Any application for a change in zoning or for an amendment to the zoning ordinance shall have, from the date of submittal, a period of four months to request and be scheduled on an agenda before the Planning and Zoning Commission and City Council. If after said period of four months an application has not been scheduled before the Commission and Council said application shall be considered withdrawn, with forfeiture of all filing fees. The application, along with the required filing fee may be resubmitted any time thereafter for reconsideration. Delays in scheduling applications before the Planning and Zoning Commission and City Council created by city staff shall not be considered a part of the four month period. We feel that the officials of Grapevine have done a great job in making this city an attractive and pleasant place for us to live and retire in a busy city area. This past week we learned that an applicant for a dog kennel has requested a "conditional use" permit from the City Council and Planning and Zoning Committee. This property would be approximately 80 feet from our front door. I would believe that there would have to be somewhere in the range of 100 animals maintained daily in this facility for such a venture to be a profitable business. We are stunned at the thought of the impact that this facility would have on our home. The barking of these dogs would be very disturbing, making impossible the peaceful and quiet enjoyment of our home. The smell of animal excrement and urine would be a major and growing problem affecting our home as well as much of downtown Grapevine. The potential health hazard of flea and tick infestation arising from this excrement could spread to adjoining properties in the neighborhood. We have spent several thousand dollars having plans designed that would fit well into the historical overlay design for Grapevine. We have already received permission from the Historical Preservation Committee to remove an older structure on the land. All residents of the area would suffer loss of value if this animal kennel were permitted in this area of the City. This is not what we envisioned as the City's long-term plans for quality and clean appearance in this area of Grapevine. We respectfully ask the Council and Planning and Zoning to deny this conditional use permit. If a conditional use permit is issued for this purpose, Marcia and I will probably not proceed with the purchase of this lot for our new home. Sincerely, F Norman J. Both families have planned to build period -appropriate single-family residences for themselves on these properties. These properties also face Wall Street and are directly across from the proposed animal kennel. We oppose the application for a "Conditional Use" permit for this animal lodge at this time. We would be interested in knowing if any "odor and noise level" study has been performed by qualified Environmental Impact engineers and what the results of this study show. We are also interested in knowing how this kennel, in its proposed location, would lend itself to "consistency with the adopted policies in the Comprehensive Master Plan of the City of Grapevine."
