On Tuesday evening, October 17, 2017 at 7:30 P.M. in the City Council Chambers, 2nd
Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
Z17-06, CU17-20, SU17-02, PD17-03 — Grapevine Main — submitted by Hewitt-Zollars for
property located at 815 South Main Street, 217 East Dallas Road, 255 East Dallas Road
and proposed to be platted as Lot 1, Block 1, Grapevine Depot. The applicant is
requesting to rezone 4.459 acres from "LI" Light Industrial District to "GU" Governmental
Use District for the development of a rail station, hotel, and parking garage, a conditional
use permit to establish a hotel and restaurant with the possession, storage, retail sales,
and on -premise consumption of alcoholic beverages (beer, wine, and mixed beverages), a
special use permit to establish a public rail station facility and a planned development
overlay to deviate from but not be limited to the building setback requirements relative to
the "Ll" Light Industrial District. The property is currently zoned "Ll" Light Industrial District
and is owned by City of Grapevine.
Z17-07 — 303 West Nash Street — submitted by Hamilton Duffy for property located at 303
West Nash Street and platted as Lot 1, Block 2, J J Daniel Addition. The applicant is
requesting to rezone 0.6701 acres from "R-7.5" Single Family District to "PO" Professional
Office District for the development of an office building. The property is zoned "R-7.5"
Single Family District and is owned by J K Realty LLC.
Z17-08 — 813 & 817 East Wall Street — submitted by David J Smith for property located at
813 & 817 East Wall Street and proposed to be platted as Lots1-2, Block 1, Smith Wall
Addition. The applicant is requesting to rezone 0.415 acres from "HC" Highway
Commercial District to "R-7.5" Single Family District for the development of two single
family lots. The property is currently zoned "HC Highway Commercial District and is
owned by David Smith.
CU17-22 — Angel's Attic — submitted by Cates -Clark & Associates for property located at
1250 William D Tate Avenue #350 and platted as Lot 2, Block 1, Towne Center Addition.
The applicant is requesting to a conditional use permit to allow retail sales of secondhand
goods in an enclosed building where the size of the space exceeds 3,000 square feet and
a pole sign. The property is currently zoned "CC" Community Commercial District and is
owned by Beall Grapevine Center LLC.

REQUESTED ZONE CHANGE AND COMMENTS:
The applicant is requesting a zone change to rezone 0.414 acres from "HC" Highway
Commercial District to "R-7.5" Single Family District for the development of two single
family detached residential lots.
It is the applicant's intent with this request to develop two, "R-7.5" Single Family District lots
on the subject property that meet all the requirements of the ordinance.
PRESENT ZONING AND USE:
The properties are currently zoned "HC" Highway Commercial District with the western lot
developed with a single story dwelling and the eastern lot undeveloped.

The subject and adjacent properties to the north, east and west were zoned "C-2"
Community Business District prior to the 1984 City Rezoning. The property to the south
was zoned "R-1" Single Family Dwelling District prior to the 1984 City Rezoning. East of
the subject site the City Council at the January 18, 2005 meeting approved Conditional Use
Permit CU04-43 (Ord, 2005-06) to allow for a restaurant with drive-through service.

The subject tract is located within "Zone A" Zone of Minimal Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" Map. Few
activities will be affected by aircraft sounds in "Zone A" except for sound sensitive activities
such as auditoriums, churches, schools, hospitals, and theaters. The applicant's proposal
is an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as a Commercial land use. The
applicant's proposal is not in compliance with the Master Plan.
The Thoroughfare Plan designates this portion of East Wall Street as a Type F Collector
with a minimum of 60 -foot right-of-way developed as four lanes.

On October 17, 2017, the Planning and Zoning Commission recommended the City Council
approve the request as stated above.
Any changes to a site plan ap2roved with a condition '
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon written
application, without notice or hearing. No additional extension shall be granted without complying
with the notice and hearing requirements for an initial application for a Conditional Use Permit.
