SUBJECT: APPROVAL OF A CONTRACT FOR ENGINEERING SERVICES
AND APPROPRIATION ORDINANCE
RECOMMENDATION:
City Council to consider a contract and appropriation ordinance for engineering services
with Kimley-Horn & Associates, Inc. related to the design and construction of the
635/121 interchange project and the 1,000 acre DFW Airport undeveloped property.
FUNDING SOURCE:
Following the approval of the appropriation ordinance, funds will be available in the 201
Utility Enterprise Capital Fund and in the 178 Capital Project Street Fund in an amount
not to exceed $200,000.
BACKGROUND:
The purpose of this contract is to establish third party support for engineering services
related to the design and construction of the 635/121 interchange project as part of the
DFW Connector project, slated to start construction in the summer of 2018. This $370
million design/build effort will likely include multiple city utility relocations based on the
upcoming design. In addition, this project will include the widening to six lanes of Bass
Pro Drive from SH 26 to SH 121.
The proposed services will include necessary plan review, traffic studies, and contract
management support with the Texas Department of Transportation (TxDOT) and
NorthGate Constructors on an as-needed basis. Staff anticipates the proposed
$125,000 fee will support these efforts through December of 2018. At that time, Staff will
reassess the need to continue this support and will bring an amended agreement to the
City Council for their consideration, if warranted.
Given the proximity to the TxDOT project, staff is proposing a separate as-needed task
in an amount not to exceed $75,000 to support any engineering efforts that may be
necessary to serve the DFW Airport tract.
Staff has selected Kimley-Horn & Associates due to their experience in the region on
other TxDOT design build projects.
Staff recommends approval.
ORDINANCE NO. 2017-087
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, REVISING THE ADOPTED CAPITAL
IMPROVEMENTS BUDGET FOR THE FISCAL YEAR
ENDING IN 2018; APPROPRIATING FUNDS FROM THE
UTILITY ENTERPRISE CAPITAL FUND AND CAPITAL
PROJECT STREET FUND BALANCE; DECLARING AN
EMERGENCY AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City Council of the City of Grapevine desires to contract with
Kimley-Horn & Associates, Inc. for engineering services related to the design and
construction of the 635/121 Interchange Project and the 1,000 acre DFW undeveloped
property; and
WHEREAS, funding for the engineering services related to the design and
construction of the 635/121 Interchange Project and the 1,000 acre DFW undeveloped
property is not currently included in the Fiscal Year 2017-2018 Capital Improvements Plan
Budget; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
ordinance have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this ordinance to be in the best
interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the hereinabove are found to be true and
correct and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council hereby authorizes an amount of $125,000 be
appropriated in the Utility Enterprise Capital Fund and $75,000 to be appropriated in the
Capital Project Street Fund for engineering services related to the design and construction
of the 635/121 Interchange Project and the 1,000 acre DFW undeveloped property.
Section 3. That a copy of the revised Fiscal Year 2017-2018 Capital
Improvements Plan budget document shall be kept on file in the office of the City Secretary
and on the City of Grapevine website.
Section 4. That the terms and provisions of this ordinance shall be deemed to be
severable, and that if the validity of any section, subsection,word, sentence or phrase shall
be held to be invalid, it shall not affect the remaining part of this ordinance.
Section 5. That the fact that the present ordinances and regulations of the City of
Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the inhabitants of the City of Grapevine, Texas, creates an
emergency for the immediate preservation of the public business, property, health, safety,
and general welfare which requires that this ordinance shall take effect immediately from
and after its passage and it is accordingly so ordained.
