An 8' stained fence will be installed at the north end of the building to enclose an area 40' deep by approximately 100' wide, which is the width of the building, which will be used as a courtyard. The present north end of the building has a 3' retaining wall which currently requires stairs to enter and exit the rear of the building. A 6' stained cedar fence will be installed around the 36" high elevated deck at the higher area of the 16' deep deck and will taper down to an 8' high stained cedar fence around the remainder of the courtyard. Construction of a courtyard and deck will allow us the ability to add a ramp for accessibility to the rear of the building. The fence will provide more security to lodge as well as give the neighboring community some additional privacy from our current outdoor activities. We currently have patio furniture in this area which is utilized presently. We recently have help the neighborhood watch night out on our property as well as frequent bar -b -cues and an annual crawfish boil which are heavily attended by the neighboring areas and have not caused any concern for the city. The fence will have fail safe exit hardware to permit required egress while prohibiting access. The new fence/courtyard will not impede parking, traffic flow or fire lane access on our site; as we are going to move the existing chain link fence ninety degrees to provide additional driveway and parking. A deck will be installed at the same height as the existing 36" retaining wall along the north of the building to conceal it. The deck will be 16' deep and approximately 80' wide. The deck will be provided with a sloped metal roof. The courtyard area will be covered with a layer of crushed granite similar to the type used in many area restaurant courtyards, including the Grapevine Brewery. A Professional Engineer is designing all aspects of the addition and will assure all current codes and ordinances are followed. Background: The Grapevine Elks Lodge #2483 began as the Mid -Cities Lodge in October of 1972 in Hurst, Texas. In 1985, a group of members from the Irving Lodge were looking into starting a new Lodge in the Grapevine -Lewisville area. An agreement was made to transfer the Charter and change the name of the Lodge to match its new host city of Grapevine. The first Lodge home in Grapevine was located in a strip shopping center on North Main Street. In 1992 the current property and building located on 909 Bushong Rd, which was home to the original Grapevine Steak House building went up on the auction block and a group of Lodge leaders made the move to purchase the building and land. The current building consisting of a large dance area, a kitchen and bar area are basically as built in the steakhouse. The present property is bordered by Bushong Road on the South, Wall -Price on the East, Silverlake Drive on the West and a trailer park to the south. An 8' stained fence separates the property from the trailer park. The current site has parking for several recreational vehicles, a large outdoor fire pit, a large gazebo, an outdoor refreshment stands, a large outdoor brick grill, several storage buildings and parking for vehicles. The lodge has hosted many outdoor events on this property including Boy Scout and family campouts, many weddings under the gazebo, crawfish boils, and bar -b -cue cook -offs which have included outdoor bands, music and karaoke. The Lodge has a current Texas Alcohol and Beverage Commission permit to sale alcohol which allows us to sell and consume alcohol on our entire property. The Grapevine Elks corn cooker is famous at community events such as Main Street Fest and Grapefest. The Grapevine Elk's Lodge is currently under contract with the City of Grapevine and Keep Grapevine Beautiful to maintain Bushong Road clean from Dooley to Wall -Price. The Elks is a charitable organization with the motto Elks Care, Elks Share. This Lodge bring much more to the community than just being a building. It is a place where neighbors come together, families share meals, and children grow up. This lodge invest in this community through programs that help children grow up healthy and drug-free, by undertaking projects that address unmet needs, and by honoring the service and sacrifice of our veterans. This lodge has programs for Special Needs Children, the Elderly in our community as well as supporting the Elks National Foundation which provides over $3.74 million in college scholarships each year to our youth to continue their education. The Grapevine Elks Lodge is a private organization which currently has over 400 active members. Prospective members are always welcome to come by and visit, too and we look forward to meeting you. PURPOSE: The Grapevine area has lots of establishments, restaurants, breweries and wineries which have an outdoor area for the patrons, families, guest and members to enjoy the outside. Some of these include but are not limited to, Flips, Wilhoite's, the Grapevine Brewery, Love and War in Texas, Esparza's, Sloan and Williams, Backporch, Joe's Crab Shack, Baja, Farinas, Napoli's, Starbucks, Chill, Grimaldi's, Mac's and Palios to name a few. This lodge is currently experiencing growth in this community and is trying to attract and retain younger members which can only be done with the addition of a deck and courtyard. Benefits of the Courtyard and Deck, include but are not limited to: Increased safety for viewing of Grapevine Friday Night Fireworks without having to stand in the parking lot. Decreased exposure to the neighboring community when sitting in our outdoor furniture and hosting our outdoor events. Increased security during weddings and rentals by limiting access to vehicles from the immediate vicinity of the building rear doors. As the lodge does allow smoking in the social quarters area of the building, this will allow both non-smokers and smokers the ability to go outside and allow members with younger children or health issues to ability to still attend lodge functions. This also will also allow members to go outside when weather is nice and a band is playing inside. The area will allow the ability to have multiple activities at this facility, i.e. a band inside and a baseball game on television outside for example and will be a big benefit to our members. The Grapevine Elk's Lodge would like to meet and discuss this proposal our with the city permitting and planning department as well as several other upgrades we would like to do over the next 5-10 years to improve. Post will be placed 8 ft. on center. Pickets will be #2 or better grade stained cedar pickets with a minimum thickness of 1 in. and a length of 8 ft. Horizontal rails will be 2 in. X 4 in. cedar of #2 or better. All splices will be made at the post only. The pickets will be nailed or screwed to the rails with galvanized hardware of appropriate size, as needed. Pickets will be fastened with twice at each rail. Pickets will be installed board over board that the pickets form one continuous wall on the interior front side and posts and rails are visible only on the back side. Post will be boxed with pickets. A top trim piece will be installed on the interior side of the fence. All fasteners will be installed flush with the face of the picket. Steel posts will be provided with galvanized dome cap. Finished height of posts will be trimmed if needed so as not to be visible above the top rail so that they cannot be seen from the interior front side of the fence. Fence will be constructed so that it is plumb, vertically straight and the top of the pickets will form a continuous line with no dips or abrupt vertical changes. Gates: 3 Gates will be installed (one on each end and one in the middle). Gate hardware will be Panic Hardware style on the inside only. No latches on the exterior.
