The Board of Zoning Adjustment for the City of Grapevine, Texas, met on Monday evening,
February 2, 2004, at 6:00 P.M. in the Planning and Zoning Conference Room, 2nd Floor, 200
South Main Street, Grapevine, Texas, for a Briefing Session with the following members
present to wit:
Carl Hecht
Chairman
Ron Cook
Secretary
Kip Bruner

Debbie Holt
Alternate
Richard Adams
Alternate
constituting a quorum with Members Dennis Luers and Jim Kelso absent. Also present were
City Council Representative Roy Stewart and the following City Staff:

Chairman Carl Hecht called the Briefing Session of the Board of Zoning Adjustment to order
at approximately 6:00 P.M.
ROLL CALL
Chairman Hecht held roll call and announced that all were present except for Members
Dennis Luers and Kip Bruner.
NEW BUSINESS
BRIEFING SESSION
Mr. Stombaugh briefed the Board of Zoning Adjustment regarding the item scheduled to be
heard in the regular public hearing.
Mr. Williams announced the upcoming retirement of long time City Employee, Gerrie Bewley
and reminded all members that they were invited to her retirement party on 12 February,
2004.
ADJOURNMENT
With no further discussion, Ron Cook made a motion to adjourn. Kip Bruner seconded the
motion which prevailed by the following vote:
Ayes: Hecht, Cook, Kelso, Holt, Adams
Nays: None
Absent: Luers, Bruner
The Briefing Session was adjourned at 6:08 P.M.

Adjustment Case BZA04-01 submitted by Francois Arenas for property located at 320 S. Barton
St, and consideration of same.

The Board of Zoning Adjustment for the City of Grapevine, Texas, met in regular
session, Monday evening, February 2, 2004, at 6:15 P.M., in the Council
Chambers, 200 South Main Street, Grapevine, Texas with the following members
present:

P.M.
Chairman Hecht held roll call and announced that Members Dennis Luers and
Jim Kelso were absent.
NEW BUSINESS
BOARD OF ZONING ADJUSTMENT CASE BZA04-01 FRANCOIS ARENAS
320 S. BARTON STREET
The item for the Board of Zoning Adjustment to consider was BZA04-01,
submitted by Frangois Arenas, for property located at 320 S. Barton Street,
proposed to be platted as Lot 2, Block 1, House of Colors Addition, City of
Grapevine. The following request was from Grapevine Comprehensive Zoning
Ordinance 82-73:
Section 28.G.2, "CBD" Central Business District, Area Regulations, requires that
every lot have a minimum lot depth of 75 -feet. The applicant was requesting a

variance of 13 -feet to this requirement and if approved by the board would allow
a lot depth of 62 -feet for future development.
Mr. Stombaugh explained Staff found that a special condition existed for the
requested variance, specifically; the east -west orientation of the subject lot
precluding it from expansion to meet lot depth requirement.
Barton Street is located to the east and existing developed platted lots are
located to the west. The lot exceeds the lot width requirement (minimum 20 -feet,
provided 60 -feet) and the area requirement (minimum 1,500 square feet,
provided 3,720 square feet). Despite the 13 -foot variance the subject lot is a
viable, developable lot.
Chairman Hecht swore in the applicant to address the Board. Francois Arenas,
the applicant, noted the desire to access his property from Barton Street during
Festivals and requested favorable approval of his case.
With no additional speakers regarding the request, Kip Bruner made a motion to
close the public hearing. Debbie Holt seconded the motion which prevailed by
the following vote:
Ayes: Hecht, Bruner, Cook, Holt, Adams
Nays: None
Absent: Luers, Kelso
Chairman Hecht announced that one letter of approval had been received.
Kip Bruner made a motion that a special condition existed, specifically the east -

62 -feet for future development. Richard Adams seconded the motion which
prevailed by the following vote:
Ayes: Hecht, Bruner, Cook, Holt, Adams
Nays: None

Next the Board of Zoning Adjustment considered the minutes of the January 4,
2004, Briefing Session and Public Hearing.
Kip Bruner made a motion to accept the minutes of the January 4, 2004, Briefing
Session. Ron Cook seconded the motion which prevailed by the following vote:
Ayes: Hecht, Bruner, Cook, Holt, Adams
Nays: None
Absent: Luers, Kelso
Kip Bruner made a motion to accept the minutes of the January 4, 2004, Public
Hearing. Ron Cook seconded the motion which prevailed by the following vote:
Ayes: Hecht, Bruner, Cook, Holt, Adams
Nays: None
Absent: Luers, Kelso

With no further discussion, Kip Bruner made a motion to adjourn. Debbie Holt
seconded the motion, which prevailed by the following vote:
