The applicant is requesting to rezone 21.1 acres from "CC" Community Commercial to "MXU" Mixed Use Development for the development of three hotel sites, multifamily complex, and parking garage. The applicant is also requesting a conditional use permit to allow the possession, storage, retail sale and on -premise consumption of alcoholic beverages (beer, wine, and mixed beverages) in conjunction with three hotels. This request remains compatible with airport and aviation activities, however we highly recommend that the Federal Aviation Administration (FAA) be given an opportunity to review the proposed site plan amendment. DFW protests the proposed concentration of multi -family residential units at the proposed Silverlake Crossing development unless adequate architectural mitigation is provided in accordance with FAA recommendations found in 14CFR, Change 1, Part 150, Appendix A, Table 1, full disclosure is provided for all initial and subsequent buyers of parcels is provided and appropriate avigation easements are required. Please see attached graphics for orientation. The Silverlake Crossing (Z09-04) development site lies less than three miles from the north end of two of DFW's runways, Runway 18L/36R and Runway 18R/36L. The Airport views with concern that portion of the proposed Silverlake Crossing development that includes a concentration of multi -family residential units at the south west corner of the Silverlake Crossing property. During South Flow, approximately 70% of the year, about 350 - 450 aircraft will arrive daily within 0.2 mile of the multifamily dwellings proposed. Most of these arriving aircraft will be passing over the proposed Silverlake project at 600 to 900 feet above the ground. While architectural noise mitigation will help the quality of life of those inside the residences, it will do nothing to alleviate exterior noise. It should be noted that this multitude of daily arrivals will be the quietest, proximate air traffic events. The noisier events will be the departures from the two runways during North Flow, about 30% of the year. About 90 - 125 of these departures will fly over the proposed development at between about 1,600 to 2,800 feet above the ground. However, these aircraft will not be at low, descending power settings they will be at climb power settings, a significant acoustical difference. If the City finds approval of the proposed development to be in its best interest, the Airport strongly recommends the following: 1. An avigation easement be dedicated to the City of Grapevine; Dallas/Fort Worth International Airport Board, the City of Dallas, and the City of Fort Worth 2. The 30dB Noise Level Reduction recommended by the FAA be mandated and confirmed for the construction project; and, 3. The applicant be required to provide full disclosure of the aircraft noise impact to any subsequent purchasers of residences in this project. DFW concurs with the proposed development of hotels at the Silverlake Crossing site as building codes for noise abatement in such commercial residential property is much more stringent than for single family homes or most multi -family dwellings. The Courtyard by Marriott Hotel (CU09-22) is located immediately adjacent to the Aloft Hotel to the west and is a six story structure (approximately 87 -feet) with 180 rooms, a full service restaurant, and 10,070 square feet of meeting space. The "MXU" Mixed Used District allows the development of hotels with less than 300 rooms provided that all other criteria are being met, i.e., minimum 380 square foot room size, a full service restaurant, minimum 10,000 square feet of meeting space, and a swimming pool a minimum of 1,000 square feet in size. All three requested hotels meet these requirements. Along with the three hotels and parking structure the applicant intends to develop a four story (approximately 71 -feet) apartment complex with internal parking to serve all residents of the complex. There will be 308 units in the complex comprised of 231, one -bedroom units, and 77, two-bedroom units. Density for this project is 55.5 units/acre. The proposed apartment complex meets all development criteria of the "MXU" Mixed Use District. PRESENT ZONING AND USE: The property is currently zoned "CC" Community Commercial District and is undeveloped.
