SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF
ROOF REHABILITATION AND RESTORATION AND AN
APPROPRIATION ORDINANCE
RECOMMENDATION:
City Council to consider approval of a resolution for the purchase of roof rehabilitation
and restoration of the entire Convention Center facility from Weatherproofing Services
and an appropriation ordinance.
FUNDING SOURCE:
Upon approval of the attached ordinance, funding for this purchase will be available in
115-43350-350-03 (Building Maint/Facilities/Convention Center for an amount not to
exceed $254,449.14.
BACKGROUND INFORMATION:
The Convention Center roof was replaced more than 20 years ago. Infrared testing was
completed by Diagnostic Weatherproofing Solutions to determine there was no wet areas
and the roof was a good candidate for restoration rather than complete re -roofing.
Tremco roofing materials will be used to restore the roof and will have a 15 year warranty.
This purchase will be made in accordance with an existing interlocal agreement with The
Cooperative Purchasing Network. Purchases through this program are authorized under
Texas Local Government Code, Chapter 271 and Texas Government Code, Chapter 791.
Bids were taken by the cooperative and a contract was awarded to Weatherproofing
Services. The CVB and Purchasing staff reviewed the contract for departmental
specification compliance and pricing and determined that the contract would provide the
best product, service and pricing for meeting the needs of the City.
Staff recommends approval.

RESOLUTION NO. 2017-097
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE
ROOF REHABILITATION AND RESTORATION THROUGH
AN ESTABLISHED INTERLOCAL AGREEMENT AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Chapter 271
and Texas Government Code, Chapter 791 to enter into an interlocal agreement with
other qualified agencies in the State of Texas; and
WHEREAS, The Cooperative Purchasing Network is a qualified purchasing
program as authorized by Texas Local Government Code, Chapter 271 and Texas
Government Code, Chapter 791; and
WHEREAS, the City of Grapevine, Texas has an interlocal agreement with The
Cooperative Purchasing Network and wishes to utilize established contracts meeting all
State of Texas bidding requirements; and
WHEREAS, The Cooperative Purchasing Network has an established contract
with Weatherproofing Services, contract no. R132205 for Roofing Products and
Services; and
WHEREAS, the City of Grapevine, Texas has a need to rehabilitate and restore
the convention center roof; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
resolution have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this resolution to be in the best
interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the
purchase of the roof rehabilitation and restoration for the convention center from
Weatherproofing Services for an amount not to exceed $254,449.14.
Section 3. That the City Manager or his designee is authorized to take all steps
necessary to consummate the purchase and installation of said roofing.
Section 4. That this resolution shall take effect from and after the date of its
passage.

ORDINANCE NO. 2017-082
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, APPROPRIATING $254,449.14 IN THE
CONVENTION AND VISITORS BUREAU FUND FOR
CONVENTION CENTER ROOF RESTORATION PROJECT;
DECLARING AN EMERGENCY AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the City Council of the City of Grapevine desires to award a contract to
Weatherproofing Services for the restoration of the Convention Center roof.; and
WHEREAS, funding of $254,449.14 is available in the Convention and Visitors
Bureau Fund; and
WHEREAS, constitutional and statutory prerequisites for the approval of this
ordinance have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this ordinance is in the best
interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council hereby appropriates $254,449.14 in the
Convention and Visitors Bureau General Fund.
Section 3. That the terms and provisions of this ordinance shall be deemed to be
severable, and that if the validity of any section, subsection, word, sentence or phrase shall
be held to be invalid, it shall not affect the remaining part of this ordinance.
Section 4. That the fact that the present ordinances and regulations of the City of
Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the inhabitants of the City of Grapevine, Texas, creates an
emergency for the immediate preservation of the public business, property, health, safety,
and general welfare which requires that this ordinance shall take effect immediately from
and after its passage and it is accordingly so ordained.
