RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve with conditions
Certificate of Appropriateness #CA17-80 for the property located at 300 West College
Street, legally described as Block 1, Lot 1 R3, First United Methodist Church Addition, City
of Grapevine, to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G
Grapevine Code of Ordinances), as amended for the following items.-
1. Construct a new 1-story addition to the east end of the house to contain a new 1.
car garage as per the attached plans,
with the conditions all exterior materials, finishes, paint nt colors, doors, and hardware,
windows and exterior light fixtures are required to be approved on a separate

BACKGROUND.-
Certificate of Appropriateness application #CA1 8-05 was submitted on January 24, 2018
by the applicant Scott Buchanan of Buchanan Design Studio for construction of a new 1-
story period style addition to the east end of the existing house. The Forbes House is a
significant historic structure of the Grape Vine Prairie relocated In the College Street
Residential Historic District in 1999. The College Street Historic District represents the
town's residential growth from the early l 9th century through the early 20th century.
The proposed addition to the house would contain a new 1-car attached garage with an
enclosed direct access connection to the existing kitchen. The proposed plans for the new
addition were developed following the 2013-23 Preservation Ordinance and the Design
Guidelines established for the property. The existing house contains 2,205 square feet of
living area with 1,4,06 square feet on the first floor and 799 square feet on the second
floor. The proposed addition contains 478 square feet. Per the preservation ordinance,
when a garage Is attached its square footage is considered living space. The garage
addition brings the total square feet of the house to 2,683 square feet of living space,
within the maximum 3,400 square feet maximum established per the preservation
ordinance. The existing covered front porch of 240 square feet is not Included in the 3,400
square feet maximum. The property lot size is 11,54 square feet, the building coverage is
19% (maximum 40% coverage).

An application was filed for the Commission to hold a public hearing relative to a request
for Certificate of Appropriateness#CAI 8w05 to construct a new attached one-carYara e
to the house at 300 West College Street, legally described as Block 1 Lot 1 R3, First
United Methodist Church GNine Addition, Grapevine, Texas.
A pubilic hearing regarding this application will be held by the Historic Preservation
Commission on Wednesday, February 28, 2018 at 6.-00 PM, in the Grapevine City Hall,
2nd Floor Council Chambers, 200 South Main Street, Grapevine, Texas 76051.
Appendix G, Section 7. (C)of the Grapevine City Code requires that the Commission shall
deny, approve, or approve with conditions any Certificate of Appropriateness application
within 30 days of receipt of a completed application, determining whether the proposed
work is consistent with the regulations contained in this ordinance, in all applicable
ordinances, and in the zoning ordinance designating the Historic Landmark Districts. on
posted notice, and notification by regular mail at least five (5) days in advance to the
immediately adjacent property owners as that ownership appears on the last approved tax
roll, the Commission shall conduct a public hearing on the application, at which time an
o 6 pportunity, is provided for proponents and opponents of the application to present their
views.
