SUBJECT: 42ND YEAR COMMUNITY DEVELOPMENT BLOCK GRANT
(CDBG) PROGRAM — CONTRACT APPROVAL
RECOMMENDATION:
City Council consider adopting a resolution approving the Tarrant County contract with
Quality Excavation LTD in the amount of $356,186.15 and a project contingency in the
amount of $30,000.00 for the 42nd Year Community Development Block Grant street
reconstruction project, authorize staff to forward approval recommendation to Tarrant
County officials and take any necessary action.
FUNDING:
CDBG funding will be available for this project in the amount of $192,372.79 and Street
PCMF funding will be available in the amount of$193,813.36.
BACKGROUND:
The scope of the project is the reconstruction of the 200 and 300 blocks of South Austin
Street (from Worth to Estill Streets) including new curb & gutter, asphalt paving,
sidewalks on both sides of the road, handicapped ramps and driveway approaches.
The roadway reconstruction project is located in the College Heights Addition, CDBG
Target Area designated as census tract 1137.05 Block Group 4, in the Housing and
Urban Development (HUD) Low/Moderate Income Survey Data (LMISD).
These improvements will contribute to the upgrade of the areas by providing an
improved travel surface for motorists and pedestrians in the neighborhood.
The application process requires that the following statement be included in the memo.
"The City shall be responsible for all costs of the 42nd year CDBG project that exceeds
the amount of the grant fund."
There were a total of four bidders on this project. The bids were as follows:

Quality Excavation LTD $356,186.15
Cam-Crete Contracting $393,889.50
Reyes Group $396,800.75
Advanced Paving $404,840.95
Quality Excavation LTD has constructed other projects within the City of Grapevine and
has been identified as an acceptable choice for this type of project and was also
recommended by Teague Nall and Perkins, the engineer of record for this project.
Staff recommends approval.

RESOLUTION NO. 2017-093
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, APPROVING THE 42nd YEAR
COMMUNITY DEVELOPMENT GRANT PROGRAM
PROJECT CONTRACTOR AND CONTRACT PRICE AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, On February 16, 2016, the City Council of the City of Grapevine,
Texas conducted a public hearing related to the proposed 42nd year Community
Development Block Grant Program (CDBG); and
WHERERAS, On February 16, 2016, the City Council of the City of Grapevine,
Texas approved the 42nd year CDBG program for the reconstruction of the 200 and
300 blocks of South Austin Street (from Worth to Estill Streets); and
WHEREAS, Tarrant County, Texas solicited bids for the 42nd year CDBG
program; and
WHEREAS, The City of Grapevine, Texas City Council is approving the hiring of
Quality Excavation, LTD as the low bidder for the 42nd Year Community Development
Block Grant (CDBG) Project; and
WHEREAS, The City of Grapevine, Texas is approving the bid amount of
$356,186.15 submitted by Quality Excavation, LTD and a project contingency in the
amount of$30,000 for the 42nd Year CDBG Project; and
WHEREAS, The City of Grapevine, Texas commits up to an amount of
$193,831.36 toward construction of the 42nd Year CDBG Project; and
WHEREAS, The City of Grapevine, Texas accepts the construction time on the
project will be one-hundred twenty (120) calendar days.
WHEREAS, all constitutional and statutory prerequisites for the approval of this
resolution have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this resolution to be in the
best interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine, Texas, approves the
terms as set forth above concerning the 42nd Year CDBG Project to be submitted to the
Tarrant County Community Development Division for approval by the Tarrant County
Commissioner's Court
Section 3. That this resolution shall take effect from and after the date of its
passage.
