SUBJECT: APPROVAL OF A RESOLUTION AND APPROPRIATION
ORDINANCE FOR THE SOLE SOURCE PURCHASE OF A
MULTIMEDIA SYSTEM UPGRADE
RECOMMENDATION:
City Council to consider approval of a resolution for a sole source purchase of a multimedia
system upgrade and appropriation ordinance for the Council Chambers from Swagit
Productions, LLC.
FUNDING SOURCE:
Funding for this purchase is available in account 114-48860-101-001
(Machinery/Equip/Implements-PEG in the amount not to exceed $79,470.00.
BACKGROUND:
This equipment will upgrade the Swagit cameras and back-end hardware from a standard
definition system to a high definition system. This system will help increase the clarity of
the live video feed of Council meetings and meetings in the P&Z conference room. Also
included in this purchase is a playout system that will allow us to broadcast archived video
of Council meetings on cable channels.
The purchase of the multimedia system upgrade will be made as a sole source purchase
from Swagit Productions, LLC in accordance with Local Government Code Chapter 252,
Subchapter B, § 252.022. General Exemptions (a) (7) (A).
Staff recommends approval.

RESOLUTION NO. 2017-096
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS,AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE
MULTIMEDIA SYSTEM UPGRADE FOR THE COUNCIL
CHAMBERS FROM A SOLE SOURCE PROVIDER AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by Texas Local Government Code Chapter 252,
Subchapter B, § 252.022. General Exemptions (a)(7)(A) to purchase the multimedia
system upgrade for the IT Department on a sole source basis; and
WHEREAS, The IT Department has a need to upgrade the multimedia system in
the Council Chambers; and
WHEREAS, Swagit Productions, LLC is the exclusive supplier of the required
software and hardware for the system upgrade; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
resolution have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this resolution to be in the best
interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine, Texas authorizes the
sole source purchase of the multimedia system upgrade from Swagit Productions, LLC
for an amount not to exceed $79,470.00.
Section 3. That the City Manager or his designee is authorized to take all steps
necessary to consummate the purchase of said multimedia system upgrade.
Section 4. That this resolution shall take effect from and after the date of its
passage.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS APPROPRIATING $79,470.00 FROM
THE SPECIAL REVENUE FUND UNAPPROPRIATED FUND
BALANCE; DECLARING AN EMERGENCY AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City Council of the City of Grapevine wishes to upgrade the
multimedia system in the council chambers from a standard definition system to a high
definition system; and
WHEREAS, upgrading the equipment will increase the clarity of the live video feed
and also allow the broadcast of archived video of council meetings on cable channels;
and
WHEREAS, funding for this upgrade is available from the collection of public,
educational and governmental (PEG) fees in Special Revenue Fund account 114-48860-
101-001 in the amount of$79,470.00; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
ordinance have been met, including but not limited to the Open Meetings Act; and.
WHEREAS, the City Council deems the adoption of this ordinance is in the best
interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated herein above are true and correct and are
incorporated herein by reference, as if copied in their entirety.
Section 2. That the City Council hereby appropriates the funding.
Section 3. That the City Council hereby authorizes an amount of$79,470.00 to
be appropriated; and
Section 4. That this ordinance shall take effect immediately upon passage by
the City Council of the City of Grapevine, Texas.
