SUBJECT: AUTHORIZE THE DECLARATION OF PROPERTY AND HOUSE
AT 420 EAST COLLEGE STREET AS SURPLUS PROPERTY
RECOMMENDATION:
City Council consider adopting a resolution to declare the property at 420 East College
Street, along with all improvements, owned by the City, as surplus property, authorize
the sale of said property, and take any necessary action.
BACKGROUND:
In 2005, the Grapevine Convention and Visitors Bureau purchased property at 608 and
624 S Dooley Street. The property at 608 S Dooley was divided into two lots in order to
facilitate the relocation of historic homes into the historic district. One of the lots was
readdressed as 420 East College Street.
In May 2017, the Grapevine Township Revitalization Program (GTRP) moved the
historic 1886 McPherson Farmhouse from Park Blvd to 420 East College Street for the
purposes of revitalizing the City's historic district. The GTRP has made necessary
repairs to stabilize the exterior and interior of the house to prepare it for sale.
The Grapevine Historic Preservation Commission has designated the property a Historic
Landmark Subdistrict which will ensure the appropriate rehabilitation and restoration of
the house into a private home.
Staff recommends that the Council authorize the sale of the property in accordance with
Texas law. The sale will be conducted through a sealed bid process with a minimum bid
set at $365,000. This minimum is based on current land value in the historic district and
all costs associated with moving and stabilizing the home to date. An appraisal is
currently underway and will be provided to Council along with a high bid that meets all
requirements.
Staff recommends approval.
