when filed and will be placed on the agenda for public hearing at the discretion of
the staff. Based on the size of the agenda, your application may be scheduled to a
later date.
All public hearings will be opened and testimony given by applicants and
interested citizenry. Public hearings may be continued to the next public hearing.
Public hearings will not be tabled.
Any changes to a site plan (no matter how minor or major) approved with a
conditional use or a special use permit can only be approved by city council
through the public hearing process.
Any application for a change in zoning or for an amendment to the zoning
ordinance shall have, from the date of submittal, a period of four months to
request and be scheduled on an agenda before the Planning and Zoning
Commission and City Council. If after said period of four months an application
has not been scheduled before the Commission and Council said application shall
be considered withdrawn, with forfeiture of all filing fees. The application, along
with the required filing fee may be resubmitted any time thereafter for
reconsideration. Delays in scheduling applications before the Planning and
Zoning Commission and City Council created by city staff shall not be considered
a part of the four month period.

required parking for the light assembly (manufacturing) portion of
the store at 1-space/1000-sq.ft.
9. Please submit a letter which provides a general description of the
proposed request and include in the letter a statement as to why the
proposed Conditional Use will not cause substantial injury to the
value, use or enjoyment of other property in the neighborhood
(Section 48.D.6.7. - Zoning Ordinance).
The above comments must be reflected in the revised submittal,
which is due by Thursday, August 28th at 12:00 p.m. for the

September 16th public hearing. Please submit the revised documents
to the Department of Development Services at 200 South Main Street.
The revised submittal shall include:
one (1) Mylar of each sheet (minimum size 22" x 34")
one (1) colored version of the landscape plan on 11" x 17" or a digital
version of the same
two (2) folded blackline copies of each sheet, (minimum size 22" x 34")
forty (40) reduced sorted (collated sets) copies at 11" x 17" three hole
punched, stapled and z -folded (fold the right edge to the left edge
and then fold the right edge in half to form a z -fold).
If these revisions are made and submitted at the correct time, you will be
scheduled for the next available agenda.

CITY OF GRAPEVINE, TEXAS
On Tuesday evening, September 16, 2008 at 7:30 P.M. in the City Council Chambers, 2nd
Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
Z08-07 — SKINNER CUSTOM HOMES - submitted by Skinner Custom Homes for property
located at 410 North Dove Road and platted as Lots 5A, 513, and 6 Block 7, WC Lucas
Addition. The applicant is requesting to rezone 1.38 acres from "R-7.5" Single Family
Residential to "R-5.0" Zero -Lot -Line Residential for the development of six lots. The
property is owned by Star Bible Publishing.
CU08-17 — GAYLORD TEXAN - submitted by Gaylord Hotels for property located at 1501
Gaylord Trail and platted as Opryland Addition. The applicant is requesting a conditional
use permit to amend the previously approved site plan, specifically for the addition of a
resort pool complex, food and beverage pavilion and an event pad site. The property is
zoned "PCD" Planned Commerce Development and is owned by Gaylord Hotels.
CU08-19 — LAVA LOUNGE - submitted by Guan Tan for property located at 401 East
State Highway 114 and platted as Lot 3, Block A, Trinity Industries Addition. The applicant
is requesting a conditional use permit to amend the previously approved site plan,
specifically to enlarge the existing structure and allow the possession, storage, retail sale
and on -premise consumption of alcoholic beverages (beer, wine and mixed beverages) in
conjunction with a restaurant. The property is zoned "CC" Community Commercial and is
owned by Wood Golden Ltd.
CU08-20 - GREAT WOLF LODGE - submitted by Great Wolf Lodge of Grapevine for
property located at 100 Great Wolf Drive and platted as Lot 1R, Block 1R, Great Wolf
Addition of Grapevine. The applicant is requesting a conditional use permit to amend the
previously approved site plan, specifically to allow additional parking and an exterior
elevation change. The property is zoned "CC" Community Commercial and is owned by
Great Wolf Lodge of Grapevine LLC.
CU08-22 — GOODWILL INDUSTRIES - submitted by Goodwill Industries for property
located at 2100 West Northwest Highway and platted as Lot 2, Grapevine Plaza Addition.
The applicant is requesting a conditional use permit to amend the previously approved site
plan for a planned commercial center, specifically to establish a retail store and drop-off
donation center for Goodwill Industries. The property is zoned "SP" Site Plan and is owned

FUTURE LAND USE MAP II UPDATE MP08-02 - amending the Official City of Grapevine
Future Land Use Map II for properties located on Starnes Street and platted as Lots B, C,
L, M and N, J J Hall Addition and the north portion of Lot 1 R, Starnes Addition from "CO"
Commercial and "RM" Residential Medium Densityto "LC" Commercial Light Intensity. The
property is owned by multiple owners.
After all parties have been given an opportunity to speak, the public hearing will be closed
and the Commission and the City Council will deliberate the pending matters. Please

PROPERTY LOCATION AND SIZE:
The subject property is located at 2100 West
Northwest Highway, and is platted as Lot 2,
Grapevine Plaza Addition.
REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to amend the previously approved
site plan of CU96-07 (Ord. 96-25) for a planned commercial center. specifically to
establish a retail store and drop-off donation center for Goodwill Industries.
The applicant proposes to establish a Goodwill Superstore which is a facility for retail
sale of donated goods. The 67,534 square foot retail space, formerly occupied by
Albertson's grocery store, is proposed to serve as both a donation and retail facility.
Donated items will be dropped off at the rear of the facility where a drive-up/drop off
area is proposed. Proposed donation drive -up hours are Monday through Saturday
9:00 am to 9:00 pm and Sunday noon to 5:00 pm. The applicant expects this location
will attract an average of 300 shoppers per day. This location will not have an attended
donation trailer. Please see the applicant's attached letter which provides more details
of the use of the building, the drive -up operation and the hours of operation.

PRESENT ZONING AND USE:
The property is currently zoned "SP" Site Plan District and is developed as the Grapevine
Plaza Shopping Center.

The Grapevine Plaza Shopping Center was rezoned in the 1984 City Rezoning from "C-2"
Community Business District to "CN" Neighborhood Commercial District. The property
was rezoned to Site Plan District (Z85-10) allowing development of a shopping center with
a grocery store with off -premise consumption of alcoholic beverage sales. The Shopping
Center users would be limited to those uses listed in the "CN" Neighborhood Commercial
District. At the April 16, 1996 meeting Council approved CU96-07 for the
expansion/reconfiguration of the front end of the former store (Albertson's) to
accommodate new automatic entry/exit doors, cart storage area, in-store banking facilities
and relocated alcoholic beverage display sales area from the middle of the store to the
southeast corner of the store. At the May 20, 2008 meeting a conditional use request
(CU08-12, Ord. 2008-28) was approved to allow the possession, storage, retail sale and
off -premise consumption of alcoholic beverages (beer and wine only) in conjunction
with a convenience store (Grapevine Beer and Wine).
The property to the west was rezoned in the 1984 City Rezoning from "R-1" Single Family
District to "R-3.5" Two Family District. Zone change request Z89-17 approved the
rezoning from "R-3.5" Two Family District to "CC" Community Commercial District. At the
October 17, 2006 meeting Council approved zone change request Z06-12 from "CC"
Community Commercial District to "R-TH" Townhouse District and Planned Development
overlay PD06-08 which included deviations from the density requirements and area
regulations found in the "R-TH" Townhouse District. The townhouse site (Townhomes of
Westgate) is under construction. At the August 15, 2006 meeting Council approved
CU06-31 (Ord.2006-55) for a medical office on the site south of the townhouse
development. At the April 17, 2007 meeting Council approved CU07-04 for a veterinary
clinic (Animal Emergency Hospital) on the site south of the townhouse development. The
Site Plan Review Committee (SPRC) at their August 27, 2008 meeting approved CU08-
18 which was a request to allow changes to the square footage and elevations of the
medical office building which was approved by CU06-31.
The property to the north was rezoned in the 1984 City Rezoning from "R-1" Single
Family District to "R-TH" Townhouse District. Zone change request Z93-07 approved the
rezoning from "R-TH" Townhouse District to "R-5.0" Zero Lot Line District. The property
is developing as Oak Meadows Addition.
The property to the east was rezoned in the 1984 City Rezoning from "SP" Specific Use
Permit to "PO" Professional Office District. The property was developed as office uses
prior to 1984.

Goodwill store in reference to:
CONDITIONAL USE APPLICATION CU08-22 - GOODWILL INDUSTRIES - submitted
by Goodwill Industries for property located at 2100 West Northwest Highway (former
Albertson's) and platted as Lot 2, Grapevine Plaza. The applicant is requesting a
conditional use permit to amend the previously approved site plan of CU96-07 (Ord. 96-
25) for a planned commercial center with the possession, storage, retail sale and offpremise
consumption of alcoholic beverages (beer and wine only) in conjunction with a
grocery store, specifically to replace the grocery store with a drive through donation
center. The property is currently zoned "SP" Site Plan District and is owned by Goodwill

The Goodwill store in my opinion is not a viable option for the old Albertsons store front. It is not in the
best interest of the local neighborhood and promotes a level of degradation to the area. Unfortunately this type
of property ,although good in its concept, usually signals a low income / more industrial area, ( regardless of
what hyperbole might be said), than the nice neighborhoods adjacent to the store. Think hard of when you last
saw a Goodwill store in a similar type of neighborhood that is near Albertsons and not in a more impoverish
area. If you have please direct me to that Goodwill store for I would like to see it in person coming from
someone who has actually been in Goodwill stores.
Yes we have the Grace community stores but their stores are smaller and more discreet in their
appearance than a Goodwill store front would be and better maintained Personally I have never seen a decent
well maintained looking Goodwill store front.. Also it just might indicate to our Southlake neighbors that we are a
less influential area than they are when in reality we should be staying on par with them. If you want to attract
tourists to the area this is not the way to go about it. Tourist do not shop at Goodwill. I do not want to seem as
if this is a case of " not in my backyard" but in all due respect it is not the type of property I would personally
expect to have in the area. I can vision this type of store being in the more industrial warehouse area off of
Dallas. How about a Whole Foods type of store or an upscale Steinmart or a training facility of some type
instead of Goodwill.
Lastly I received the notice about this Goodwill store via a Neighborhood e-mail notice. Obviously
this information being sent out to the neighborhood means that the local citizens are concerned. Please do not
overlook that concern and proceed to permit this type of store without due regard to those that actually live in

Dear Mayor Tate and Grapevine City Council Members:
I oppose the the Conditional Use Application CU08-22 filed by Goodwill Industries requesting
a conditional use permit to amend the site plan approved by Ordinance No. 96-25 to establish
a retail store and drop-off location center for Goodwill Industries at 2100 West Northwest
Highway.
Using the old Albertson's store for a Goodwill Store is a negative solution for the vacant
space. A strong anchor store in a shopping center has the positive influence of better
supporting stores in the same center and thus a higher cash flow meaning more tax revenue
for our city.
A Goodwill Store as the anchor means the site will continue to deteriorate in the quality of
the businesses there, tax revenue will possibly decline and drop-off points, especially if
unattended, can be an eyesore.
As a homeowner close to the site, I also see the Goodwill Store as greatly degrading the
value of the neighborhoods surrounding it.
Last, but certainly not least, Grapevine has a wonderful local charity, GRACE. Let's not
negatively impact the resale shops of GRACE by having an out of town resale giant such as
Goodwill move in.
When a Goodwill store moves into a retail space, it signals a decline in the area. Grapevine
has worked too hard in attracting businesses, hotels and convention visitors to let that start

Many of us in NW Grapevine have great concern about the potential approval of a Goodwill drop and
sale location in the former Albertsons on Northwest Highway.
Considering that a liquor store just opened up on this corner, it seems to be a bad combination that
would bring additional crime and problems to this part of town. It's of even greater concern that the
family -friendly neighborhoods in this immediate area could be negatively impacted.
I urge you to make your position publicly known on this matter and I hope that you will be opposed to
any Goodwill Store opening at this particular location. It's just a very bad combination of elements that.

am a Winding Creek resident and truly love living in Grapevine. I have always felt that our elected officials took
care of guiding what type of commerce comes into our city. I was shocked when I saw the trashy
beer/cigarette/check cashing place that went in on Park and I am very alarmed at the prospect of the goodwill
center going in the old Albertson's location. You seem to have forgotten that the neighborhoods around here
expect more than what these places bring in. I fear that if a Goodwill donation site is allowed we will have just a
glorified dump site for junk.
would like to see something go in that would actually bring in funds to the city as well as provide a nice and
clean front area as we travel to our neighborhoods. A Goodwill store may actually lower our property values due
to the image the store brings with it. We already have a large Goodwill super store just outside our city border
off of 121. It is close enough. I also think it is unfair to Grace and Angel's Attic to bring in the competition for
donated items. I for one will be supporting the smaller resale venue.
I think the Goodwill at Park and Northwest Highway is a bad idea. Please vote NO.

I am writing in great concern of the anticipation of the old Albertson's location being
leased. I am all for locations being occupied, but I am gravely concerned when existin
businesses in the same location have people late at night in the center congregating
around outside the center. The visual of this center needs to make a good impression o
those in the Grapevine area. How will the security issue be handled? Will there be 24
security? How will the project be appealing to the eye and kept up in terms of making
sure it is kept up with the standard of the area? There is one business that has been let
that has become a problem and will certainly lure people to the front steps after work
public transportation is a factor in consideration of the business and how people get to
and from work. Goodwill Industries has been around for a long time, but tthe request ♦....

Grapevine stay up to standard with other centers in the area. What will he the details 0 1

need to be looked at before a decision is made.
Finally, we already have two charities that are supported in the Grapevine area on the
same street and though this can be looked at in a positive light in terms of bringing
people in, it will certainly take more away from organizations that give directly back to
our community. Supporting GRACE is vital to the local community of Grapevine,
Southlake and Colleyville. It continues to flourish because of the support it has given to
people over the years in this area. People have been able to stay in the area because of
the help GRACE has given to people here directly. The monies that are made go back to
the community directly and help those in need locally. How does Goodwill go back to
our community and help directly for those in need? How will this affect GRACE? I
believe that it will affect GRACE with what they rely on from their community. The
Industries. How can this be good for the community? Angel's Attic is another mission
based store that has given back to the community through donations. How will this affect
them? Have we, as residents, looked at this? Please consider this closely as you make a
decision tonight based on what has been written.

Grapevine. And am also distressed to learn there is now a Grapevine B= and Wine located
in that same shopping center.
I live in Winding Creek Estates — a community of 413 homes at the intersection of Park -
Blvd. and Dove — less than a mile from the subject properties.
I feel it is crucial to have business in the area that will attract a good, high-class clientele in
order to maintain out property values and do not feel a beet shop and a Goodwill store will
accomplish that.
please consider the quality standard of the community and especially the immediate
neighborhood and how the upkeep and general appearance will deteriorate if these
businesses ate allowed to operate at this location. Will we end up with a seedy, unattractive
shopping center occupied by men loitering around the beet shop? Will we have dumpstexs

Regarding the proposed Goodwill Industries retail store application (CU08-22) to be
discussed at tonight's city council meeting, I would like to oppose this application. My
husband, Brent and I live in the Winding Creek Estates neighborhood with our daughter.
We have lived in Grapevine almost six years and have seen a real revitalization of the
city in recent years.
We feel that having this Goodwill Industries retail store in the old Albertson's building at
the corner of Park Blvd. and Northwest Highway would not be an ideal location. The
city of Grapevine is already being served with charitable outlets with Angel's Attic in the
shopping center on Northwest Highway and Grace (Grapevine Relief and Community
Exchange) on Shady Brook Drive. Looking at other Goodwill Industries locations, their
upkeep of the facilities have not been good. Just look at the one in Bedford and on 26 in
Colleyville! The typical Grapevine resident and taxpayer would not be benefited by this
facility. Please do not jeopardize the area where our home is located by bringing in
additional population not living in Grapevine.

In regard to the above referenced subject, we hereby submit additional information about our planned uses
of the former Albertson's property per your request and in the following order:
1. Planned hours of operation of each of the uses: Scheduled hours of operation will include:
® 9:00am to 8:00pm 7 days a week: Goodwill Superstore. And Drive -up/ thru donations
drop-off.
7:30 am to 8:00 pm Monday — Friday: Institute for career Development, and Contract
Shop FOR Special Needs Clients/Staff.
• Goodwill Industries of Fort Worth Inc. currently has 10 staffed Donation Stations, 16
Super -Stores throughout Tarrant County.
2. Handling of after-hours drop-offs:
Placement of donation/storage bins: There will be no drop-off storage-bins/boxes at this
location. Our on-site staff will receive with carts all donated items transitioned within the
facility for immediate shipping/transportation to our centralized corporate distribution
warehouse on the same day. Using this approach in our on-site staffed Donation Stations
has historically ensured the consistent avoidance of the build-up of unsightly items too
bulky to be contained in non staffed donation bins areas.
Site Trailers: We intend to have a Goodwill logo site -trailer setback from view from the
R.O.W and located at the back of the building, but visible from the parking lot. The Site -
trailer will enable us to accommodate if necessary potential after-hours drop-offs and
eliminate overnight build-up which are loaded up first thing each morning and transported
to our corporate warehouse in container trailers. Using existing policies and procedures, we
will continually work to avoid violations on our property and ensure that all ordinances of
the City are strictly adhered to (please refer to Site & Acrial plans fig.1 &2 attached, and to
the picture of our Tvpical Site & Container Tractor -trailers a1)J&7 attached).
• Company policy: Our Company policy prohibits illegal dumping of unsolicited donation
items after hours, this policy is enforced vigorously by our in-house Security and Asset
Protection Department which includes several retired police officers who maintain
excellent contact and rapport with Police and Law Officers in every City where Goodwill
Stores exist. The department is headed by our Vice -President for Security and Asset
Protection, himself a retired police officer.
Signage: In order to avoid confusion, we mount wall signs that clearly display company
policy to the general public, we also mount wall signs which aim to guide and direct the
general public as to where to offload their donations such that those donations are carted
into the building on the spot. Finally, our building and street signs will reflect a corporate
image that complements the excellent standards and expectations of the City of Grapevine.
• Transportation pick-up: Our trailer drivers are dispatched to each Goodwill location at
least twice a day to pick-up donated items and deliver them to our main warehouse in order
to make space for more donations and to ensure orderly appearance. We will work with the
City of Grapevine at every juncture to ensure that a high standard of appearance is always
maintained. (please refer to Typical Site trailer aw.3 in Appendix -attached)

3. Building layout: One of the key inducements to the selection of this facility is its convenient
public vs. private layout with the public area facing the street and the private area shielded from
view. This attribute allows us to maintain the corporate character and image of the neighborhood
yet allows us the privacy to shield from view from the public right of way all functional activities
involving shipping and handling at the receiving area/dock (please refer to Site & Aerial plan f g� 1
attached).
4. The Contract Shop concept:
Contract Shop packaging projects/training consists of: Light assembly, Kitting, and
Binding of any array of parts, supplies, and package projects, whose aim is to add value to
a product or its part, while instilling in our employees the importance of efficiency, quality
control, and customer service, all of which enable the development of lifelong skills to
perform meaningful work for the business community and attain self-sufficiency, a key
aim of Goodwill's overall vision.
In addition to services we already provide to clients ranging from Pepsi to the US
Government, we also aim to model our services after our affiliate in Savannah Georgia (G -
Force technologies) which is involved in the kitting of aeronautic parts for Gulfstream
Aerospace.
5. Other Goodwill industries Services offered:
Goodwill Superstore: Please refer to our initial letter (attached) of 06-06-08 detailing
additional uses we intend to put this location to.
This location is in a demographically prime spot to attract employees and create jobs for the
community as well as to benefit from contract opportunities with organizations in the area.

Here is a summary of the key points addressed in during our meeting on Wednesday. The proposed
location in Grapevine will generate revenues key to funding the mission of Goodwill Industries of Fort
Worth. Goodwill empowers people with disabilities and disadvantages through our numerous job training
and placement programs. The revenues derived from a new retail store and donation facility in Grapevine
would indeed change thousands of lives each year through the "power of work" provided by Goodwill.
Things you should know about Goodwill:
• 90% of all money earned by Goodwill Industries of Fort Worth goes into programs and services.
• Goodwill Industries International, Inc., is the largest employer of people with disabilities in the
world.
• Goodwill Industries of Fort Worth strives to maintain an employment ratio of 80% disabled
workers.
• Over 80% of Goodwill Fort Worth graduates become gainfully employed and remain employed.
• About 65% of Goodwill Fort Worth's $25 million revenue is generated through the sale of
donated goods.

• The designs of our typical Goodwill Superstores are comparable to mainstream retail
establishments such as Kohls or Ross. Our stores appeal to a wide variety of shoppers, as
thrift shopping is trendier than ever. It is not unusual to see a Goodwill parking lot lined
with luxury automobiles, as more and more people discover the excitement and thrill of the
Goodwill shopping experience. We provide an outlet with a conscious orientation toward

of our shoppers.

Our facilities are landscaped and bi-weekly maintained by our own staff who also contract
landscaping services to municipalities across the DFW area. Goodwill Industries is one of
the largest contract landscaping services providers, which includes on-the-job training
opportunities.
Each property owned by Goodwill, be it new or old, is constructed or renovated with the
highest level of quality. We eagerly incorporate each municipality's code requirements
toward achieving a successful outcome.
• We expect a store in Grapevine to attract over 500 shoppers per day on average,
approximately 200, 000 per year.

• Each Goodwill Superstore features a Donation Drive -Up that allows donors to easily make
donations. Goodwill attendants greet the donors at their cars and assist them in unloading
their donations. The Donation Drive -Up concept is a clean, orderly, and effective method
of collecting recycled household goods and clothing from the community we serve.
• We boast a physical infrastructure especially geared to receive and process donations in an
orderly and efficient manner within a contained enclosure, which enables us to project and
sustain a professional image.
• There will be no attended donation trailers on the Grapevine Superstore sight. The
Donation Drive -Up designated area is a part of the physical 67,000+ square foot retail
facility. The Donation Drive -up drop off location is discretely placed out of primary
public view at the back of the building.
• Goodwill currently has donation stations in 15 cities in the Tarrant County area. At each
of the existing donation stations, a weekly and monthly donation count report is compiled.
These donation stations ranged from 12,000 to 19,000 total donations per month, or 800 to
1,266 total donations per month per location. Even at our busiest donation location (along
Camp Bowie), the most donations we had in one week was 905 in August `07.
2. Planned 7 -Days a Week hours of operation and Truck Transports of each use
stated:
• Goodwill Superstore — Monday through Saturday, 9:OOam to 7:OOpm, Sunday 12pm —
5pm. These hours include store retail sales functions as well as shipping and receiving of
merchandise at the loading dock.
• Volume of transport movement to and from the loading dock is minimal when compared to
a grocery store such as Albertsons (which previously occupied this location). As such,
traffic noise will be drastically reduced in comparison.
• Typically, transport trailer trucks will be on-site two (2) times a day at the back of the
building in the loading dock areas:
A) Deliveries of retail store merchandise are scheduled on a daily basis.
B) Processed and sorted Donation Items shipped to the primary distribution
warehouse are scheduled on a daily basis.
• Donation Drive -Up -- Monday through Saturday, 9:OOam to 9:OOpm, Sunday 12pm — 5pm.

will be reviewing an application from Goodwill, industries to purchase the
property located at Northwest Highway and Highway 114 in the City of
Grapevine, It is our understanding that Goodwill has 'intentions of open -Ing a
large thrift store and donation drop off center in the space previously occupied
by Albertsons.
On behalf of the board of directors, staff - and most importantly our clients, I
would like to urge you to consider the effects this new store will have on GRACE
and the citizens of Grapevine.
Of the 1200+ families that GRACE provides social services and emergency suppo
to, roughly 75% are citizens of Grapevine. GRACE's operating budget is
approximately $3.3 million annually. Of that, approximatelymillion is

generated from the two upscale resale shops here in Grapevine. This source o

funding has become quite valuable to GRACE in that it is a very stable source o
much needed program dollars.
If Goodwill is allowed to establish a "mega" thrift store in such a prime locatio
we feet confident that the GRACE resale stores would quickly see a drop in sate
and in a short period of time, become in jeopardy of closing. Obviously, this to
in revenues would then equate to a reduction of programs and services offered
to needy families in our community. I
Although I am very familiar with Goodwill and hold a Lot of respect for the
valuable programs and services they offer to residents of Dallas, Fort Worth arw
ArLington; the citizens of Grapevine will unfortunately not benefit from these
programs.
GRACE, and our partners in this community, has been faithfully serving the
citizens of this great city for over 20 years. We have become the Largest and
most comprehensive social service agency in this area. Thousands of men,
women and children rely on GRACE programs for food, shelter, clothing and
medical care. I would hate to see any of that jeopardized.

This letter is to inform you in more detail as to the proposed use of the former
Albertson's at Hwy 114 and 1709 by Goodwill Industries of Fort Worth, Inc.
The 67,000 sq ft building would be ideal for several operations that Goodwill
would run concurrently. Below you will find these areas of operation defined.
USE — Goodwill currently owns and operates fourteen (14) high end retail
stores. These stores are well lit with new fixtures and great signage
featuring the highest quality of gently used merchandise. We also have
many new goods available as well as creating a shopping experience
similar to KOHLS or Marshall's. The closest location to Grapevine for
your inspection is at 701 North Industrial Boulevard, in Bedford.
Projected sq ft: approximately 25,000 sq ft and employing 21 people.
USE — Contract Shop: Goodwill for years has been one of the premiere
contractors in North Texas. We have small to large Grounds Keeping
and Building maintenance contracts with the state and federal
governments, i.e.: Bureau of Engraving & Printing as one example. We
also do numerous hands-on fulfillment contracts such as collating,
packaging and light assembly for such customers as American Airlines,
Alcon Laboratories, and Dr. Pepper, to name a few. In this Goodwill
department we specialize on training and employing people with severe
barriers to employment. We have been in discussion with the I.S.D.'s
principally in Grapevine, Colleyville, South Lake, Keller, and HES to train
and employ students of these school districts to help them achieve
maximum independence. Projected sq ft: approximately 20,000 to
25,000 sq ft and serve approximately 20 to 30 individuals.

This is a fully accredited proprietary school that meets all Texas Workforce
Commission standards. We are currently acquiring further accreditation
by ACCSCT (Accrediting Commission of Career Schools and Colleges of
Technology). Projected sq ft: approximately 15,000 sq ft and service 20 to
40 students.
USE —Charitable Donation Station. This would allow the citizens of Grapevine
and surrounding communities to donate tax deductible commodities for
Goodwill to generate revenue for its mission. Projected sq ft:
approximately 4,000 sq ft and would employ four (4) people.
USE —Work closely with GRACE in Grapevine to help supply them with
additional donations and revenue to further their mission.
