The Board of Zoning Adjustment for the City of Grapevine, Texas, met in regular
session, Monday evening, May 1, 2000, at 6:00 P.M., in the Council Chambers,
200 South Main Street, Grapevine, Texas with the following members present:
Carl Hecht

constituting a quorum with Members Dennis Luers, Russell Anderson and 2"d
Alternate Jim Kelso absent. Also present was City Council Representative Roy
Stewart and the following City Staff:

CALL TO ORDER
Chairman Carl Hecht called the meeting to order at 6:00 P.M.
NEW BUSINESS
BOARD OF ZONING ADJUSTMENT CASE BZA00-06 PRP FOOD SERVICE
INC. 432 S. MAIN STREET
The first item that the Board of Zoning Adjustment considered was BZA00-06,
submitted by PRP Food Service, Inc., for property located at 432 S. Main Street,
legally described as Lots 15 and S33' of 14, Block 3, City of Grapevine. The
following requests were from Grapevine Comprehensive Zoning Ordinance 82-
73:
Section 60.E., Sign Standards, which limits projecting signs to 48" from the face
of the building.
The applicant requested a 4'-6" variance, and if approved would allow the sign to
project 8'-6" from the building.
Section 60.G.3., Sign Standards, which limits projecting signs to a maximum 25
square feet in area.

The applicant requested a 17.5' variance, and if approved would result in an area
of 42.5 square feet as calculated in the Sign Standards.
Mr. Williams explained that Staff found special conditions for the request, being
the sign was a replica of a historic sign, and was reviewed and approved by the
Historic Preservation Commission. He explained that the sign would not project
beyond the existing canopy. Furthermore, Mr. Williams explained that the actual
area of the sign would be very similar to the existing sign, but based on the
shape of the proposed sign, the zoning ordinance method of measurement would
produce an exaggerated sign size.
John Mayfield of 518 Azalea, Grapevine, representing the applicant, took the
Oath of Truth and explained that the proposed sign would be made to look like
the original sign, according to old pictures. He explained that the proposed sign
would protrude out from the building a little more than the existing sign. Mr.
Mayfield explained that the sign would not look like the original sign if it were
made smaller.
There was concern from the members about the size of the proposed sign being
larger.
With no one else to speak either for or against the request, Ery Meyer made a
motion to close the public hearing. Kip Bruner seconded the motion which
prevailed by the following vote:
Ayes: Hecht, Meyer, Cook, Bruner
Nays: None
Absent: Luers, Anderson, Kelso
After further discussion concerning the size of the sign, Ery Meyer made a
motion that there was no special condition. Ron Cook seconded the motion
which prevailed by the following vote:
Ayes: Hecht, Meyer, Cook, Bruner
Nays: None
Absent: Luers, Anderson, Kelso

Next the Board of Zoning Adjustment considered BZA00-08, submitted by Roger
C. Andersen for property located at 2750 O'Dell Court North and platted as Lot F-
R, O'Dell Subdivision. The following request was from Grapevine Comprehensive
Zoning Ordinance 82-73:

Section 14.G.1., R-12.5, Single Family District Regulations which requires a 35
foot front yard.
The applicant requested a five (5) foot variance, and if approved would result in a
30 foot front yard.
Mr. Williams explained that Staff found there were special conditions, specifically
the lot was originally platted with a 30 foot front yard, there were several large
trees on the lot, and the approval of the request would result in saving at least
one of the trees. Mr. Williams also added that other properties in the
neighborhood had 30 foot front yard setbacks.
John Juraco of 504 Anthony Place, Euless, Texas, and property owner, took the
Oath of Truth. Mr. Juraco passed around pictures of the property and explained
that he bought the lot because of the oak trees. He explained that he had worked
with an architect to save as many trees as possible.
The Members discussed that the trees would probably die from the' construction
and from being so close to the foundation.
Mr. William Pickier of 2724 N. O'Dell Court, Grapevine, took the Oath of Truth
and explained that he would like to see the house built at the required thirty-five
foot front building line.
Roger C. Andersen of 5000 Thompson Terrace, Colleyville, Texas, and builder
for the property owner, took the Oath of Truth and explained that he worked
many hours with the property owners to lay out the house in order to save trees.
Chairman Carl Hecht announced that one letter of approval had been received.
After further discussion, Ron Cook made a motion to close the public hearing.
Ery Meyer seconded the motion which prevailed by the following vote:
Ayes: Hecht, Meyer, Cook, Bruner
Nays: None
Absent: Luers, Anderson, Kelso
After discussion regarding the tree ordinance, Ery Meyer made a motion that a
special condition did not exist. Ron Cook seconded the motion which prevailed
by the following vote:
Ayes: Hecht, Meyer, Cook
Nays: Bruner
Absent: Luers, Anderson, Kelso

MINUTES
Next the Board of Zoning Adjustment considered the minutes of the April 3, 2000,
meeting.
Ery Meyer made a motion to approve the minutes as amended. Kip Burner
seconded the motion which prevailed by the following vote:
Ayes: Hecht, Meyer, Cook, Bruner
Nays: Nays
Absent: Luers, Anderson, Kelso

Kip Bruner made a motion to adjourn. Ron Cook seconded the motion, which
prevailed by the following vote:
Ayes: Hecht, Meyer, Cook, Bruner
Nays: None
Absent: Luers, Anderson, Kelso
The meeting was adjourned at 6:40 P.M.
