REASONABLE ACCOMMODATIONS WILL BE MADE TO ASSIST YOUR 'I: ! l i � i f • WILLIAMS ING OFFICIAL/ASSISTANT DIRECTOR ELOPMENT SERVICES STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Board of Zoning Adjustment for the City of Grapevine, Texas, met in regular session, Monday evening, September 11, 2000, at 6:00 P.M., in the Council Chambers, 200 South Main Street, Grapevine, Texas with the following members present: Carl Hecht Dennis Luers Ron Cook Kip Bruner Jim Kelso Debbie Holt Chairman Member Member Member Member 1St Alternate constituting a quorum with 2nd Alternate Carl R. Tomerlin absent. Also present was City Council Representative Roy Stewart and the following City Staff: Scott Williams Building Official Ron Stombaugh Planner II Gerrie Anderson Development Services Assistant Chairman Carl Hecht called the meeting to order at 6:00 P.M. OATH OF OFFICE Gerrie Anderson administered the Oath of Office to re -appointed member Jim Kelso. NEW BUSINESS BOARD OF ZONING ADJUSTMENT CASE BZA00-21 METROPLEX SERVICES 521 E. WORTH STREET The first item for the Board of Zoning Adjustment to consider was BZA00-21, submitted by Metroplex Services Unlimited, for property located at 521 E. Worth Street, platted as Lot 6, Block 108, College Heights Addition. The following requests were from Grapevine Comprehensive Zoning Ordinance 82-73: Section 151.2. R-7.5, Single Family District Regulations, Lot Size, which requires a lot size of 7,500 square feet. Board of Zoning Adjustment 09/11/2000 The applicant requested a variance of 500 square feet and if approved would allow a lot size of 7,000 square feet. Section 15.G.1., R-7.5, Single Family District Regulations, Area Regulations, which requires a 30 foot front yard setback. The applicant requested a variance of 14 feet and if approved would allow a 16 foot front yard setback. Section 15.G.3., R-7.5, Single Family District Regulations, Area Regulations, which requires a 6 foot side yard. The applicant requested a variance of 3 feet and if approved would allow a 3 foot side yard. Section 15.G.4, R-7.5, Single Family District Regulations, Area Regulations, which requires a lot width of 65 feet. The applicant requested a variance of 15 feet and if approved it would allow a 50 foot wide lot. Mr. Williams explained that Staff found there were special conditions, specifically it was an existing platted lot with an existing structure. He explained that the variances were required because the applicant wished to construct a new detached garage (which would comply with all zoning requirements). David Winters, applicant of P. 0. Box 367, Hamilton, Texas, took the Oath of Truth and explained that the house was built in 1905. He explained that he planned to remodel and restore the house and wished to build a detached garage. With no one else to speak either for or against the request, Dennis Luers made a motion to close the public hearing. Kip Bruner seconded the motion which prevailed by the following vote: Ayes: Hecht, Luers, Cook, Bruner, Kelso Nays: None Absent: Tomerlin Chairman Hecht announced that one letter of approval and one letter of denial had been received. There was discussion about the alley being a dedicated city alley but it would not be maintained by the City. K Board of Zoning Adjustment 09/11/2000 Mr. Winters showed the Commission photos of the alley and explained that the neighbors were trying to maintain it. After further discussion, Dennis Luers made a motion that there were special conditions, specifically the existing lot was platted with an existing structure. Kip Bruner seconded the motion which prevailed by the following vote: Ayes: Hecht, Luers, Cook, Bruner, Kelso Nays: None Absent: Tomerlin Dennis Luers made a motion to approve the requests to Section 15.17.2., allowing a lot size of 7,000 square feet, Section 15.G.1., allowing a 16 foot front yard setback; Section 15.G.3., allowing a 3 foot side yard; and Section 15.G.4., allowing a 50 foot wide lot. Kip Bruner seconded the motion which prevailed by the following vote: Ayes: Hecht, Luers, Cook, Bruner, Kelso Nays: None Absent: Tomerlin BOARD OF ZONING ADJUSTMENT CASE BZA00-22 HUGO A. GARDEA / CITY OF GRAPEVINE — 627 S. CHURCH STREET Next the Board of Zoning Adjustment considered BZA00-22, submitted Hugo A. Gardea representing the City of Grapevine for property located at 627 S. Church Street, platted as South 149' of Lot 6, Block 14, City of Grapevine. The following requests were from Grapevine Comprehensive Zoning Ordinance 82-73: Section 38.G Governmental Use District, Area Requirements, mandates that the yard requirements shall not be less than the yard requirements of the most restrictive abutting property. The applicant requested a 6 -foot variance to the 25 -foot front yard setback requirement of the "R-TH" Townhouse District, the most restrictive abutting zoning district. If approved it would allow a front yard setback of 19 -feet. Section 53.H.2.b Landscaping Regulations, requires that whenever an off-street parking or vehicle use area abuts an adjacent property line, a perimeter landscape area of at least 10 -feet shall be maintained between the edge of the parking area and the adjacent property line. The applicant requested a variance of 6 -feet at the narrowest portion to this requirement and if approved would allow a perimeter landscape area of 4 -feet at the narrowest portion adjacent to the abutting property line. 3 Board of Zoning Adjustment 09/1112000 Section 54 Masonry Requirements mandates that all principal buildings or structures in the "GU" Governmental Use District shall be composed of at least 70 -percent brick, stone, or other approved masonry product. The applicant requested a complete variance to this requirement and if approved would allow all structures to exist with zero percent masonry. Mr. Stombaugh explained that the request to Section 53.H.2.b., Landscaping Regulations, was no longer needed. He explained that Staff found that there were special conditions, specifically the house and site conditions were existing. He explained that at the September 5, 2000, joint public hearing, Council considered rezoning the site "GU" Governmental Use District for government office use and also considered designating the site a Historic Landmark Subdistrict. He explained that it was tabled to the September 19, 2000, meeting due to parking issues. With no one to speak either for or against the request, Dennis Luers made a motion to close the public hearing. Kip Bruner seconded the motion which prevailed by the following vote: Ayes: Hecht, Luers, Cook, Bruner, Kelso Nays: None Absent: Tomerlin Chairman Hecht announced that one letter of denial had been received. Mr. Stombaugh explained that the structure would be utilized for the offices of the Convention and Visitors Bureau and the building that was planned to be moved onto the property would be used for storage. Mr. Williams explained that the main structure would be restored and would have to comply with all current building codes. He said that there would be some demolition of the non -historic additions of the house. The Commission discussed the two parking options that were handed out at the meeting. The Commission explained that they preferred Option A. With no further discussion, Kip Bruner made a motion that there were special conditions, specifically the house and site conditions exist. Ron Cook seconded the motion which prevailed by the following vote: Ayes: Hecht, Luers, Cook, Bruner, Kelso Nays: None Absent: Tomerlin 0 Board of Zoning Adjustment 09/11/2000 Kip Bruner made a motion to approve the requests to Section 38.G. Governmental Use District, Area Regulations, allowing a front yard setback of 19 feet, and to Section 54, Masonry Requirements, allowing all structures to exist with zero percent masonry. Dennis Luers seconded the motion which prevailed by the following vote: Ayes: Hecht, Luers, Cook, Bruner, Kelso Nays: None Absent: Tomerlin 5 Board of Zoning Adjustment 09/11/2000 MINUTES Next the Board of Zoning Adjustment considered the minutes of the August 7, 2000, meeting. Kip Bruner made a motion to approve the minutes of the August 7, 2000, meeting. Ron Cook seconded the motion which prevailed by the following vote: Ayes: Hecht, Luers, Cook, Bruner, Kelso Nays: None Absent: Tomerlin ADJOURNMENT Dennis Luers made a motion to adjourn.
