On Tuesday evening, June 19, 2012 at 7:30 P.M. in the City Council Chambers, 2nd Floor,
200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
Z12-05, CU12-18, PD12-03 - Broadstone Grapevine Apartments - submitted by Alliance
Realty Partners for property located at 300 West Glade Road and proposed to be platted
as Lot 1, Block 1, Broadstone Grapevine Addition. The applicant is requesting to rezone
16.263 acres from "PCD" Planned Commerce Development to "R -MF" Multifamily District
for the development of a 3 -story apartment complex. The applicant is also requesting a
conditional use permit for height and a planned development overlay to include but not be
limited to deviation from building length and building separation. The property is zoned
"PCD" Planned Commerce Development District and is owned by The Sallee Descendants
Trust & The Sallee Survivors Trust, New Johnathan's Enterprise Inc. and Glade Road JV
No. 2.
CU12-20 - Pylant Medical Office - submitted by Brent Pylant for property located at 1034
Texan Trail and platted as Lot 1 RA1, Block 2A, Grapevine Station Addition. The applicant
is requesting a conditional use permit for a planned business park to allow the
development of a medical office with outdoor speakers. The property is currently zoned
"BP" Business Park and is owned by Pylant Real Estate Holdings.
CU12-23 - Side Street Winery & Bodega — submitted by Side Street Winery & Bodega for
property located at 422 South Barton Street and platted as Lot 7, Block 3, City of
Grapevine Addition. The applicant is requesting a conditional use permit to allow a winery
with on and off premise consumption of alcoholic beverages (wine only). The property is
currently zoned "CBD" Central Business District and is owned by Geary & Shelly Baker.
HL12-01 — 527 South Dooley Street - submitted by David & Gayle Dyke for property
located at 527 South Dooley Street and platted as Lots 5 & S 6' of 6, Block 117, College
Heights Addition and Tract 2M, Abstract 1029 Esther Moore Survey. The applicant is
requesting designation as a historical landmark sub -district. Such sub -district may include
buildings, land, areas, or districts of historical, architectural, archaeological or cultural
importance or value that merit protection, enhancement, and preservation in the interest of
the culture, prosperity, education, and welfare of the people. The property is zoned "R-7.5"
Single Family District and is owned by the David & Gayle Dyke.

Because you are a property owner within 200 feet of the subject tract of land as
shown by the last City -approved tax rolls, you received this notice. If you cannot or

REQUESTED HISTORIC LANDMARK SUBDISTRICT AND COMMENTS:
The applicant is requesting a Historic Landmark Subdistrict designation for property located
at 521 Estill Street and platted as Lot 6, Block 100, College Heights Addition.
The Historic Preservation Commission, at their January 25, 2012 meeting, adopted the
preservation criteria for the subject property addressing such issues as setbacks,
driveways, parking, exterior finishes and other architectural embellishments to preserve the
historic integrity of the property.
The C. L. and Vera Fay Chambers House was constructed c. 1959 in the College Heights
Addition to Grapevine, Texas. It is believed to be the smallest house in the city, containing
approximately 680 square feet. It is a contemporary version (post 1940) of a traditional folk
style; the Side Gable. The house is a basic rectangle with a shed -roofed carport (likely not

original) attached on the west elevation and enclosed on its west and rear (north)
elevations.
The C. L. and Vera Fay Chambers House is representative of post -World War II housing
constructed in Grapevine that was built to serve two purposes. The construction of the
house not only provided additional housing in Grapevine's core during a period of rapid
development but also provided additional income for the home's builder. At the time of the
home's construction, the Chambers were living in nearby Irving, Texas.
PRESENT ZONING AND USE:
The property is currently zoned "R-7.5" Single Family District and is currently used as a
residential structure.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject property and the surrounding properties to the north, south, east, and west
were zoned "R-1" Single Family District prior to the 1984 City Rezoning.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: "HC" Highway Commercial - Dearing Automotive and a professional
office building
SOUTH: "R-7.5" Single Family Residential - residential structures
EAST: "R-7.5" Single Family Residential - residential structures
WEST: "R-7.5" Single Family Residential - residential structures
AIRPORT IMPACT:
The subject tract is located within "Zone A" Zone of Minimal Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" Map. Few
activities will be affected by aircraft sounds in "Zone A" except for sound sensitive activities
such as auditoriums, churches, schools, hospitals, and theaters. The applicant's proposal
is/is not an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as a "RL" Residential Low Density. The
applicant's proposal is in compliance with the Master Plan.

An application was filed in the office of Historic Preservation requesting Historic
Preservation Commission approval for Historic Landmark Designation #HL 12-02 on the
property addressed as 521 Estill Street.
The application was filed requesting the approval of a Historic Landmark Overlay for 521
Estill Street,
A public hearing regarding this application will be held by the Historic Preservation
Commission on Wednesday, January 25, at 6:00 P.M., at the Wallis Hotel, One Liberty
Park Plaza, 2nd Floor Conference Room, Grapevine, Texas 76051.
Appendix G, Section 7.(C) of the Grapevine City Code requires that the Commission shall
deny, approve, or approve with conditions any Certificate of Appropriateness application
within 30 days of receipt of a completed application, determining whether the proposed
work is consistent with the regulations contained in this ordinance, in all applicable
ordinances, and in the zoning ordinance designating the Historic Landmark Districts. Upon
posted notice, and notification by regular mail at least five (5) days in advance to the
immediately adjacent property owners as that ownership appears on the last approved tax
roll, the Commission shall conduct a public hearing on the application, at which time an
opportunity is provided for proponents and opponents of the application to present their
views.
If you cannot or do not wish to attend the public hearing, the attached form is
provided for your convenience.
