BACKGROUND: Certificate of Appropriateness application #CA12-76 was submitted on October 17, 2012 by the applicants Frank and Laura Browning to enclose and renovate the existing port cochere on the side of the building to serve as additional sales area and dining space for the Beatitudes Tea Room. The house is a contributing structure to the West Wall Street Historic District. Staff recommends approval of Certificate of Appropriateness #CA12-76 enclose and renovate the porte cochere which has been designed following the Design Guidelines established for the property with the condition that all exterior materials, doors, windows and paint colors be approved under a separate CA and a permit is obtained from the building department. FOUNDATIONS Spread Footing, Grade Beams 1. Individual footings and exterior load bearing grade beams should be situated a minimum of 2 feet below the existing pavement grade down to firm native soil. Soft or wet soil shall be removed down to a firm layer. 2. Individual footings can be designed for maximum allowable bearing pressure of 1,500 PSF. Grade beams can be proportioned using an allowable bearing pressure of 1,500 PSF. 3. Settlements of properly constructed footings should be primarily elastic and could range up to 1 inch. Long term differential movements of 0.75 inches should be considered between adjacent footings. 4. Excavation of the footings and grade beams, backfilling and placement of steel and concrete should proceed in a reasonably continuous manner. Water should not be allowed to stand in the excavations and the exposed soils should not be allowed to dry out. Complete installation of individual footings or sections of grade beams should be preferably accomplished in 48 hours. 5. If the supporting soils in the bottom of the footing, or grade beam, become disturbed, they will have to be excavated. The undercut can be backfilled with compacted soils as described in the Site Grading section or with lean or footing strength concrete. 6. Backfilling adjacent and over footings should proceed as soon as practical to minimize disturbance to the bearing strata. Backfilling should be accomplished using soils similar to those excavated for footing installation.
