The Historic Preservation Commission for the City of Grapevine, Texas met in Public
Hearing on Wednesday, November 08, 2017, at 6:00 p.m. in the Grapevine City Hall,
2"d Floor Council Chambers, 200 South Main Street, Grapevine, Texas, with the
following members present to wit:

CALL TO ORDER AND WELCOME
Chairman Sean Shope called the meeting to order at 6 p.m. He welcomed all and
thanked Grapevine Heritage Foundation Liaison Janet Perkins; City Council Liaison
Paul Slechta; Executive Director P.W. McCallum; and Planning & Zoning Liaison
Monica Hotelling for attending the meeting of the Historic Preservation Commission.
CITIZEN COMMENTS
There were no citizen comments.
Any person who is not scheduled on the agenda may address the Historic Preservation
Commission under Citizen Comments by completing a Citizen Appearance Request
form. In accordance with the Texas Open Meetings Act, the Commission is restricted in
discussing or taking action during Citizen Comments.

Staff Approved Certificates of Appropriateness as follows:

PUBLIC HEARING
Chairman Shope opened the Public Hearing for #CA17-106 for the property located at
618 East Wall Street, legally described as Block 101, Lot 5, College Heights Addition,
Grapevine, Texas and take any necessary action.
Chairman Shope called on David Klempin to present the case.
BACKGROUND:
Certificate of Appropriateness application #CA17-106 was submitted on September 27,
2017 by the applicant Kevin Waller of Studio Mud Design for construction of a new
second floor addition to the rear of the existing house. The renovation and addition are
designed to update the house for the family needs of homeowners Chris and Lauren
Jackson. The house was constructed in 1938 in the Bungalow style and was restored
by previous owner Hazel King in the year 2000.
The proposed additions would be constructed above the existing rear wing for a second
floor. It would include a new bedroom, bathroom and playroom with a balcony
constructed above the existing attached carport. The proposed plans for the new
addition were developed following the 2013-23 Preservation Ordinance and the Design
Guidelines established for the property. No. 105 wood siding would be used for exterior
wall cladding on the new addition.
The existing house contains 2,556 square feet with 2,328 square feet of living area and
an attached 228 square feet one -car garage. The proposed addition would contain 613
square feet of living area. The total square feet of the house would be 3,169 square feet
(within the maximum 3,400 square feet allowed). The property lot size is 6,503 square
feet with building coverage of 37.6% (maximum 40% coverage).
RECOMMENDATION:
Staff recommended approval of #CA17-106 for construction of the new addition as per
the attached plans with the conditions all exterior materials, finishes, paint colors, doors

and door hardware, windows and light fixtures are required to be approved on a
separate Certificate(s) of Appropriateness.
Chairman Shope called for the applicant or homeowners to speak, the applicant nor
homeowners were present. Commissioner Vick Cox questioned the dormers as shown.
Vick Cox made the motion to close the public hearing for #CA17-106; Eric Gilliland
seconded the motion which prevailed in the following vote:
Ayes: 6 (Shope, Anderson, Cox, Gilliland, Voelker and Ware)
Nays: 0
Absent: (Telford)
Chairman Shope called for any comments or questions; there were none.
Ashley Anderson made the motion to approve #CA17-106 with the conditions as
presented; Vick Cox seconded the motion which prevailed in the following vote:

Chairman Shope opened the Public Hearing for #CA17-115 for the property located at
521 South Dooley Street, legally described as Block 1, Lot 1, Weaver Addition,
Grapevine, Texas and take any necessary action.
Chairman Shope called on David Klempin to present the case.
BACKGROUND:
Certificate of Appropriateness application #CA17-115 was submitted on October 25,
2017 by the applicant Scott Buchanan of Buchanan Design Studio, on behalf of
homeowners Ryan and Summer Tate, for the construction of a new second floor
addition to the house; and a new two -car detached garage with storage area, on the
south side of the property. The existing house was constructed in a ranch style for the
Kenneth and Ruth Moore family in 1941. Kenneth Moore was a good friend of Gordon
Tate, Jess Hall, Huber Lipscomb, Boone Lipscomb, Floyd Deacon, John Hemley,
Preacher Jackson and other Grapevine business leaders who hunted together each
year. In the 1940s, the Moore family lived just north of the Floyd Deacon family and the
two families became very dear friends. Their children, Judy Deacon and Kenny Moore,
often played together. In 1950 the house was sold to Nannie H. Boyd, wife of W. R.
Boyd. The Boyd family lived in the historic Zeb Jenkins house on Wildwood Lane, along
with Nannie's great-niece, Nancy Ross Kelly. Nannie and W. R. Boyd were related to
the Williamson family who owned the former Berry Farm at Main and Northwest

Highway, and also Pierce and Florine Williamson who owned the former Nash Farm.
The Boyd and Kelly families maintained ownership of 521 South Dooley Street until
1968.
Certificate of Appropriateness application #CA17-115 was submitted on October 25,
2017 by applicant Scott Buchanan of Buchanan Design Studio on behalf of home
owners Ryan and Summer Tate, for construction of new first and second floor additions
to the house; and a new two -car detached garage with storage area, on the south side
of the property.
The proposed first floor addition expands the house at the rear of the property. The
second story addition would be constructed above the existing house and foundation.
The second floor addition plans contain two bedrooms, a play room and bath. The
proposed plans for the new additions were developed following the 2013-23
Preservation Ordinance.
The existing house contains 1,616 square feet of living area and an attached 343
square feet one -car garage to be converted to living space; the proposed additions
would add 1,441 square feet of living area for a total of 3,400 square feet (the maximum
square feet allowed per the preservation ordinance). The proposed new detached two -
car garage would require a variance to combine the 500 square feet with 198 square
feet (of the 200 square feet maximum allowed for a storage building) for a total of 698
square feet. The house with additions and the garage with storage combined building
would total 4,098 square feet and be within the maximum 4,100 square feet total for all
structures. The property lot size is 24,400 square feet and the building coverage would
be only 14 percent coverage of the lot. The Director of the Grapevine Convention &
Visitors Bureau, the Historic Preservation Officer and the Building Department Official
recommend the variance be granted due to the proportion of the large lot to the
proposed building coverage being only 14 percent of the 40 percent maximum coverage
allowed by ordinance.
Staff recommended approval of #CA17-115 for construction of the new additions and a
two -car detached garage as per the attached plans with the condition a variance is
granted for combining the square footage of the detached storage building with the two -
car garage. And all exterior materials, finishes, paint colors, doors and door hardware,
windows and light fixtures are required to be approved on separate Certificate(s) of
Appropriateness.
Chairman Shope called on the applicants to speak; they declined.
The Commission noted the proposed changes would significantly change the
appearance and would not be granted if the property were landmarked. Staff explained
the property is not landmarked; therefore, the only review is for the math calculations.
Chairman Shope questioned this process as the design was not appropriate and asked
for a different process to make this judgement. City of Grapevine Attorney Matthew
Boyle explained this was for a variance to be processed rather than appropriateness, to

use the provisions of the form as it was the only tool available to process the variance.
Commissioner Voelker asked for the last lines in the agenda memo recommendation to
be removed; staff agreed it was correct to strike these last lines from the memo and
recommendation.
The discussion turned to the removal of the storage building to make room for the new
addition. Chairman Shope was concerned with why it was not being called demolished.
Vick Cox made the motion to close the public hearing for #CA17-115; Ted Ware
seconded the motion which prevailed in the following vote:
Ayes: 6 (Shope, Anderson, Cox, Gilliland, Voelker and Ware)
Nays: 0
Absent: (Telford)
Chairman Shope stated he thought the home was lovely, a little fancier than most, but
we lose the old look of the house. Commissioner Cox expressed his regret at losing this
historic home's appearance.
Commissioner Anderson questioned why the shed was being called removal and not
demolished; questioning if it was a permanent building, and noting the need to be
consistent. The applicants said the building was brought in on a truck sometime in the
last five years and it now sits on cinder blocks. This would be the removal of a
temporary building.
Chairman Shope noted the documentation of the important people contributing to this
property, and now we are not appropriate. Commissioner Voelker questioned if the
property's owners could later come back to landmark; he was answered this most likely
would not be approved. City Attorney Matthew Boyle noted the terminology regarding
the shed said "removed".
Ashley Anderson made the motion to approve #CA17-115 with the conditions as
presented; and 1) striking the condition from the presentation of "all exterior materials,
finishes, paint colors, doors and door hardware, windows and light fixtures are required
to be approved on separate Certificate(s) of Appropriateness" as this property was not
landmarked; 2) with the removal of the temporary portable shed unit; and 3) the
variance be granted. Eric Gilliland seconded the motion which prevailed in the following
vote:
Ayes: 6 (Shope, Anderson, Cox, Gilliland, Voelker and Ware)
