VACANT LOT 200 SOUTH DOOLEY STREET CITY OF GRAPEVINE, OWNER DAVID KLMPI N, APPLICANT RECOMMENDATI-ON- Staff recommends the Historic Preservation Commission approve wifth condi"b"ons Certificate of Appropriateness #CA1 7-131 for the property located at 200 South Dooley Street, legally described as Lot 6R, G.E. Hurst Subdivision, City of Grapevine to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the following items - 1. To relocate the 1903 Historic George Louis Blevins House to 200 South Dooley Street, legally described as, Lot 6R, G. E. Hurst Subdivision, Grapevine, Texas 76051. with the conditions a permit be obtained from the Building Department and all exterior materials, windows, doors and door hardware, light, fixtures and paint colors be approved under a separate Certificate(s) of Appropriateness. Certificate of Appropriateness application #CA1 7-131 was submitted by Historic Preservation Officer David Klempin on November 15, 2017 to relocate, from 2060 East Continental Boulevard in Southlake, Texas, the 1903 Historic George Louis Blevins House to 200 South Dooley Street, Grapevine, Texas. The1903 Historic Blevins House was built on land previously known as part of the "Grape Prairie". The house was built for George Louis Blevins in 1903 on eighty acres of land purchased from Dr. Tom Dorris in 1897. George and his wife Laura Ann (Johnson) Blevins raised their family there. The one and one-half story house is designed in the Queen Anne style with a handsome curved porch opening to a large living room, dining room, kitchen and two bedrooms on the first floor and several rooms on the second floor. In 1986, the L-shaped plan house was moved from 1045 Kimball Avenue across the street to the East Continental Boulevard address. The land the house sat on has been sold for commercial development. The current owner donated the house to the City of Grapevine's Grapevine Township Revitalization Project, Inc. program to be saved and moved to the Grapevine Historic Township to serve as a single family home. City Council, at the August 1, 2017 Council meeting, approved the donation of the house, its relocation and placement of the house on the City owned lot at 200 South Dooley Street, legally described as Lot 6R, G. E. Hurst Subdivision. The Convention & Visitors Bureau Historic Preservation staff recommend placement of'the house on the lot facing Wall Street creating an attractive end cap on Wall Street; and at Dooley Street as an entrance to the Grapevine Historic Township. The lot is 10,038 square feet in size. The existing house living area is 2,558 square feet in size and the building coverage is 15.9% of the lot. A variance is required from the Board of Zoning Adjustment relative to, the wrap-around porch and gabled room encroachment 14' into the 30'fro!nt yard setback; rear yard setback and insufficient lot depth. 0AHistoric Preservation Comm ission\CAs\2017 CXCA1 7-131.4.doc 200 South Dooley Street Move -in Holuse.doc December 14, 2017 (9:49AM) r% otaV recommends approval of #CA1 7-131 to relocate the 1903 Historic Blevins, House to 200 Sout Dooley Street, Grapevine, Texas with the condition a building permit be obtained from the Buildin Department and all exterior materials, windows, doors and door hardware, light fixtures and pa* colors, be staff approved under a separate Certificate(s) of Appropriateness.
