HomeMy WebLinkAboutItem 12 - AM WWTP Dewater Funding MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER - MEETING DATE: NOVEMBER 7, 2017 SUBJECT: APPROVAL OF ENGINEERING SERVICES CONTRACT — WASTEWATER TREATMENT PLANT DEWATERI NG IMPROVEMENTS AND APPROPRIATION ORDINANCE RECOMMENDATION City Council to consider: • Awarding an Engineering Services Contract with Garver LLC in the amount of $327,457 for the design of a dewatering screw press at the WWTP; and adopting an appropriation ordinance amending the FY 18 Capital Budget in an amount of $327,457 for Engineering Services. • Authorizing staff to execute said contract and take any necessary action. FUNDING: Upon approval, funds will be available in the Utility Enterprise Capital Fund Account 201-48940-534-000-170001-2. BACKGROUND: One of the final steps of treatment at the Wastewater Treatment Plant (WWTP) is sludge dewatering. All solids removed from the waste stream are collected, processed, and excess water is removed from the sludge. This water removal is necessary to allow landfilling the sludge at reduced weight and cost. The existing belt filter press at the WWTP is over 30 years old and is at the end of its useful life for full time operation. The plant has only one dewatering press. Garver LLC will help select the best manufacturer, size, and model for our needs, develop installation plans so that the new screw press will fit within the existing building while allowing the existing belt press to remain as an emergency backup. Modification will be made to the conveyor system, piping, chemical additives and other appurtenances required for the installation. The project schedule includes 10 months for design and 12 months for construction. Estimated construction cost is $3,000,000 which will be allocated from Utility Funds on hand at the time the bid is brought back to Council in 2018. Staff recommends approval. ORDINANCE NO. 2017-077 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, REVISING THE ADOPTED CAPITAL IMPROVEMENTS BUDGET FOR THE FISCAL YEAR ENDING IN 2018, APPROPRIATING FUNDS FROM UTILITY FUND BALANCE; AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City Council of the City of Grapevine desires to install a dewatering screw press at the Waste Water Treatment Plant; and WHEREAS, funding for the design phase services forthe dewatering improvements is not currently included in the FY 2017 -2018 Capital Improvements Plan Budget; and WHEREAS, all constitutional and statutory prerequisites for the approval of this ordinance have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this ordinance to be in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1 . That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council hereby authorizes an estimated amount of $327,457.00 to be appropriated in the Utility Enterprise Capital Fund for dewatering improvements and design services associated with installation of a screw press at the wastewater treatment plant. Section 3. That a copy of the revised FY 2017-2018 Capital Improvements Plan budget document shall be kept on file in the office of the City Secretary and on the City of Grapevine website. Section 4. That the terms and provisions of this ordinance shall be deemed to be severable, and that if the validity of any section, subsection, word, sentence or phrase shall be held to be invalid, it shall not affect the remaining part of this ordinance. Section 5. That the fact that the present ordinances and regulations of the City of Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates an emergency for the immediate preservation of the public business, property, health, safety, and general welfare which requires that this ordinance shall take effect immediately from and after its passage and it is accordingly so ordained.
