BACKGROUND INFORMATION Conditional Use Request CU02-56, approved at the January 21, 2003 meeting allowed for the development of a two phase, 600 -unit apartment complex on an 82 -acre parcel of land at the southeast corner of F.M. 2499 and the Grapevine/Flower Mound city limit line. Under development by Mr. Jerry Stone of Duke Residential Development, the subject site was approved by Council as a conditional use request relative to three-story building height and reduced building separation. At the September 8, 2004 meeting the Site Plan Review Committee approved an amendment to the site plan (CU04-28) which allowed the addition of a single structure (labeled Type IV) to the building mix that is a composite of two buildings that will be representative of all the unit models in the project except for the three bedroom units to be used as a "model" building. In addition a single bay car wash was added to the site plan near the laundry facility. Also, slight changes in the building elevations were approved since the initial elevations were more preliminary in scope. At the February 23, 2005 meeting of the Site Plan Review Committee, the original plan was again amended (CU05-07). The applicant proposed several minor alterations to the previously approved plan which included a reorientation of Building 2, which is to be used as a "model" building. The northern portion of the building was switched with the southern end so that the model units will have visibility to the park area to the south. The leasing office/clubhouse was modified to have a stucco exterior rather than stone and a second carwash bay was added to the plan. The applicant also made some very subtle changes to the building elevations to add diversity to the units and lastly the covered parking was provided over 124 parking spaces throughout the complex. With this request the applicant intends to add a "nature trail" around the preserved area to the south of the apartments as an amenity for the residents. The applicant is requesting to allow some on-site leeway in the location of the trail in order to preserve O:\ZCU\CU 05-42.4sp rc the natural landscape as much as possible. In addition the applicant is proposing to make some landscaping changes particularly along the main entrance along S.H. 2499 and along the northern boundary of the site as it meets the Town of Flower Mound. This area has a steep slope that may prove difficult for trees to take root. The applicant intends to take these trees and place them throughout the complex therefore no trees are intended to be eliminated, only relocated. A check for the submittal fee is enclosed based on the recently platted acreage of 81.864 acres. The reason for a Conditional Use / Site plan application is due to a previous Conditional Use / Site Plan approval CU02-56, as amended by CU04-28 and CU05-07. We have made changes that will improve the project, improve the amenities, and beautify the project as a whole. In no way will the proposed conditional use cause substantial harm to the value, use, or enjoyment of other property in the neighborhood. The requested changes will only add value to other properties in the neighborhood. As you are aware, this site has a very large natural area that we have preserved and intend to market as an amenity for the use of the residents of the Riverwalk Apartments. Our initial concept submittal to the City of Grapevine incorporated a private nature trail. We propose to install a 5 foot wide sidewalk all the way around the area. The trail will be field located allowing the design to meander through the large trees. The location shown on the site plan is conceptual, but approximate. It will be compliant with the requirements of Americans with Disabilities Act as required. The trail will allow residents to walk to the volleyball court which is shown on the proposed site plan and is a requested change to the site plan. There will be benches, picnic tables and other useable features along the trail that will be field located as well. Since the time that CU02-56 was approved, the site plan has been modified 2 times. We are submitting a revised landscape plan to match the currently approved site layout. We are submitting the same number of caliper inches to be replaced, but the locations of the trees and other required screening have been changed. In particular, the tree and shrub locations along the front were changed to conform to the revised street design with the parkway. The berm was not considered when the original planting plan was submitted.
