The Board of Zoning Adjustment for the City of Grapevine, Texas, met in regular
session, Monday evening, January 8, 2001, at 6:00 P.M., in the Council
Chambers, 200 South Main Street, Grapevine, Texas with the following members
present:

CALL TO ORDER
Chairman Carl Hecht called the meeting to order at approximately 6:02 P.M.
NEW BUSINESS
Chairman Hecht announced that the Board would first hear case BZA00-29.
BOARD OF ZONING ADJUSTMENT CASE BZA00-29 1706 DUNN STREET
ADAM VAN GRINSVEN
The first item for the Board of Zoning Adjustment to consider was BZA00-29,
submitted by Adam Van Grinsven for property located at 1706 Dunn Street, and
platted as Lot 12, Shorecrest Acres. The following requests were from
Grapevine Comprehensive Zoning Ordinance 82-73:
Section 15.13., Single Family District Regulations which requires accessory
buildings to be set back a minimum of 45 feet from the front lot line.
The applicant requested a 39 foot variance, and if approved would allow an
accessory building six feet from the front lot line.

Section 15.G.1., Single Family District Regulations requires a 30 foot front yard
setback.
The applicant requested a 24 foot variance, and if approved would allow a six
foot front yard setback for a proposed accessory structure.
Section 42.C.3., Supplementary District Regulations, requires an accessory
structure in the rear one—half of the lot.
The applicant requested to allow an accessory building in the front one half of the
lot.
Mr. Stombaugh explained that Staff found there were special conditions,
specifically the unusually shallow lot, and the unusual relationship to the adjacent
lot. He explained that the lot fronted on Dunn Street but vehicle access was from
Redbud Lane.
Annett Van Grinsven of 1706 Dunn Street, Grapevine, took the Oath of Truth
and explained there was no road access from Dunn Street.
With no one else to speak either for or against the request, Kip Bruner made a
motion to close the public hearing. Ron Cook seconded the motion which
prevailed by the following vote:

Hecht, Luers, Cook, Bruner, Kelso
Nays:

After further discussion, Dennis Luers made a motion that there were special
conditions, specifically the unusually shallow lot, and the unusual relationship to
the adjacent lot. Kip Bruner seconded the motion which prevailed by the
following vote:

Chairman Hecht announced that two letters of approval had been received.
Dennis Luers then made a motion to grant the following variances:
Section 15.B., allowing an accessory building six feet from the front lot line.
Section 15.G.1., allowing a six foot front yard setback for a proposed accessory
structure.

BOARD OF ZONING ADJUSTMENT CASE BZA00-27 422 CHURCH STREET
JONES C. MCCONNELL/FIRST UNITED METHODIST CHURCH
The next item for the Board of Zoning Adjustment to consider was BZA00-27,
submitted by Jones C. McConnell, representing the First United Methodist
Church, for property located at 422 Church Street, platted as Lot 1 R, Block 1,
First United Methodist Church Addition and Lot 1, Block 3, First United Methodist
Church Addition. The following requests were from Grapevine Comprehensive
Zoning Ordinance 82-73:
Lot 1 R, Block 1, First United Methodist Church Grapevine Addition
Section 20.M.7 Design Requirements require that no off-street parking be located
closer than 10 feet of any adjacent property line. Whenever an off-street parking
vehicular use or storage area is within 60 feet of any adjacent residentially zoned
district, the parking area shall be physically screened by a fence, wall, or berm at
least six feet in height.
The applicant requested a variance of 10 feet to this requirement and a variance
to the screening requirement. If approved it would allow the existing parking
immediately adjacent to the northern property line, as shown on the site plan.
Section 20. G.1 Area Regulations require a front yard setback of 25 feet.
The applicant requested a variance of six feet to this requirement. If approved it
would allow a 19 foot front yard setback for the existing thrift shop on the south
side of the lot, as shown on the site plan.

Section 20. G.1 Area Regulations require a front yard setback of 25 feet.
The applicant requested a variance of 15 feet to this requirement. If approved it
would allow a 10 foot front yard setback from Scribner Street for two pre -
manufactured classrooms to be relocated from Lot 1 R, Block 1 First United
Methodist Church Grapevine Addition, as shown on the site plan.

Section 20.J Off -Street Parking allows provisions for the off-street parking of
automobiles as accessory uses to permitted principal uses provided that such
parking shall not be located on a required front yard or side yard.
The applicant requested a variance of 25 feet to this requirement. If approved it
would allow head -in parking immediately adjacent to Scribner Street and located
within the required front yard, as shown on the site plan.
Section 54 Masonry Requirements requires all principal buildings and structures
located in the R-TH zoning district to have at least 80 percent of the total exterior
walls, excluding doors and windows, constructed of brick, stone, fiber reinforced
cementitious board or other masonry.
The applicant requested a variance of 100 percent to this requirement. If
approved it would allow no masonry coverage for two pre -manufactured
classrooms to be relocated from Lot 1R, Block 1 First United Methodist Church
Grapevine Addition, as shown on the site plan.
Mr. Stombaugh explained that Staff found that there were special conditions as
the site was existing. He explained that the pre -manufactured classrooms were
approved by previous variances, and were being moved due to planned major
site and building alterations. He explained that City Council and Planning and
Zoning, at their first reading, approved the site plan with the requested variances.
Mike Sutton of 45 Chapel Downs, Southlake, Texas, representing the First
United Methodist Church, took the Oath of Truth. He explained about future
building and site improvements. He explained that the two pre -manufactured
classrooms would be moved to the north end of the site and on the west side of
Scribner Street.
There was discussion regarding the number of parking spaces required. The
Board discussed that if the requested 56 spaces along Scribner Street were
denied, the applicant would still have the required amount of parking spaces.
There was also discussion regarding the width of the street where the head -in
parking would be located along Scribner Street, the landscaping along Scribner
Street, and the access to the apartments at the end of Scribner Street.
Joe L. Wright, 601 W. Wall Street, Grapevine, took the Oath of Truth and
explained that he was a member of the church, as well as an adjoining property
owner. Mr. Wright explained that the church needed the use of Scribner Street
and that the head -in parking spaces would not encroach into the street. He also
explained that the apartments at the end of Scribner Street were owned by the
church and would not be used much longer. Mr. Wright explained that he was in
favor of the requests.

John Sanders of 7118 Joyce Way, Dallas, and representing HH Architects, took
the Oath of Truth and explained that the existing drives would remain the same.
There was discussion that the public could use the head -in parking along
Scribner Street to access the Botanical Garden area to the west of the site.
Mr. Sutton explained that the construction to the west, as shown on the site plan,
might be developed in the next 15 years.
After further discussion, Kip Burner made a motion to close the public hearing.
Jim Kelso seconded the motion which prevailed by the following vote:
Ayes: Hecht, Bruner, Kelso, Holt, Tomerlin
Nays: None
Abstain: Cook, Luers

After further discussion, Kip Bruner made a motion that there were special
conditions for all the requests, as the site was existing, and that the pre -
manufactured classrooms were approved by previous variances, and were being
moved due to planned major site and building alterations. Carl Tomerlin
seconded the motion which prevailed by the following vote:
Ayes: Hecht, Bruner, Kelso, Holt, Tomerlin
Nays: None
Abstain: Cook, Luers
Absent: None
Kip Bruner then made a motion that variances be granted for the following
requests.-

Next the Board of Zoning Adjustment considered the minutes of the December 4,
2000, meeting.
Kip Bruner made a motion to approve the minutes of the December 4, 2000,
meeting. Jim Kelso seconded the motion which prevailed by the following vote:
Ayes: Hecht, Bruner, Kelso, Holt, Tomerlin
Nays: None
Abstain: Luers, Cook
Absent: None
ADJOURNMENT
Kip Bruner made a motion to adjourn. Jim Kelso seconded the motion, which
prevailed by the following vote:
