On Tuesday evening, October 17, 2017 at 7:30 P.M. in the City Council Chambers, 2nd
Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
Z17-06, CU17-20, SU17-02, PD17-03 — Grapevine Main — submitted by Hewitt-Zollars for
property located at 815 South Main Street, 217 East Dallas Road, 255 East Dallas Road
and proposed to be platted as Lot 1, Block 1, Grapevine Depot. The applicant is
requesting to rezone 4.459 acres from "Ll" Light Industrial District to "GU" Governmental
Use District for the development of a rail station, hotel, and parking garage, a conditional
use permit to establish a hotel and restaurant with the possession, storage, retail sales,
and on -premise consumption of alcoholic beverages (beer, wine, and mixed beverages), a
special use permit to establish a public rail station facility and a planned development
overlay to deviate from but not be limited to the building setback requirements relative to
the "Ll" Light Industrial District. The property is currently zoned "Ll" Light Industrial District
and is owned by City of Grapevine.
Z17-07 — 303 West Nash Street — submitted by Hamilton Duffy for property located at 303
West Nash Street and platted as Lot 1, Block 2, J J Daniel Addition. The applicant is
requesting to rezone 0.6701 acres from "R-7.5" Single Family District to "PO" Professional
Office District for the development of an office building. The property is zoned "R-7.5"

Z17-08 — 813 & 817 East Wall Street — submitted by David J Smith for property located at
813 & 817 East Wall Street and proposed to be platted as Lots1-2, Block 1, Smith Wall

PROPERTY LOCATION AND SIZE:
The subject property is located at 303 West Nash
Street and platted as Lot 1, Block 2, J.J. Daniel
Addition. The property contains approximately
29,190 square feet (0.67 acres) and has 139 feet of
frontage along West Nash Street and 210 feet of
frontage along Pine Street.
REQUESTED ZONE CHANGE AND COMMENTS:
The applicant is requesting a zone change to rezone 0.67 acres from "R-7.5" Single Family
District to "PO" Professional Office District for the development of an office building.
Commencing in 2010, Texas Star Academy, a day care, had been operating on the subject
site within the existing building. The building is currently unoccupied, but it is the
applicant's intent with this request to use the existing building for an office use. The
required parking for the proposed use is 22 parking spaces and 22 parking spaces are
provided.
If approved this will be the first reading of an ordinance. The subject site requires approval
of a special exception by the Board of Zoning Adjustment due to the side yard setbacks
and landscaping requirements on the subject site. These items will be heard by the Board
of Zoning Adjustment at the November 5, 2017 meeting. If approved by the Board, the
second reading of the ordinance will occur at the City Council's November 21 meeting.
PRESENT ZONING AND USE:
The property is currently zoned "R-7.5" Single Family District and is developed with a single
story non-residential structure. Along with a detached accessory structure located in the
rear yard, the primary structure is currently unoccupied.

The subject site and the property to the east were zoned "R-3" Multiple -Family Dwelling
District prior to the 1984 City Rezoning. The properties to the south, west and north were
zoned "R-1" Single Family Dwelling District prior to the 1984 City Rezoning.

This letter is to verify that your request to rezone 0.67 acres from "R-7.5" Single Family Residential
to "PO" Professional Office on property located at 303 West Nash Street and platted as Lot 1, Block
2, J J Daniel was denied by the City Council on October 17, 2017.
On October 17, 2017, the Planning and Zoning Commission recommended the City Council deny
the request as stated above.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon written
application, without notice or hearing. No additional extension shall be granted without complying
with the notice and hearing requirements for an initial application for a Conditional Use Permit.
