CITY OF GRAPEVINE
The Planning and Zoning Commission of the City of Grapevine, Texas met in Regular
Session on this the 21St November 2017 in the Planning and Zoning Conference Room,
200 South Main Street, 2nd Floor, Grapevine, Texas with the following members
present-to-wit:

CALL TO ORDER
Chairman Oliver called the meeting to order at 7:00 p.m.
BRIEFING SESSION
ITEM 1 .
Chairman Oliver announced the Planning and Zoning Commission would conduct a
work session relative to the following cases:
CU17-24 TEXAS GUN EXPERIENCE
AM17-03 AMENDMENTS TO THE GRAPEVINE COMPREHENSIVE ZONING
ORDINANCE - SECTION 22, R-MF MULTIFAMILY DISTRICT
Chairman Oliver closed the Briefing Session at 7:08 p.m.

JOINT PUBLIC HEARINGS
Mayor Tate called the meeting to order at 7:30 p.m. in the City Council Chambers.
Items 2-4 of the Joint Public Hearings were held in the City Council Chambers. The
Planning and Zoning Commission recessed to the Planning and Zoning Conference
Room, Second Floor to consider published agenda items.
PLANNING AND ZONING COMMISSION REGULAR SESSION
CALL TO ORDER
Chairman Oliver called the Planning and Zoning Commission deliberation session to
order at 7:48 p.m.
ITEM 5. CONDITIONAL USE APPLICATION CU 17-24 — TEXAS GUN EXPERIENCE
First for the Commission to consider and make recommendation to City Council was
conditional use application CU 17-24 for property located at 1901 South Main Street and
platted as Lot 1, Block 3, Metroplace 2nd Installment. The applicant was requesting to
amend the previously approved site plan of CU16-26 (Ord. 16-85) for a planned
commercial center, specifically to allow for a one story, 34,566 square foot indoor
shooting range.
This request was for a single story 34,566 square foot structure for retail gun sales and
an indoor shooting range. The indoor shooting range was proposed to be located on
the ground floor and will be used for firing of guns for sale, pre-purchase firing and also
allow existing gun owners to fire their personal weapons. A mezzanine was proposed
to house office space for the owner. Required parking for the proposed use is 105
parking spaces and 112 spaces were provided.
In the Commission's deliberation session, B J Wilson moved to approve conditional use
application CU17-24. Monica Hotelling seconded the motion, which prevailed by the
following vote:
Ayes: Oliver, Wilson, Hotelling, Fechter, Martin, Tiggelaar and Luers
Nays: None
ITEM 4. AM17-03 — AMENDMENT TO THE GRAPEVINE COMPREHENSIVE ZONING
ORDINANCE, SECTION 22, MULTIFAMILY DISTRICT AND THE ADOPTION OF
MULITFAMILY DESIGN STANDARDS
Next for the Commission to consider and make recommendation to the City Council was
amendments to Section 22, "R-MF" Multifamily District including the adoption of the

attached Design Standards Manual for Multifamily and Vertical Mixed-Use
Development.
Beginning in 2015, the City of Grapevine City Council and Planning and Zoning
Commission conducted extensive studies of vacant tracts within the City for the purpose
of identifying locations that could be appropriate for multifamily/mixed use development.
The Future Land Use Map was amended, designating these areas as C/MU,
Commercial/Mixed Use, which would recognize the possibility of multifamily
development.
The City Council and Planning and Zoning Commission felt that any future multifamily
projects within the City must be designed, developed and constructed under updated
zoning regulations and construction standards.
Design standards were developed by Craig Melde of ArchiTexas along with Robin
McCaffery of Mesa Planning
Important highlights of the Standards:
- Districts have different design criteria based on their surrounding natural
environment, and nearby existing development
- Emphasis is placed on pedestrian features
- Importance is placed on streetscapes and buildings' relationship to the streets
- Working the architecture into the landscape, rather than severe grading and tree
removal is emphasized
- Mixed-Use is encouraged where appropriate, and specific design considerations
are included for any mixed use
- Applicants are required to present to the City an articulated design philosophy
that incorporates sound and thoughtful aesthetic principals (while this sounds
abstract, the consultants included some very specific language regarding design
and compositional integrity)
- Equal treatment of all elevations in terms of design and materials is required (the
architect can't just embellish the "street side")
- Stucco is only allowed as a secondary material (maximum 30%)
- Stucco is not allowed at all in the Central Transit District
- Synthetic stucco is prohibited
- Emphasis is placed on relief and articulation of exterior features
In the Commission's regular session Monica Hotelling moved to approve AM17-03.
Dennis Luers seconded the motion, which prevailed by the following vote:
Ayes: Oliver, Wilson, Hotelling, Fechter, Martin, Tiggelaar and Luers
Nays: None

ITEM 7. FINAL PLAT LOT 1 , BLOCK 1 , BRADBURRY ADDITION
Next for the Commission to consider and make recommendation to the City Council was
the Statement of Findings and Final Plat Application of Lot 1 , Block 1 , Bradburry. The
applicant was final platting 1 .24 acres to build a residential structure.
In the Commission's regular session B J Wilson moved to approve the Statement of
Findings and Final Plat Application of Lot 1 , Block 1 , Bradburry. Jimmy Fechter
seconded the motion, which prevailed by the following vote:
Ayes: Oliver, Wilson, Hotelling, Fechter, Martin, Tiggelaar and Luers
Nays: None
ITEM 18. CONSIDERATION OF MINUTES
Next for the Commission to consider were the minutes of the October 12, 2017,
Planning and Zoning workshop.
B J Wilson moved to approve the October 12, 2017 workshop minutes with the
correction that Gary Martin was absent. Monica Hotelling seconded the motion, which
prevailed by the following vote:
Ayes: Oliver, Wilson, Hotelling, Fechter, Tiggelaar and Luers
Nays: None
Abstain: Martin
Next for the Commission to consider were the minutes of the October 17, 2017,
Planning and Zoning meeting.
B J Wilson moved to approve the October 17, 2017 minutes. Gary Martin seconded the
motion, which prevailed by the following vote:
Ayes: Oliver, Wilson, Hotelling, Fechter, Martin, Tiggelaar and Luers
Nays: None
ADJOURNMENT
With no further business to discuss, Jimmy Fechter moved to adjourn the meeting at
7:51 p.m. Monica Hotelling seconded the motion which prevailed by the following vote:
Ayes: Oliver, Wilson, Hotelling, Fechter, Martin, Tiggelaar and Luers
Nays: None
