HomeMy WebLinkAboutCA2010-84MEMO TO: HISTORIC PRESERVATION COMMISSION FROM: DAVID KLEMPIN, HISTORIC PRESERVATION OFFICER SCOTT WILLIAMS, BUILDING OFFICIAL RON STOMBAUGH, PLANNER MEETING DATE: WEDNESDAY, NOVEMBER 17, 2010 SUBJECT: CERTIFICATE OF APPROPRIATENESS #CA10-84 405 EAST TEXAS STREET HISTORIC BILL AND HELEN MILLICAN HOUSE DAVID AND GIGI EWBANS, OWNERS RECOMMENDATION: Staff recommends the Historic Preservation Commission approve with conditions Certificate of Appropriateness #CA10-84 for the property located at 405 East Texas Street, legally described as A422, Trs 58132 & 5BC to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the following items: Construct new addition and renovate the existing Millican house and construct new breezeway, guest house, loggia and garage building with living space above, as per submitted plans, with the conditions that all exterior materials, windows, doors and paint colors be approved under a separate Certificate of Appropriateness. BACKGROUND: Certificate of Appropriateness application #CA10-84 was submitted on November 5, 2010 by the owners David and Gigi Ewbanks for the construction of a new addition and renovation of the existing Bill and Helen Millican House and construction of a new breezeway, guest house, loggia and garage building with living space above. The additions are needed to provide the space requirements necessary for adapting the house to serve as the Ewbank family's personal home. The Millican House is significant for its association with former Grapevine blacksmith Millican family. For over 80 years the Millican family blacksmith shop at Main and Texas Streets served the community from the time when horse drawn equipment was used to plow the Grapevine prairie through the transitional time of the advent of the automobile, when the horse and buggy was still in use. The plans for the proposed additions were designed by the Brian Easley, Architect, who has worked with the Secretary of Interiors standards for rehabilitation of the original house and has followed the Design Guidelines established for the property under the historic landmark designation. Staff recommends approval of #CA10-84 for construction of the new additions and renovation of the house. The application was filed by the owner of 405 East Texas Street for Commission to hold a public hearing relative to a request for Certificate of Appropriateness CA10-84 for renovation of existing and addition. A public hearing regarding this application will be held by the Historic Preservation Commission on Wednesday, November 17, 2010, at 6:00 P.M., at the Wallis Hotel, One Liberty Park Plaza, 2nd Floor Board Room, Grapevine, Texas 76051. Appendix G, Section 7.(C) of the Grapevine City Code requires that the Commission shall deny, approve, or approve with conditions any Certificate of Appropriateness application within 30 days of receipt of a completed application, determining whether the proposed work is consistent with the regulations contained in this ordinance, in all applicable ordinances, and in the zoning ordinance designating the Historic Landmark Districts. Upon posted notice, and notification by regular mail at least five (5) days in advance to the immediately adjacent property owners as that ownership appears on the last approved tax roll, the Commission shall conduct a public hearing on the application, at which time an opportunity is provided for proponents and opponents of the application to present their views.
