The property to the west was rezoned in the 1984 City Rezoning from "R-1" Single Family District to "R-3.5" Two Family District. Zone change request Z89-17 approved the rezoning from "R-3.5" Two Family District to "CC" Community Commercial District. At the October 17, 2006 meeting Council approved zone change request Z06-12 from "CC" Community Commercial District to "R-TH" Townhouse District and Planned Development overlay PD06-08 which included deviations from the density requirements and area regulations found in the "R-TH" Townhouse District. Goodwill attendants greet the donors at their cars and assist them in unloading their donations. The Donation Drive -Up concept is a clean, orderly, and effective method of collecting recycled household goods and clothing from the community we serve. • We boast a physical infrastructure especially geared to receive and process donations in an orderly and efficient manner within a contained enclosure, which enables us to project and sustain a professional image. • There will be no attended donation trailers on the Grapevine Superstore sight. The Donation Drive -Up designated area is a part of the physical 67,000+ square foot retail facility. The Donation Drive -up drop off location is discretely placed out of primary public view at the back of the building. • Goodwill currently has donation stations in 15 cities in the Tarrant County area. At each of the existing donation stations, a weekly and monthly donation count report is compiled. These donation stations ranged from 12,000 to 19,000 total donations per month, or 800 to 1,266 total donations per month per location. Even at our busiest donation location (along Camp Bowie), the most donations we had in one week was 905 in August `07. 2. Planned 7 -Days a Week hours of operation and Truck Transports of each use stated: • Goodwill Superstore — Monday through Saturday, 9:OOam to 7:OOpm, Sunday 12pm — 5pm. These hours include store retail sales functions as well as shipping and receiving of merchandise at the loading dock. • Volume of transport movement to and from the loading dock is minimal when compared to a grocery store such as Albertsons (which previously occupied this location). As such, traffic noise will be drastically reduced in comparison. • Typically, transport trailer trucks will be on-site two (2) times a day at the back of the building in the loading dock areas: A) Deliveries of retail store merchandise are scheduled on a daily basis. Of the 1200+ families that GRACE provides social services and emergency suppo to, roughly 75% are citizens of Grapevine. GRACE's operating budget is approximately $3.3 million annually. Of that, approximatelymillion is f generated from the two upscale resale shops here in Grapevine. This source o Z funding has become quite valuable to GRACE in that it is a very stable source o much needed program dollars. If Goodwill is allowed to establish a "mega" thrift store in such a prime locatio we feet confident that the GRACE resale stores would quickly see a drop in sate and in a short period of time, become in jeopardy of closing. Obviously, this to in revenues would then equate to a reduction of programs and services offered to needy families in our community.
