1. There will be two submittals related to this zone change request.
The first submittal (zoning exhibit) will be for the zone change
request, and the second submittal (preliminary plat/final plat) will be
for the platting.
2. This property is not platted and will require a Preliminary Plat and
Final Plat which will also need to include submittal of preliminary
utility, drainage and grading plans. The site will require a sewer
line extension and an easement shown on the plat(s) to
accommodate the extension. Please contact John Robertson or
Cristin Turner of Public Works at (817) 410-3136 for information
regarding platting.
3. Please remove Final Plat and replace it with Zoning Exhibit.
4. Please remove the existing signature block and replace it the signature

5. Please correct the City of Grapevine city limit boundary line along
Lonesome Dove Avenue. Along Lonesome Dove Avenue an approximate
140 -foot gap north of the subject site falls within the City of Southlake.
6. Please add a table/chart which provides the area of each lot.
7. Please provide a metes and bounds description of the subject site and of
each individual proposed lot on a single 8 1/2" x 11" sheet of paper.
8. Please remove the cabinet and slide line from the Zoning Exhibit.
9. Please correct South Gravel from drive to circle and from private to public
right-of-way.
10. Within the location map please use avenue instead of road for the street
type designation of Lonesome Dove.
The above comments must be reflected in the revised submittal,
which is due by Thursday, September 25 at 12:00 p.m. for the
October 21, 2008 joint public hearing. Please submit the revised
documents to the Department of Development Services at 200 South Main
Street.
The revised submittal shall include:
Two (2) folded backline copies of each sheet, (minimum size 22" x 34")
forty (40) reduced sorted (collated sets) copies at 11" x 17" three hole
punched, stapled and z -folded (fold the right edge to the left edge
and then fold the right edge in half to form a z -fold).
If these revisions are made and submitted at the correct time, you will be
scheduled for the next available agenda.

On Tuesday evening, October 21, 2008 at 7:30 P.M. in the City Council Chambers, 2nd
Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following

CU08-21 - GRAPEVINE STATION - submitted by Westwood Group for property located at
1044 Texan Trail and platted as Lots 1-7, Block 1, Lots 1 RA, 2A, Block 2A, Lots I R, 2, 3,
Block 3, Lots 1, 2R, Block 4, Grapevine Station Addition. The applicant is requesting a
conditional use permit to amend the previously approved site plan, specifically to reduce
the planned business park from 23.2 acres to 17.34 acres for the development of a
multifamily complex. The property is zoned "CC" Community Commercial and "BP"

is requesting a conditional use permit to amend the previously approved site plan,
specifically to allow the bank with the drive through to remain as developed and to allow a
pole sign 40 -feet in height and 260 square feet. The property is zoned "HC" Highway
Commercial and is owned by RFD 224, Park & Wall Grapevine.
SU08-04 — CHESAPEAKE ENERGY - submitted by Chesapeake Operating, Inc. for
property located at 1048 East Wall Street and proposed to platted as Lot 1, Block 1, Airport
Crossing JV Wells. The applicant is requesting a special use permit to allow gas well
drilling and production in a nonresidential district. The property is zoned "CC" Community
Commercial and is owned by North Texas Acquisition, LLC.
Z08-06/PD08-02 — RESIDENCE AT GRAPEVINE STATION — submitted by Provident
Realty Advisors, Inc. for property located at 1020 Texan Trail and proposed to be platted
as Lot 3, Block 4, Grapevine Station Addition. The applicant is requesting to rezone 6.4
acres from "BP" Business Park to "R -MF -2" Multifamily District for the development of a
368 unit multifamily complex. The applicant is also requesting a planned development
overlay to include but not be limited to deviation from the height requirement, density, open
space, parking, front yard setback, landscape buffer and length of building in the "R -MF -2"
Multifamily District. The property is owned by Triple T Farms Ltd.
Z08-08 — CLAYTON FINE HOMES — submitted by Clayton Fine Homes for property
located at 1553 North Gravel Circle and proposed to be platted as Lots 1-3, Block 1, Beard
Addition. The applicant is requesting to rezone 0.710 acres from "R-20" Single Family
Residential to "R-7.5" Single Family Residential for the development of three residential
lots. The property is owned by Bob & Patsy Beard.

REQUESTED ZONE CHANGE AND COMMENTS:
The applicant is requesting a zone change to rezone 0.701 acres from "R-20" Single
Family District to "R-7.5" Single Family District for the development of three single-family
residences.
With this request the applicant proposes to rezone the subject property and develop the
two tracts into three residential lots ranging in area from 11,443 square feet to 9,190
square feet. Density for this request is calculated by including all the developed contiguous
property zoned "R-7.5" Single Family District; density for the area including the addition of
the proposed lots is calculated to be 3.20 units per acre. The tract located at the southeast
corner of North Gravel Circle and Lonesome Dove Avenue contains two non -conforming
mini storage units that will be removed if the applicant receives approval of the proposed
zone change request.

PRESENT ZONING AND USE:
The property is currently zoned "R-20" Single Family District and is predominantly vacant
with the exception of the two mini storage units on site.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject property was annexed into the City of Grapevine as part of an approximate
300 acre annexation from the City of Southlake and the Corps of Engineers which was
approved by Council on November 2, 1993 (Ord. 93-49). This property received the "R-20"
Single Family Designation upon annexation. Zone change request Z01-01 (Ord. 01-1 3DR)
was approved at the February 20, 2001 meeting, changing the zoning on property
approximately 250 feet to the east of the subject site to "R-5.0" Zero Lot Line District with
deed restrictions requiring all on site development to comply with the regulations of "R-7.5"
Single Family District. One month later at the March 20, 2001 meeting the same property
(Lakeview Estates) was again rezoned (Z01-03) from "R-5.0" Zero Lot Line District to "R-
7.5" Single Family District. Further to the east of the subject property a zone change (Z99-
22) and a conditional use permit (C000-54) were approved at the November 7, 2000
meeting changing the zoning on the property from "R-20" Single Family District to "RA"
Recreation/Amusement District along with a conditional use permit for on -premise
consumption of alcoholic beverages (beer, wine and mixed drinks) in conjunction with the
operation of an existing recreation/amusement based business (Lonesome Dove Ranch).
Several zone change requests have been approved along South Gravel Circle. Three lots
directly south of the subject site which have developed with single-family homes were
approved at the August 16, 2005 meeting for a zone change request Z05-07 (Ord. 05-52),
changing the zoning from "R-20" Single Family District to "R-7.5" Single Family District and
platted as of 2005, as Lots 1-3, B&G Properties Addition. Along the south side of South
Gravel Circle zone change request Z06-08 (Ord. 06-40) was approved at the June 20,
2006 meeting, changing the zoning from "R-20" Single Family District to "R-7.5" Single
Family District. Also along the south side of South Gravel Circle Zone change requests
Z06-18 and Z06-19 (Ord. 07-01 and Ord. 07-02) were approved at the January 16, 2007
meeting, changing the zoning from "R-20" Single Family District to "R-7.5" Single Family
District. Finally along South Gravel Circle zone change request Z06-17 (Ord. 07-04) was
approved at the February 20, 2007 meeting, changing the zoning from "R-20" Single Family
District to "R-7.5" Single Family District. .

Clayton Fine Homes, LLC., is requesting a zoning change from K --2O to K-7.5 single Family for tke
southeast corner of North Gravel Circle. Clayton Fine Homer, LLC• is a family home building
business with a goal to continue building afforda6le custom homes in the City of Grapevine. We
plan to install the infrastructure for three residential lots. We will 6e removing the metal storage units
50 Jags following the final City approval and closing on the property. Notices will go out prior to
November 1, 2008 with final move out clay November 50, Zoo& On or before December 1, 2008,
we will start the removal of buildings and estimate to 6e complete 6.9 Decem6er 51, 2008.
Its is our plan to pour our first foundation in January 2009 and have our first completed home 6-9
June 2009. We have a customer working on a build -to -suit that we expect to start March 2009 and
complete 6.9 August 2009. We have been out in the neighborhood reviewing our plans and have
received letters of support for our planned development. We are requesting your favorable vote for
our zoning change # Zo8-08.
