On Tuesday evening, October 16, 2012 at 7:30 P.M. in the City Council Chambers, 2nd
Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
Z12-12 — West Wall Street — submitted by Shamrock Ventures Property Development Inc.
for property located at 1331 West Wall Street and platted as Block 1, Dellwood Acres
Addition. The applicant is requesting to rezone 0.661 acres from "PO" Professional Office
to "R-7.5" Single Family District for the development of two residential lots. The property is
zoned "PO" Professional Office District and is owned by Gottfredson Land Development.
CU12-21 - 7- Eleven - submitted by 7 -Eleven for property located at 520 South Main Street
and platted as Lots 1 R2 and 313, Block 4, City of Grapevine Addition. The applicant is
requesting a conditional use permit to allow the possession, storage and retail sales of off -
premise alcoholic beverages (beer and wine only) in conjunction with a convenience store.
The property is currently zoned "CBD" Central Business District and is owned by Biatwig,
LLC.
CU12-38 - Southwest Bank - submitted by BDI Engineering for property located at 2050
Hall Johnson Road and proposed to be platted as Lot 1, Block 1, SW B Addition. The
applicant is requesting a conditional use permit to allow a drive through banking facility and
a monument sign with changeable copy in excess of 30 percent. The property is currently
zoned "CC" Community Commercial District and is owned by Southwest Bank.
CU12-39 -Animal Emergency of North Texas - submitted by Homeyer Engineering Inc.
for property located at 2700 West State Highway 114 and proposed to be platted as Lot
3R, Block 2R, Westgate Plaza. The applicant is requesting an expansion of the site and
conditional use permit to allow overnight stays associated with an existing veterinary a
hospital. The property is currently zoned "CC" Community Commercial District and is
owned by NETVET Group LLC.
HL12-04 - Gideon House - submitted by Joe Teakell for property located at 708 East
Texas Street and platted as Lot 9, Block 107, College Heights Addition. The applicant is
requesting designation as a historical landmark sub -district. Such sub -district may include
buildings, land, areas, or districts of historical, architectural, archaeological or cultural

importance or value that merit protection, enhancement, and preservation in the interest of
the culture, prosperity, education, and welfare of the people. The property is zoned "R-7.5"
Single Family Residential and is owned by Joe Teakell.

Because you are a property owner within 200 feet of the subject tract of land as

REQUESTED HISTORIC LANDMARK SUBDISTRICT AND COMMENTS:
The applicant is requesting a Historic Landmark Subdistrict designation for property located
at 708 East Texas Street and platted as Lot 9 Block 107 College Heights Addition.
The Historic Preservation Commission, at their June 27, 2012 meeting, adopted the
preservation criteria for the subject property addressing such issues as setbacks,
driveways, parking, exterior finishes and other architectural embellishments to preserve the
historic integrity of the property.
On June 14, 2012 the owner of the property submitted an application for historic landmark
designation for the property at 708 East Texas Street. This vacant lot is located at the
south east corner of East Texas Street and Wood Street in the College Heights Addition to
the City of Grapevine that was established in 1907. This lot remained vacant until the

1960's when the Gideon family of Grapevine moved an old farm house from the west side
of Grapevine to the lot. The house had previously been moved to west Grapevine from
land where Lake Grapevine is located today. The Gideon's remodeled the house to serve
as their family home. The three-room, T —shaped house featured a 13 x 18 foot kitchen
that projected to the rear of the house, and was 732 square feet in size. The kitchen was
flanked by side porches which over the years were converted to serve as a bedroom and
bathroom. The Gideon's owned and occupied the house for about 20 years. It later
became rental property. In 2011 the current property owner donated the house to the City
of Grapevine.
The corner lot is 50 feet wide by 140 feet deep and has an additional side easement of
approximately 9'/2 feet to the curb line along the Wood Street side of the property giving
the vacant lot a spacious appearance.
PRESENT ZONING AND USE:
The property is currently zoned "R-7.5" Single Family District and is currently used as a
residential structure.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject property and the surrounding properties to the north, south, east, and west
were zoned "R-1" Single Family District prior to the 1984 City Rezoning.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: "R-7.5" Single Family Residential - residential structures
SOUTH: "R -MF -2" Multifamily District - multifamily complex
EAST: "R-7.5" Single Family Residential - residential structures
WEST: "R-7.5" Single Family Residential - residential structures
AIRPORT IMPACT:
The subject tract is located within "Zone A" Zone of Minimal Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" Map. Few
activities will be affected by aircraft sounds in "Zone A" except for sound sensitive activities
such as auditoriums, churches, schools, hospitals, and theaters. The applicant's proposal
is/is not an appropriate use in this noise zone.

MASTER PLAN APPLICATION:
The Master Plan designates the subject property as a "RL" Residential Low Density. The
applicant's proposal is in compliance with the Master Plan.

An application was filed in the office of Historic Preservation requesting a Historic
Landmark #HL12-04 on the property addressed as 708 East Texas Street.
The application was filed by the owner of 708 East Texas Street for the Commission to
hold a public hearing relative to a request for Historic Landmark case #HL12-04 for the
Property.
A public hearing regarding this application will be held by the Historic Preservation
Commission on Wednesday, June 27, 2012 at 6:00 P.M., at the Convention and Visitors
Bureau Headquarters Building, 636 South Main Street, 2nd Floor Board Room, Grapevine,
Texas 76051.
Appendix G, Section 7.(C) of the Grapevine City Code requires that the Commission shall
deny, approve, or approve with conditions any Certificate of Appropriateness application
within 30 days of receipt of a completed application, determining whether the proposed
work is consistent with the regulations contained in this ordinance, in all applicable
ordinances, and in the zoning ordinance designating the Historic Landmark Districts. Upon
posted notice, and notification by regular mail at least five (5) days in advance to the
immediately adjacent property owners as that ownership appears on the last approved tax
roll, the Commission shall conduct a public hearing on the application, at which time an
opportunity is provided for proponents and opponents of the application to present their
views.
