The Building Board of Appeals for the City of Grapevine, Texas, met on Monday
evening, March 19, 2018, at 6:00 P.M. in the Planning and Zoning Conference Room,
2"d Floor, 200 South Main Street, Grapevine, Texas, for a Briefing Session with the
following members present to wit:
Joe Lipscomb Chairman
Jerrold Sklar Vice-Chairman
Clint Hallman Member
Paul Biesiadny Member
Paul Coventry Member
Shea Kirkman Member
Kosse Maykus Member
Neal Cooper Alternate
constituting a quorum. Also present were City Council Representative, Chris Coy and
the following City Staff:

CALL TO„ORDER
Chairman Joe Lipscomb called the Briefing Session of the Building Board of Appeals to
order at approximately 6:00 P.M.
NEWd BUSINESS
Scott Williams briefed the Building Board of Appeals regarding the item scheduled to be
heard in the regular public hearing.
ADJOURNMENT
With no further discussion, the meeting was adjourned at approximately 6:15 P.M.

With no further discussion, Jerrold Sklar made a motion to adjourn. Clint Hallman
seconded the motion, which prevailed by the following vote:
Ayes: Lipscomb, Sklar, Hallman, Biesiadny, Coventry, Kirkman, Maykus
Nays: None
Absent: None
The meeting was adjourned at approximately 6:50 p.m.

Monday evening, March 19, 2018, at 6:15 p.m., in the City Council Chambers, 2nd Floor,
200 South Main Street, Grapevine, Texas with the following members present:

Chairman Joe Lipscomb called the Public Hearing to order at approximately 6:17 p.m.
PUBLIC HEARING
BUILDING BOARD OF APPEALS TO CONSIDER BUILDING BOARD OF APPEALS
CASE BBA18-02 CITY OF GRAPEVINE
The Building Board of Appeals considered BBA18-02 submitted by The City of
Grapevine. Chairman Joe Lipscomb explained that a public hearing relative to
BBA18-02 for the consideration of possible amendments to the Chapter 7 of the
Grapevine Code of Ordinances, Buildings and Construction, Article IV, Section 7-127
fences, relative to front yard requirements be forward to City Council.
Kimberly Davis of 3218 Rolling Hills Lane, Grapevine, Texas, addressed the Board; she
stated that the current fence ordinance worked mostly well since a lot of properties were
in subdivisions, but that in her opinion, Grapevine needed to amend the ordinance to
allow taller fences for larger lots.
With no questions for Ms. Davis, David Little of 3299 W T Parr Road, Grapevine, Texas,
addressed the Board; he gave a presentation to the Board and requested favorable
consideration of his request and offered to answer any questions of the Board;
With no questions for Mr. Little and no additional speakers, Jerrold Sklar made a motion
to close the public hearing. Clint Hallman seconded the motion which prevailed by the
following vote:
Ayes: Lipscomb, Sklar, Hallman, Biesiadny, Coventry, Kirkman, Maykus
Nays: None
Absent: None
Kosse Maykus asked Mr. Little if he had requested to come to the Building Board of
Appeals, he stated that he was told by Staff that it was very difficult to get a variance, so
he did not pursue it.
Scott Williams re-addressed the Board, he stated that pillar heights had been discussed
and inquired of the Board if they wanted to address pillar heights in their
recommendation to Council. Discussion was held regarding pillars and arched formal
entries to exceed four-feet (4'). The Board felt that additional masonry column heights
should not be permitted due to possible visibility issues. Scott Williams stated that if the
Board wanted to move forward with recommendations to Council that they make it part
of their motion that an entry gate be setback a minimum of 20-feet off the property line
since Public Works Traffic Department required vehicles to be off the street when
pulling up to a gate.
With no further questions for Mr. Williams, Shea Kirkman made a motion to forward to
the City Council a recommendation for the adoption of amendments to Chapter 7 of the
Grapevine Code of Ordinances, Buildings and Construction, Article IV, Section 7-127
fences, relative to front yard requirements with the following revisions to be considered:
allowing four-foot (4') height fences applicable to "R"-20 zoning, entry gates to be
setback 20-feet off front property line, and no chain link fencing allowed in front yards.
Clint Hallman seconded the motion, which prevailed by the following vote:
Ayes: Lipscomb, Sklar, Hallman, Biesiadny, Coventry, Kirkman, Maykus
Nays: None

Next for the Board to consider was the minutes of the February 12, 2018, Briefing
Session and Public Hearing.
Jerrold Sklar made a motion to accept the minutes of the February 12, 2018, Briefing
Session and Public Hearing. Shea Kirkman seconded the motion which prevailed by the
following vote:
Ayes: Lipscomb, Sklar, Hallman, Biesiadny, Coventry, Kirkman, Maykus
Nays: None
Absent: None
