Any application for a change in zoning or for an amendment to the zoning
ordinance shall have, from the date of submittal, a period of four months to
request and be scheduled on an agenda before the Planning and Zoning
Commission and City Council. If after said period of four months an application
has not been scheduled before the Commission and Council said application shall
be considered withdrawn, with forfeiture of all filing fees. The application, along
with the required filing fee may be resubmitted any time thereafter for
reconsideration. Delays in scheduling applications before the Planning and
Zoning Commission and City Council created by city staff shall not be considered
a part of the four month period.

BIG RACKS
1. Please number the sheets in consecutive order and revise the signature
block to include the current case number of CU09-45 and the address and
legal description listed above.
2. The sheets which have been submitted include improvements which have
not been approved or have expired and which must be removed from the
site and landscape plans. Please provide the master site plan which
includes the remaining development on the subject site and include the
site date table.
3. Please add the following note to the site plan and the master site plan:
a) Conditional use request CU09-45 is a request to amend the
previously approved site plan of C000-20 SPRC, CU99-64 (Ord.
99-175) for a planned commercial center in excess of 1,000,000
square feet of gross leasable space, with the possession, storage,
retail sale and on -premise consumption of alcoholic beverages
(beer, wine and mixed beverages) in conjunction with a restaurant,
specifically to allow a 20 foot pole sign.
4. Please update all plan labels to reflect the Big Racks BBQ & Sports Grill
name instead Colter's. Please refer to the approved landscape plan for
the details which must be reflected on the subject site landscape plan.
Any previously approved landscaping must be maintained. Please include
a table on the landscape plan sheet which details required and provided
interior, and perimeter landscaping
5. A sign permit will be required for a new on -premise sign. Please provide
the cabinet depth (maximum 14 -inches) and place the sign cabinet
dimensions including the sign elevations sheets provided by Giant Sign on
the site plan. Please place the location of the proposed sign in the same
location on the site plan and landscape plan and dimension the distance
(min. ten feet) from the property line adjacent to State Highway 26.
6. Please provide a photometric plan of the subject site. Please note lighting
levels may not exceed 3.0 footcandles adjacent to the property lines. Also
the light level emitted from an illuminated sign must be included in the
photometric calculation. Any drawing/calculation needs to specifically
state that the sign was included in the determination of the
illumination levels.
7. Please provide an internal traffic circulation plan, the existing elevations
including percent masonry and the refuse enclosure elevation, materials
and the height on an elevations sheet.
8. Please provide a dimensioned floor plan and label the dining, alcohol
storage, and point of sale areas.
9. For verification purposes please email a PDF of the final site/floor
plan prior to producing the final copies
The above comments must be reflected in the revised submittal,
which is due by Tuesday, December 29 at 12:00 p.m. for the January
19, 2010 public hearing. Please submit the revised documents to the
Department of Development Services at 200 South Main Street.
The revised submittal shall include:
one (1) Mylar of each sheet (minimum size 22" x 34")
two (2) folded blackline copies of each sheet, (minimum size 22" x 34")
forty (40) reduced sorted (collated sets) copies at 11" x 17" three hole
punched, stapled and z -folded (fold the right edge to the left edge
and then fold the right edge in half to form a z -fold).
one (1) colored 11" x 17" version of the landscape plan without the
details/charts.
If these revisions are made and submitted at the correct time, you will be
scheduled for the next available agenda.

Albert,
Attached are the 3 different layouts proposed for the Existing Monument
Sign. All three are refacings only, without any structural changes
proposed. In essence, my main question is if we need to continue with the
Conditional Use Permit for any of these three changes or would just a sign
permit suffice. I am assuming that there shouldn't be any problems with
either of the first two options and actually all three unless the City of
Grapevine has some ordinance in regards to Electronic Reader Board displays
that I am not seeing.
also received your information in regards to the pole sign permit
application fees. I'm hoping that Laurie will be able to apply those review
fees to the reviewing of the Monument sign, if indeed we move forward with
that in lieu of the pole sign. Would you be able to verify that if we do
not move forward with the Pole Sign Conditional Use Permit application
process that we will be refunded the $540 application fee?
Also, as I had mentioned to you over the phone, we will not be submitting
the required changes on the pole sign conditional use permit today, the
deadline as the Site Surveyors/Landscape Architects (LandPatterns) are out
of the office until the 4th of January. We would not like to be printed in
the papers in regards to this proposed project at this time.

Dear Ms. Batte and Development Services:
Giant Sign Co. respectfully requests, via this submitted Conditional Use Application, the approval
to replace the current lighted monument sign located at 1720 State Highway 26 (Big Racks BBQ &
Sports Grill) with the attached proposed lighted pole sign (please see attached specifications). This
proposed pole sign, which will meet City of Grapevine's stated sign ordinance requirements, will
provide the suitable roadway visibility and advertising necessary for a dining establishment located
on State Highway 26.
Big Racks BBQ & Sports Grill, primarily named after the St. Louis style ribs (which are larger than the
well-known baby back ribs), increases the value, use and enjoyment to the patrons and employees
of the surrounding business community. By providing local access to quality dining and entertainment
such as locally -cultivated live music and broadcasts of regional and national sporting events;
individuals and groups alike (such as university alumni and clubs) have and will continue to come and
enjoy their shared experiences at this restaurant. Employees and patrons of the Embassy Suites
(Dallas-DFW Airport North Outdoor World), the Great Wolf Lodge (& Water Park), Bass Pro Shops and
the Grapevine Mall have all enthusiastically shared their appreciation for our food, location and services
experienced. In particular, the "Kids Eat Free Saturday and Sunday" promotion has been highly
successful and has received much enthusiastic feedback from new influx of parents and their families
who have frequented the restaurant since the permanent beginning of this promotion in November.
Many efforts have been placed and spent on cleaning and improving the overall physical
appearance of our business, which has included the trimming back of bushes and landscapes,
replacing lights in fixtures, previously fallen to disrepair, etc. These efforts have increased the
visibility, safety and experience of our patrons. The addition of this proposed pole sign will hopefully
provide the added visibility we feel needed to be visible to traffic on State Highway 26.

GENERAL NOTES:
I. All landscape areas are to be received within .1' of proposed
Finish grade and free From all trash and debris.
2- .411 trees are to be planted in pits twice the diameter of the tree
ball and no deeper than the depth of the ball. Scarify all tree pit
sides prior to planting. All trees are to be planted plumb and at or
slightly above finish grade. All tree pits are to have a 3" watering
saucer formed around the perimeter of the pit. All tree pits are to
be top dressed with a 2" layer of shredded hardwood mulch. Stake and/or
guy trees only at the direction of the landscape architect.
3. Rotovate the existing soil of all planting beds to a minimum depth
of ro". Add a 3" layer of premium compost as supplied by Living Earth
Technology and till into the top 3" of the existing soil. install all
shrubs i" above Finish grade and fertilize with Agri -form slow release
Fertilizer tablets at the manufacturer's recommended rates of
application. Top dress all planting beds with a 2" layer of shredded
hardwood mulch.
4. All planting beds not Formed by a concrete curb or sidewalk are to
edged with Ryerson Steel Edging (1/0"x4" painted green) or an approved
equal. All edging stakes are to be placed to the inside of the bed and
the top of the edging is to be no less than P and no more than 1.5"
above proposed finish grade.
5. Ail turf areas are to be sodded with common bermuda sod laid parallel
0' 15' 30' 60'

to the contour of the land_ All sod on slopes greater than 1.4 is to
be pinned with I"xl"x12" wooden stakes. All sod is to be laid with tight
joints and with all joints staggerd. Roll all sod with a water ballast
lawn roller upon installation and Fertilize with a complete Fertilizer
(13-13tl13) at the rate of 1.511 actual nitrogen per iU00 square Feet.
Water ail sod thoroughly.
0. All irrigation meter(s) are to be by utility contractors as per
local codes, irrigation sleeves to be installed by licensed irrigation
contractor as per the plan.
I. All irrigation controllers are to have mini -click Freeze and rain
stats installed as per manufacturer's recommendations.
8_ All irrigation sleeves to be by licensed irrigation contractor.
All 610eves to be PVC schedule 40 with 90 degree elbows on both ends
with extensions protruding 18" above proposed Finish grade.
9_ All turf and planting beds to be zoned separately. All planting
bed heads to be on 12" pop-up risers. All turf heads to be on 4"
pop-up risers. All valves to be plastic valves. All equipment to be
Rainbird or approved equal.
10. All mainline and lateral line to have a minimum of 12" of cover and
to be SDR (class 200) pipe_
