AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, APPROPRIATING $700,000 IN THE
UTILITY ENTERPRISE CAPITAL FUND FOR THE BARTON
ELEVATED STORAGE TANK REPAIRS AND
RENOVATIONS PROJECT; DECLARING AN EMERGENCY
AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the Barton Elevated Storage Tank was constructed in 1954 and has
a tank storage capacity of 250,000 gallons; and
WHEREAS, the entire tower, including support columns, requires periodic painting
and minor maintenance typically every 12-15 years; and
WHEREAS, the tower was last inspected in 2017 and requires repainting of the
exterior and interior of the tower; and
WHEREAS, additional minor maintenance will be performed while the Barton
Tower is out of service; and
WHEREAS, Staff is recommending the design contract which will inspect and
include required modifications to the tank that are necessary to meet various regulatory
requirements and best practice improvements; and
WHEREAS, the funding for this project will be appropriated from the released
impact fees; and
WHEREAS, approval of this ordinance will make the total project funds available
for the Barton Elevated Storage Tank Repairs and Renovations project in the Utility
Enterprise Capital Fund in the amount of $700,000; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
ordinance have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this ordinance is in the best
interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated herein above are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.

Section 2. That the City Council hereby appropriates $700,000 of released
impact fees in the Utility Enterprise Capital Fund for Barton Elevated Storage Tank Repair
and Renovations project.
Section 3. The fact that the present ordinances and regulations of the City of
Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the public creates an emergency which requires that this ordinance
become effective from and after the date of its passage, and it is accordingly so ordained.
