You received this notice because you area property owner within 200 feet of the subject tract
of land as shown by the most recent City -approved tax rolls. If you can not or do not wish to
attend the hearing, the attached form is provided for your convenience.

DFW International Airport cannot support Mr. Trussell's request submitted
under CU05-14. Current Federal Administration (FAA) Land Use Compatibility
Guidelines, Exhibit "A" attached, indicate that such facilities can be likened to
an auditorium and a business/professional facility. As such, the FAA considers
that such facilities are only compatible in the 65-75 DNL noise level if designed
and built to achieve an outdoor to indoor Noise Level Reduction (NLR) of 25-30
dB. See DFW Noise Compatibility Office Report attached hereto as Exhibit "B".
However, in the event the City determines that this request is in the City's best
interest, the Airport strongly recommends officials take the following actions:
+ Require that the applicant have a professional engineer licensed in the
State of Texas certify that the building, or modified building, yield's a
minimum noise reduction of 25 dB.
+ The applicant grant an avigation easement over the property naming
DFW International Airport Board, the Cities of Dallas and Fort Worth and
the City of Grapevine as grantees as a condition of approval of the
Conditional Use Permit.
+ City of Grapevine inform all parties that the site would not be eligible for
any noise mitigation assistance from DFW now or in the future.

Grapevine City Council and Planning and Zoning Commission
In response to the notice provided by the City of Grapevine regarding an application for a
Conditional Use Permit to allow an event and business meeting center, I offer the following
comments for inclusion in your response:
The proposed use, an event and business meeting center, is requested to be located at Nos. 300 of
2555 & 2557 Southwest Grapevine Parkway. The site is located within about one mile of the end of
Runway 13R/31 L, the west diagonal, and less than 0.4 mile from the extended runway centerline for
that Runway. Historical flight data indicates that the site is subject to routine and regular air traffic
by all types of aircraft operating adjacent to the property as low as 250 feet above the ground.
Attachment A depicts the site's location with respect to DFW's west diagonal runway.
In addition, the site is inside the 65-75 DNL (also referred to as Zone B) as shown on the Airport's
official noise contour. Refer to Attachments B and C, derived from Grapevine's GIS data, for a
graphic depiction of the site's location and relationship to the noise zones. Referencing the Federal
Aviation Administration's {FAA's} Land Use Compatibility Guidelines, the event and meeting center
can be likened to an auditorium and/or a business/professional facility. An auditorium is considered
by FAA to be only compatible in the 65-75 DNL noise level if it has been designed and built to
achieve an outdoor to indoor Noise Level Reduction (NLR) of 25-30 dB. Business/Professional
buildings are compatible in the 65 DNL and require an NLR of at least 25 dB to be compatible in the
70 DNL. This is an existing structure and I am not aware of the level of attenuation provided by the
current building shell.
The existing structure may have sufficient mitigation to be compatible. I have two
recommendations for the City. They are:
1. Require that the applicant have a professional engineer licensed in the State of Texas
certify that the building, or modified building, yield's a minimum noise reduction of 25
dB; and
2. Require that the applicant grant an avigation easement over the property naming the
City of Grapevine, the Dallas -Fort Worth International Airport Board, and the Cities of
Dallas and Fort Worth as a condition of approval of the Condition Use Permit request.

NOTES FOR TABLE 1
(1) Where the community determines that residen-
tial or school uses must be allowed, measures to
achieve outdoor to indoor Noise Level Reduction
(NLR) of at least 25 dB and 30 dB should be in-
corporated into building codes and be considered
in individual approvals. Normal residential con-
struction can be expected to provide a NLR of 20
dB, thus, the reduction requirements are often
stated as 5, 10 or 15 dB over standard construc-
tion and normally assume mechanical ventilation
and closed windows year round. However, the
use of NLR criteria will not eliminate outdoor
noise problems.
(2) Measures to achieve NLR of 25 dB must be in-
corporated into the design and construction of
portions of these buildings where the public is
received, office areae, noise sensitive areas or
where the normal noise level is low.
(3) Measures to achieve NLR of 30 dB must be in-
corporated into the design and construction of
portions of these buildings where the public is
received, office areas, noise sensitive areas or
where the normal noise level is low.
(4) Measures to achieve NLR of 35 dB must be in-
corporated into the design and construction of
portions of these buildings where the public is
received, office areas, noise sensitive areas or
where the normal noise level is low.
(5) Land use compatible provided special sound
reinforcement systems are installed.
(6) Residential buildings require an NLR of 25.

# A150.103 Use of computer prediction model.
(a) The airport operator shall acquire the avia-
tion operations data necessary to develop noise
exposure contours using an FAA approved meth-
odology or computer program, such as the In-
tegrated Noise Model (INM). In considering
approval of a methodology or computer program,
key factors ixwlude the demonstrated capability
to produce the required output and the public
availability of the program or methodology to
provide interested parties the opportunity to
substantiate the results.
(b) The following information must be ob-
tained for input to the calculation of noise ex-
posure con :
(1) A map of the airport and its environs at
an adequately detailed scale (not less than 1
inch to 8,000 feet) indicating runway length,
alignments, landing thresholds, takeoff start -
of -roll points, airport boundary, and flight

tracks out to at least 30,000 FAUrom, the end
of each runway.
(2) Airport activity levels and operational
data which will indicate, on an annual average -
daily -basis, the number of aircraft, by type of
aircraft, which utilize each flight track, in both
the standard daytime (0700- 2200 hours local)
and nighttime (2200-0700 hours local) periods
for both landings and takeoffs.
(3) For landings—glide slopes, glide slope in-
tercept altitudes, and other pertinent informa-
tion needed to establish approach profiles
along with the engine power levels needed to
fly that approach profile.
(4) For takeoffs—the flight profile which is
the relationship of altitude to distance from
start -of -roll along with the engine power levels
needed to fly that takeoff profile; these data
must reflect the use of noise abatement depar-
ture procedures and, if applicable, the takeoff
weight of the aircraft or some proxy for weight
such as stage length.
(5) Existing topographical or airspace
restrictions which preclude the utilization of
alternative flight tracks.
(6) The government furnished data depict-
ing aircraft noise characteristics (if not already
a part of the computer program's stored data
bank).
(7) Airport elevation and average tempera-
ture.

The subject property is located at 2555 Southwest
Grapevine Parkway, Suite 300 and 2557 Southwest
Grapevine Parkway, Suite 300 and is platted as Lot
4R1A, Block A, Southwest Grapevine Commercial
Park. The addition contains 2.272 acres and has
approximately 186 feet of frontage along Southwest
Grapevine Parkway.
REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to allow for an event and business
meeting center.
The applicant intends to lease two suites in two separate office buildings comprising some
4,112 square feet and 4,101 square feet respectively. The applicant will use the two
locations to host weddings, anniversaries, business meetings etc. for groups of people as
small as 20 or possibly as large as 200. Average guest size will be between 50 to 125
persons. The applicant has agreed to limit guest size to less than 50 persons during normal
business hours in order to insure adequate parking for all tenants on site. Larger events
will be held during the weekend and for those occasions where additional parking is
needed on the weekends, the property owner to the north has agreed to allow the applicant
to use parking on that property as the situation demands. See the attached letters.

PRESENT ZONING AND USE:
The property is currently zoned "CC" Community Commercial District and is developed as
two office buildings.

The subject property was rezoned from "R-1" Single Family District to "PID" Planned
Industrial Development District in the 1984 Citywide Rezoning. City council approved Zone
Change Request Z96-06 in 1996, rezoning this property from "PID" Planned Industrial
Development District to "LI" Light Industrial District. The property to the east was rezoned
from "R-1" Single Family District to "GU" Governmental Use District in the 1984 Citywide
Rezoning. The property to the north was rezoned from "R-1 " Single Family District to "CC"
Community Commercial District in the 1984 Citywide Rezoning. The property to the west
and south was rezoned from "R-1" Single Family District to "PID" Planned Industrial
Development District in the 1984 Citywide Rezoning. At the November 17, 1998 meeting

Classic Events of DFWwill be a full service company that provides complete consulting services
as well as a premier location for weddings, holy unions, anniversaries, business meetings,
seminars or charity fundraisings for a price that is affordable to our customers. The owners have
experience and the dedication to professionally plan and coordinate events from as small as 20
people to as large as 200 people. Classic Events of DFW is unique in that we give our clients
value for their money in return for a quality and memorable event. We will listen to their needs and
work with them to create the event of their dreams at a cost that is affordable.
We are working with Henry S. Miller Commercial to secure approximately 8,000 square feet of
space to renovate in the Grapevine/South Lake area. We have found a location at 2555 S. W.
Grapevine Parkway Suite 300 in Grapevine. It has approximately 4000 sq ft. We are planning to
use this as our wedding chapel. The building next door, 2557 S. W. Grapevine Parkway, suite
300 has approximately 4100 sq ft and we are planning to use this as a reception facility. We think
this will give us the ideal setting to accommodate weddings, meetings or other types of events.
The average event will be between 50 and 125 guests. The maximum seating will be for 200
guests. All of our events with 50 or more guests will be scheduled on Friday evenings, Saturday
mornings and evenings and Sunday mornings and evenings. We will NOT schedule events that
have over 50 guests Monday through Friday between 8:00 AM and 5:30 PM. The expected events
with 200 guests are to be scheduled primarily on Saturday evenings or Sundays, possibly 2-3
times a month. Events hosted Monday through Friday between 8:00 AM and 5:30 PM will involve
less than 50 guests, the average event being 15 to 20 guests three to five times a month. Most
guests attending the weekend events will arrive with more than one person per vehicle. The
weekday events will generally have two people or less per vehicle.
The above information will be included as part of our lease agreement with our landlord. We are
waiting for additional language from the landlord stating that we have agreements with adjacent
buildings to share parking spaces. We feel this is realistic and will not have any negative impact
on our business as most weddings are planned for the weekend.
In addition we will be able to provide space for business meetings as well as other formal or
informal occasions such as birthday or anniversary parties. Too many people become overly
stressed and frustrated when planning these wonderful or important events. We have the
experience and professional consultants with the expertise to help create memorable and stress
free events for our customers. By doing this, our clients can sit back and enjoy their event.
