CITY OF GRAPEVINE
The Board of Zoning Adjustment for the City of Grapevine, Texas, met on Monday evening,
March 4, 2002, at 6:00 P.M. in the Planning and Zoning Conference Room, 2nd Floor, 200
South Main Street, Grapevine, Texas, for a Briefing Session with the following members
present to wit:
Carl Hecht
Chairman
Dennis Luers
Vice -Chairman
Ron Cook
Secretary
Jim Kelso
Member
Debbie Holt
1St Alternate
Carl Tomerlin
2"d Alternate
constituting a quorum with Member Kip Bruner absent. Also present were City Council
Representative Sharron Spencer and the following City Staff:

CALL TO ORDER
Chairman Carl Hecht called the Briefing Session of the Board of Zoning Adjustment to order
at approximately 6:00 P.M.
ROLL CALL
Chairman Carl Hecht held Roll Call and announced that Kip Bruner was absent.
NEW BUSINESS
BRIEFING SESSION
Mr. Stombaugh briefed the Board of Zoning Adjustment regarding the item scheduled to be
heard in the regular public hearing.
STAFF REPORTS
Mr. Stombaugh informed the Board that Opryland was progressing as scheduled with the
concrete work nearly complete. He furthered noted the Super Wal-Mart/Sam's Club was also
continuing as planned and confirmed there was no request for gasoline sales with the initial
submittal.
Mr. Stombaugh also discussed the retirement development, Glade Corners, explaining that
any delays were due to financial matters with the State and owner. He noted the
development was now moving forward.

After further discussion Ron Cook made a motion to adjourn. Debbie Holt seconded the
motion which prevailed by the following vote:

The Board of Zoning Adjustment for the City of Grapevine, Texas, met in regular
session, Monday evening, March 4, 2002, at 6:15 P.M., in the Council Chambers,
200 South Main Street, Grapevine, Texas with the following members present:

Chairman Hecht held roil call and announced that Member Kip Bruner was
absent.
NEW BUSINESS
BOARD OF ZONING ADJUSTMENT CASE BZA02-03 RENE JOHNSON 413
WEST COLLEGE STREET
The first item was for the Board of Zoning Adjustment to consider BZA02-03,
submitted by Rene Johnson, for property located at 413 West College Street and
platted as Lot A, Block 24, City Of Grapevine. The following request was from
Grapevine Comprehensive Zoning Ordinance 82-73:
Section 20.G.3.c. "R-TH" Townhouse District, Area Regulations requires side
yards which are adjacent to a dedicated public street to be at least 25 -feet in
width.

Mr. Stombaugh explained that the applicant was seeking a variance of 11 -feet to
this requirement. He explained that if approved by the Board, it would allow a
side yard setback of 14 -feet adjacent to Bellaire Street to the west.
Mr. Stombaugh explained that Staff found that a special condition existed,
specifically, this existing single family residence was constructed before the
current zoning ordinance standards were in effect. Mr. Stombaugh also explained
that prior to the 1984 City Rezoning this property was zoned "R-2" Two -Family
District. The side yard requirement for the "R-2" Two -Family District was 15 -feet
when adjacent to a street therefore, prior to the 1984 City Rezoning, the subject
site was in compliance with the ordinance in effect at that time.
Rene Johnson of 413 West College Street, Grapevine, Texas, was not present to
address the Board and Mr. Stombaugh spoke on her behalf. Carl Tomerlin
questioned when the previous additions to the home had been built. Mr.
Stombaugh stated that it was probable the additions were built prior to the City
Rezoning in 1984. Mr. Stombaugh also noted Staff had worked a great deal with
Ms. Johnson in finding the best and least obtrusive location for the proposed
garage.
Mr. Luers questioned if the property was within the Historical District and Mr.
Stombaugh confirmed that it was and that Historical Preservation Coordinator,
Hugo Gardea, was aware of the request and did approve the request.
With no one else to speak either for or against the request and two letters of
approval, Dennis Luers made a motion to close the public hearing. Ron Cook
seconded the motion which prevailed by the following vote:

Jim Kelso made a motion that there was a special condition, specifically this
existing single family residence was constructed before the current zoning
ordinance standards were in effect. Dennis Luers seconded the motion which
prevailed by the following vote:

Jim Kelso then made a motion to approve the variance to Section 20.G.3.c., "R-
TH" Townhouse District, Area Regulations requires side yards which are
adjacent to a dedicated public street to be at least 25 -feet in width. Dennis Luers
seconded the motion which prevailed by the following vote:

Next the Board of Zoning Adjustment considered the minutes of the February 2,
2002, Briefing Session and Public Hearing.
Ron Cook made a motion to approve the minutes of the February 2, 2002,
Briefing Session and Public Hearing. Dennis Luers seconded the motion which
prevailed by the following vote:

Hecht, Luers, Cook, Kelso, Holt
Nays:
None
Absent:
Bruner
ADJOURNMENT
Debbie Holt made a motion to adjourn. Ron Cook seconded the motion, which
prevailed by the following vote:
