submitted by Guan Tan for property located at 401 East
State Highway 114 and platted as Lot 3, Block A, Trinity Industries Addition. The applicant
is requesting a conditional use permit to amend the previously approved site plan,
specifically to enlarge the existing structure and allow the possession, storage, retail sale
and on -premise consumption of alcoholic beverages (beer, wine and mixed beverages) in
conjunction with a restaurant. The property is zoned "CC" Community Commercial and is
owned by Wood Golden Ltd.
CU08-20 - GREAT WOLF LODGE - submitted by Great Wolf Lodge of Grapevine for
property located at 100 Great Wolf Drive and platted as Lot 1R, Block 1R, Great Wolf
Addition of Grapevine. The applicant is requesting a conditional use permit to amend the
previously approved site plan, specifically to allow additional parking and an exterior
elevation change. The property is zoned "CC" Community Commercial and is owned by
Great Wolf Lodge of Grapevine LLC.
CU08-22 — GOODWILL INDUSTRIES - submitted by Goodwill Industries for property
located at 2100 West Northwest Highway and platted as Lot 2, Grapevine Plaza Addition.
The applicant is requesting a conditional use permit to amend the previously approved site
plan for a planned commercial center, specifically to establish a retail store and drop-off
donation center for Goodwill Industries. The property is zoned "SP" Site Plan and is owned

by Goodwill Industries.
FUTURE LAND USE MAP 11 UPDATE MP08-02 - amending the Official City of Grapevine
Future Land Use Map II for properties located on Starnes Street and platted as Lots B, C,
L, M and N, J J Hall Addition and the north portion of Lot 1 R, Starnes Addition from "CO"
Commercial and "RM" Residential Medium Density to "LC" Commercial Light Intensity. The
property is owned by multiple owners.
After all parties have been given an opportunity to speak, the public hearing will be closed
and the Commission and the City Council will deliberate the pending matters. Please
contact the Department of Development Services concerning any questions, 200 South

On Tuesday evening, November 18, 2008 at 7:30 P.M. in the City Council Chambers, 2nd
Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
Z08-07/PD08-03 — SKINNER CUSTOM HOMES — submitted by Skinner Custom Homes
for property located at 410 North Dove Road and proposed to be platted as Lots 1-6, Block
A, Tuscan Ridge Addition. The applicant is requesting to rezone 1.42 acres from "R-7.5"
Single Family Residential to "R-5.0" Zero -Lot -Line District for a residential development.
The applicant is also requesting a planned development overlay to include but not be
limited to deviation from lot width, depth and setback requirements. The property is owned
by Star Bible Publishing.
Z08-09 — J J HALL ADDITION — submitted by 222 Starnes LP for property located at 222
North Starnes Street and platted as Lot K, J J Hall Addition. The applicant is requesting to
rezone 0.32 acres from "R-5.0" Zero -Lot -Line District to "PO" Professional Office District for
an office building. The property is owned by 222 Starnes LP.
Z08-10/CU08-31/PD08-04 — WAGON WHEEL ADDITION — submitted by JLB Realty LLC
for property located at 3225 North Grapevine Mills Boulevard and proposed to be platted
as Lot 1, Block A, Wagon Wheel Addition. The applicant is requesting to rezone 10.327

Z08-11/CU08-30 — RIVERWOODS — submitted by DeOtte Inc. for property located at 3735
Ira E Woods Avenue and proposed to be platted as Lots 1-3, Block 1, Riverwoods
Addition. The applicant is requesting to rezone 12.10 acres from "CN" Neighborhood
Commercial to "PO" Professional Office and a conditional use permit to allow a personal
care facility. The property is owned by Gary L Cantrell Co, Inc.
Z08-12 — J J HALL ADDITION — submitted by George Kuketz for property located at 206,
210 and 216 North Starnes Street and platted as Lots L, M, and N, J J Hall Addition. The
applicant is requesting to rezone 0.96 acres from "HC" Highway Commercial District and
"R-5.0" Zero -Lot -Line District to "PO" Professional Office District for the development of an
office building. The property is owned by George Kuketz.
CU08-28 — ZIZIKI'S - submitted by Ion Design Group, LLC for property located at 1295
South Main Street and platted as Lot 1, Block 1, Epicentre Addition. The applicant is
requesting a conditional use permit to amend the previously approved site plan, specifically
to allow the possession, storage, retail sale and on -premise consumption of alcoholic
beverages (beer, wine and mixed beverages) in conjunction with a restaurant. The
property is zoned "PO" Professional Office and is owned by Paul Guernsey.
CU08-29 — GRAPEVINE TOWNE CENTER - submitted by Lawrence A. Cates &
Associates, LLP for property located at 801 Ira E Woods Avenue and platted Lots 1, 2R,
3R, 4R1, 5, 6R, 7-10, 11 R, 12R1, 13R, 14R, 15R, 16, 17, Block 1, Towne Center Addition
No. 2 and Lots 1 R2 and 3R1, Block 1, Towne Center Addition. The applicant is requesting
a conditional use permit to amend the previously approved site plan for a planned
commercial center, specifically to allow a 25 foot landscape setback for all parcels adjacent
to Ira E Woods Avenue and William D Tate Avenue. The property is zoned "CC"
Community Commercial and is owned by Grapevine/Tate JV.
AMENDMENTS TO COMPREHENSIVE ZONING ORDINANCE 82-73 - The City Council
and the Commission will consider amendments and changes to the Comprehensive Zoning
Ordinance, No. 82-73, same being Appendix D of the Code of Ordinances as follows:
Section 23, "LB" Limited Business, Section 24, "CN" Neighborhood Commercial, Section
25, "CC" Community Commercial, Section 26, "HC" Highway Commercial, Section 27, "PO"
Professional Office, Section 28, "CBD" Central Business District, Section 31, "Ll" Light
Industrial and Section 40 "MXU" Mixed Use District relative to second hand goods and
private, public and non-profit institutions, and any other additions, deletions, or changes to
various sections, articles and provisions contained in said Ordinance No. 82-73.
After all parties have been given an opportunity to speak, the public hearing will be closed
and the Commission and the City Council will deliberate the pending matters. Please

7,748 square feet to 10,258 square feet. The average square footage lot in this proposed
subdivision is 8,745 square feet and density is 4.34 units per acre. The minimum lot size in

COMMENTS:
The applicant is requesting a zone change to rezone approximately 1.42 acres from "R-7.5"
Single Family District to "R-5.0" Zero -Lot -Line District for the development of six single
family residential lots. The applicant is also requesting to establish a planned development
overlay on the subiect property to include but not be limited to deviation from the front yard
setback, and depth of lot.
At the September 16, 2008 meeting Council tabled a similar zone change request on the
subject site due to concerns over reduced right-of-way width and the use of easements for
the placement of utilities, drainage and pedestrian access. Based upon the concerns
raised during the previous meeting, the applicant has revised the development concept.
The applicant intends to develop six residential lots on the subject tract ranging in size

7,532 square feet to 9,301 square feet. The average lot size in this proposed subdivision is
8,202 square feet and density is 4.23 units per acre. The minimum lot size in the "R-5.0"
Zero Lot Line District is 5,000 square feet and maximum density is eight units per gross
acre. To facilitate development of the project the applicant is seeking planned
development overlay to deviate from the following ordinance requirements:
• Front yard setback; the ordinance requires a 25 -foot front yard setback—the
applicant is seeking a setback of 20 -foot from the property line for the six proposed
lots.
• Depth of lot; the ordinance requires a lot depth of 100-feet—the applicant is seeking
a lot depth of 54.75 -feet for Lot 1, 94.22 -feet for Lot 2, 96.20 -feet for Lot 3 and
54.75 -feet for Lot 6.

This letter is to verify that your request to rezone approximately 1.42 acres from "R-7.5"
Single Family District to "R-5.0" Zero -Lot -Line District for the development of six single
family residential lots and a planned development overlay to include but not be limited to
deviation from the front yard setback, and depth of lot on property located at 410 North
Dove Road and platted as Lots 1-6, Block 1, Tuscan Ridge Addition was approved by City
Council on November 18, 2008 as shown on the approved site plan. A copy of Ordinances
2008-62 and 2008-63 and a copy of the approved site plan are enclosed.
On. November 18, 2008, the Planning and Zoning Commission recommended the City
Council approve the request.
Any changes to a site plan approved with a conditional use or a special use (no
matter how minor or major) can only be approved by city council through the public
hearing process.
No Planned Development Overlay shall be valid for a period longer than one (1) year from
the date on which the City Council grants the Planned Development Overlay, unless within
such one (1) year period: (1) a Building Permit is obtained and the erection or alteration of

During the P&Z and Council Public Hearing on 9/16/08, concerns over reduced right-of-way
widths with adjacent easements for utilities, drainage and pedestrian access were raised
relative to this case.
Reduced right-of-way widths with abutting easements is an approach that has been used
by the Public Works staff in the platting process for a number of years to address
redevelopment, infill development and other special circumstances.
The City Subdivision Ordinance states " Parkways and boulevards shall be of such width
as may be designated by the city planning commission. As a general rule, minor residential
streets shall not be less than 50 feet wide". This is addressing ROW width, not pavement
width.
Each plat packet submitted to the P&Z and Council by the Public Works staff includes a
section under VI) MISCELLANEOUS, whereby the staff advises the P&Z and Council of
any items associated with the plat that are not in accordance with the current subdivision
standards. Included in that section are the two most common situations.
1. 50' ROW dedication not met (with a description of deficiency and steps to mitigate
the deficiency)
2. Length of cul-de-sac street exceeds the 600 foot limit.
3. Others situations are noted as necessary
The developer submitted the zoning case for last night's public hearing after meeting with
the Public Works staff and reviewing their plan for development. In that initial plan, the
developer proposed a roadway connecting Hilltop Drive with Dove Road through the
development. Public Works Staff advised the developer that we would not support the
roadway connection to Dove Road so close to Hilltop Drive. Public Works Staff further
suggested that the developer consider a cul-de-sac with a reduced right-of-way width of 40
feet and an additional 5 feet of utility, drainage and pedestrian easement on either side of
the right-of-way dedication to enable them to fit the cul-de-sac turn around on the site with
abutting lots.

This effectively provides the City the same 50 foot width, sufficient for the 31 foot wide
pavement section, and 9.5 feet (4.5' ROW & 5' easement) of parkway behind the curb for
utilities, drainage and sidewalks. In the cul-de-sac, the pavement would still be 80' wide
(40' radius) with 10 feet (5' ROW & 5' easement) of parkway behind the curb.
There would be no adverse impacts to the City's operations but would provide an additional
5 feet of lot depth for the 6 lots to meet Zoning requirements.
The concept plan in the zoning case packet reflected the, pavement width of 31 feet, the
reduced ROW width of 40 feet with the 5 foot wide easements on either side along the
stem of the cul-de-sac. The concept plan further reflected a 40' radius for the pavement
which meets the City's requirements. The ROW dedication combined with the 5' easement
around the bubble provides the necessary 50' radius. One thought to remember, the
concept plan was only for exhibit purposes. Final platting of the subdivision would have
addressed the necessary easement depths to preserve the City's interests.
Recent use of this concept of reduced ROW with easements include:
• Replat Timbercreek Village approved 6/16/92; Bear Haven and Laurel Drives, both
private, were dedicated as City Streets with 28' of ROW and 9.5' of utility, drainage
and sidewalk easements on both sides of Bear Haven and on the north side of
Laurel.
• Preliminary Plat The CrossRoads of DFW approved 9/15/92; 50' ROW dedicated
with 5' sidewalk and utility easements on either side to provide the 60' of width fora
Commercial Collector roadway. Individual lots subsequently Final Platted with
easements included.
• Lot 1 R, Block 1, OmniAmerican Federal Credit Union approved 7/15/97; 10' of
sidewalk and utility easement was dedicated along the north side of Nash Street
• Lots 1-17, Block 1, Johnson Meadow approved 4/15/03; 40' of ROW with 5' of
drainage , access & utility easement on both sides of Johnson Court.
• Silverlake Estates Phase 3 approved 7/19/05; 45' of ROW with 7.5' of utility
easement on both sides of Spring Creek Drive.
• Lots 1-3, Block 1, Pallaggios Estates approved 9/16/08; 15' of ROW and 10' of
utility & sidewalk easement was dedicated along the south side of Peach Street just
west of Main St.

We are requesting the deviations to help maintain proportional building area due to the small width
of the overall property, as well as the additional right-of-way dedication,
