necessary action.
4. Discussion and acceptance of the FY2016 audited financial statements.
5. Report by the Ex Officio Member of the Senior Advisory Board.
6. Discussion of Grapevine Housing Authority designation as a high performer for 2016.

The Board of Commissioners of the Grapevine Housing Authority met in Regular Session on this the 21st
day of December 2017 in the Conference Room of the Grapevine Housing Authority, with the following
members present to wit:
Linda Troeger
Chair
Bonnie McHugh
Vice -Chair
Karen Rice
Finance Officer
Teri Rhodes -Cantu
Commissioner
Ethel Anderson
Resident Commissioner
Constituting a quorum, with the following also present:
Jane Everett
Greg Jordan
Duff O'Dell

REGULAR MEETING — CALL TO ORDER
Chairman Troeger called the meeting to order at 4:30 p.m.
Item #1 Report of the Executive Director (Informational Only)
A. Rent Delinquency and Information Sheet
The Interim Executive Director reported to the Board on the rent delinquencies, number of empty
units, work orders and statistical information for the waiting list for Public Housing through
December 15, 2017.
B. Report of Public Housing Activity and Issues
The Interim Executive Director report to the Board recent activity and administrative updates
since their last Board meeting.
NEW BUSINESS
Item #2 - Consideration of the minutes from the November 9 2017 meeting and take any necessary
action.
The Board was provided the minutes from the November 9, 2017 meeting for approval.
Commissioner McHugh moved and Commissioner Rhodes -Cantu seconded to accept the November 9,
2017 minutes as presented.
Ayes: Troeger, McHugh, Rice, Rhodes -Cantu & Anderson
Nays: None
Absent: None
Motion passed.
Item #3 - Consideration and approval of Resolution 2017-13 the 2018 Operating Budget and take any
necessary action.
The Board was presented with the 2018 Operating Budget and Resolution 2017-13 for approval.
Commissioner Rice asked if Grapevine Housing Authority (GHA) had ever approved a budget with a
projected Net Operating Loss. Interim Executive Director Everett explained with the flat rents going up
over the last three years several residents have moved out and the new residents are on income based
rent which is much lower. The HUD operating subsidy is calculated the audited financial statements
(2016) so it has not realized the decrease in rent collected and therefore has not increased the subsidy.
GHA has approved a budget Net Operating Loss in the past.
Commissioner Rice moved and Commissioner Anderson seconded to approve Resolution 2017-13, the
2018 Operating Budget.

Item #4 - Discussion and acceptance of the FY2016 audited financial statements
The Board was presented with the FY 2016 Audited Financial Statements for acceptance.
Executive Director Everett provided an update on the status of the corrective action of the one deficiency.
Commissioner Rhodes -Cantu moved and Commissioner McHugh seconded to accept the FY 2016
audited financial statements.
Ayes: Troeger, McHugh, Rice, Rhodes -Cantu & Anderson
Nays: None
Absent: None

Item # 5 - Report by the Ex Officio member of the Senior Advisory Board
Commissioner Rhodes -Cantu attended the Senior Advisory Board meeting and provided the Board with
an update.
No action taken.
Item #6 - Discussion of Grapevine Housing Authority designation as a high performer status for 2017
Executive Director Everett updated the Board that for fiscal year 2016 the Grapevine Housing Authority
received 98 out of 100 points and qualified for a Small PHA Deregulation designation. This a reflection of
the dedication and hard work of the Executive Director and the staff of GHA.
No action taken.

Commissioner McHugh moved and Commissioner Rhodes -Cantu seconded that the meeting be
adjourned.

Nays: None

Motion passed. Meeting adjourned at 4:49 p.m.
