All Conditional Use and Special Use Applications are assumed to be complete
when filed and will be placed on the agenda for public hearing at the discretion of
the staff. Based on the size of the agenda, your application may be scheduled to a
later date.
All public hearings will be opened and testimony given by applicants and
interested citizenry. Public hearings may be continued to the next public hearing.

Any application for a change in zoning or for an amendment to the zoning
ordinance shall have, from the date of submittal, a period of four months to
request and be scheduled on an agenda before the Planning and Zoning
Commission and City Council. If after said period of four months an application
has not been scheduled before the Commission and Council said application shall
be considered withdrawn, with forfeiture of all filing fees. The application, along
with the required filing fee may be resubmitted any time thereafter for
reconsideration. Delays in scheduling applications before the Planning and
Zoning Commission and City Council created by city staff shall not be considered
a part of the four month period.

Grapevine Mills Blvd and SH 121
The current zoning for the property is C -C Community Commercial. The proposed use for the
development is a 7 -Eleven Convenience Store with a gasoline canopy with eight (8) fuel pumps.
Zoning allows the use of a convenience store, but a Conditional Use Permit (CUP) is required
for gasoline service stations. Per the C -C Community Commercial zoning, no special
requirements or conditions are imposed on the proposed use. The proposed development will
follow all zoning codes described in the City of Grapevine Zoning Ordinance.
The proposed use of the development provides a quick and convenient means of purchasing
fuel and goods to the surrounding neighborhood and State Highway 121 drivers. Thus, fulfilling
a need in the community and adding value to the surrounding properties.

Master Site Plan
• The subject site is one lot within a planned commercial center.
• Please provide a Master Site Plan for the planned commercial
center and include the following within a project data table: lot
number, land area (square foot), parking required, parking
provided, building coverage (percentage), landscape area
(square foot and percentage), pervious area (square foot and
percentage) and impervious area (square foot and percentage).

• Please add the following notes to the Master Site Plan stating the purpose
of the conditional use request:
a) Conditional use request CU17-01 is a request to amend the
previously approved site plan of CU07-13 (Ord. 2007-33) for a
planned commercial center, specifically to allow gasoline services
and the possession, storage, retail sale and off -premise consumption
of alcoholic beverages (beer and wine only), in conjunction with a
convenience store.

Dimensional Control Site Plan
• Please label the site plan as the Dimensional Control Site Plan.
• Please provide a numeric and graphic scale.
• Please add the following notes to the Dimensional Control Site Plan:
a) Conditional use request CU17-01 is a request to amend the
previously approved site plan of CU07-13 (Ord. 2007-33) for a
planned commercial center, specifically to allow gasoline
services and the possession, storage, retail sale and off -
premise consumption of alcoholic beverages (beer and wine
only), in conjunction with a convenience store.
b) The entire site is the premise.
c) Mechanical and electrical equipment, including air conditioning
units, shall be designed, installed and operated to minimize
noise impact on surrounding property. All such equipment
shall be screened from public view.
d) Lighting shall be designed to reflect away from residential
areas.
e) Masonry requirements of Section 54 shall be met.
f) The on -premise sign was included in the determination of the
illumination levels.
• Within the Site Data table please arrange the site data table in a
chart format showing the amount required and provided: height in
stories and feet, total building area, total lot area, floor area ratio,
total impervious area (square foot and percentage), total open
space (landscaped area -square foot and percentage), total building
and paved areas, accessible parking spaces. Also revise the total
parking required to five (5) plus one (1) for each 200 sf. ft. Please
revise accordingly.
• The refuse container may not be located between the front of the
building and any street right-of-way. Please revise accordingly.
• Please dimension the distance of the fueling canopy to the property
to all property lines.

• Please provide the type of on -premise sign proposed. A pole sign
requires Conditional Use permit approval. Please dimension the
distance to the nearest property line of the proposed on -premise
sign. The minimum distanced required is ten (10) feet. All signs

• Please label the refuse enclosure location.
Landscape plan
• Please label Grapevine Mills Boulevard and State Highway 121.
• Please label the perimeter landscape areas of at least ten (10') feet
throughout the subject site.
• Please provide shrubs to screen the vehicle use area from
Grapevine Mills Boulevard.
• With the provided column of the interior landscaping pleased revise the
required from 1,638 sq. ft. to 3,452 sq. ft.
• In addition to the State Highway 121 and the south property line, please
include the entire perimeter for the perimeter tree calculation. Please
revise accordingly.
• Please label the refuse enclosure location.
Building Elevations
• If a pole sign is proposed please provide the sign elevation including
height and dimensions.
• Please remove the third party vendor items and the trash containers.
• In lieu of colored elevations please provide uncolored, two dimensional
elevations and include the percentage masonry exclusive of doors and
windows.
• Please demonstrate how the HVAC units will be screened from public
view.
• If separate parking light standards are proposed, the maximum permitted
height for parking lot lighting standards (including the base) is based upon
the height of the primary structure or 20'8". Please include a light standard
elevation including the base if any are proposed.
• Fuel canopy lighting is required to be recessed. Please add the following
note to the fueling canopy:
• Fuel canopy lighting shall be recessed to prevent reflective glare.

revise the total parking required to five (5) plus one (1) for each 200 sf. ft. Please revise
accordingly.

11. The refuse container may not be located between the front of the building and any street right-of-
way. Please revise accordingly.

approval. Please dimension the distance to the nearest property line of the proposed on -premise
sign. The minimum distanced required is ten (10) feet. All signs will require a sign permit issued
by Building Inspections (817.410.3165) to a registered contractor. Please see the Engineering
comments regarding easements.

BUILDING ELEVATIONS
21. If a pole sign is proposed please provide the sign elevation including height and dimensions.
CEi Response: No pole sign is being proposed on this site; however, we will have a
monument sign. This has been added to the floor plan sheet for your reference.
22. Please remove the third party vendor items and the trash containers.
CEi Response: These have been removed from the elevations and floor plan.
23. In lieu of colored elevations please provide uncolored, two dimensional elevations and include the
percentage masonry exclusive of doors and windows.

this submittal.
24. Please demonstrate how the HVAC units will be screened from public view.
CEi Response: We have raised parapets on all 4 sides of the proposed store to hide
HVAC equipment. A note has been added to the elevations to note raised parapets.
25. If separate parking light standards are proposed, the maximum permitted height for parking lot
lighting standards (including the base) is based upon the height of the primary structure or 20'8".
Please include a light standard elevation including the base if any are proposed.
