Any application for a change in zoning or for an amendment to the zoning ordinance shall have, from the date of submittal, a period of four months to request and be scheduled on an agenda before the Planning and Zoning Commission and City Council. If after said period of four months an application has not been scheduled before the Commission and Council said application shall be considered withdrawn, with forfeiture of all filing fees. The application, along with the required filing fee may be resubmitted any time thereafter for reconsideration. Delays in scheduling applications before the Planning and Zoning Commission and City Council created by city staff shall not be considered a part of the four month period. The event is our main fundraiser and pays for the mission work we do. To expand our operation, we need to produce another gala and we believe the Dallas Fort Worth area, and particularly Grapevine, is the place to do it. We have a staff of 5 people working at the 432 Ball Street location. Our hours are 7:30 a.m. to 5:30 p.m. and occasional weekends. There is no signage whatsoever at this location and no "traffic". We have invested about $25,000 on landscape and fixing the house up and maintain it in a manner consistent with the rest of the neighborhood. The work that was done was primarily electrical, flooring and landscape. There was no construction involved. Our use of the house is strictly office use. We have established good relationships with the neighbors that we have met. We apologize that the homework was not done as well as it could have been on the front end and that we all find ourselves in this situation. We truly did not know that we were operating outside the guidelines for what was typical for this area.
