RECOMMENDATION
Staff recommends the Planning and Zoning Commission consider the following items
and take any action necessary.
BACKGROUND INFORMATION
Planning and Zoning Commission By-law Amendments
The current Bylaws of the Planning and Zoning Commission state, "Regular meetings
shall be held on the third Tuesday of each month in the City Council Chambers of the
City Hall, unless otherwise determined by the commission." The current Bylaws also
state, "It is the intent of the Commission to consider no more than eight zoning cases
per meeting. If an unusually large number of cases should occur, the Commission may
schedule an additional meeting with the City Council."
Submittals during the past year have exceeded eight cases per meeting and have
numbered as high as sixteen cases per meeting. In an effort to expedite the .public
hearing process and keep the number of backlogged cases to a minimum, the practice
of scheduling two joint public hearings per month has become somewhat regular. This
practice, although allowed by the Bylaws as an option, has been questioned and the
need to review and/or revise the Bylaws is now apparent. Revisions to the Bylaws
could include making a second meeting mandatory when a public hearing will exceed
eight.
Section 58 Parking Standards
The Pool Road/State Highway 26 Albertson's Grocery store project that was denied by
Council on August 3, 1999 raised a number of issues not addressed in the zoning
ordinance as it is currently written. One issue was related to the placement of off-street
parking on platted lots comprised of multiple zoning districts. The applicant for the Pool
Road/State Highway 26 project proposed the placement of off-street parking for the
grocery store on a portion of the lot that had a less restrictive zoning: designation.
Councilperson Spencer has requested the Planning and Zoning Commission consider

language that would restrict off-street parking for a principal use being located upon
property that is of a less restrictive zoning classification than that of the principal use.
Master Land Use Plan Amendments
The Grapevine/Colleyville Independent School District (GCISD) staff contacted the City
regarding the status of the Land Use Designation for the existing Grapevine Middle
School. The current designation of the school property is Governmental Use. GCISD
staff requested the Planning and Zoning Commission discuss appropriate alternatives to
the current designation.

Sec.19-35. Meetings.
(a) Attendance. All members must inform the chairman, vice-chairman, or another member
of the commission if they expect to be absent at a particular meeting, giving the reason
for their absence. If any member fails to provide such notification for three consecutive
meetings missed by said member, the planning and zoning commission may vote to
bring this to the attention of the city council.
(b) Regular meetings. Regular meetings shall be held on the third Tuesday of each month
in the council chambers of the city hall, unless otherwise determined by the commission.
It is the intent of the commission to consider no more than eight zoning cases per
meeting. If an unusually large number of zoning cases should occur, the commission
may schedule an additional meeting concurrently with the city council.
(c) Special meetings. Special meetings for any purpose may be held: (1) on the call of the
chairman; (2) upon request of two or more members; or (3) as may be scheduled by a
majority of the commission at any previous meeting. At the request of the city council
the time and place of the special meeting shall be determined by the convening
authority.
(d) Tri-annual meetings. Three meetings will be held to keep abreast of the master plan and
planning activity. These meetings will be held in January, May, and September unless
otherwise notified by the chairman of the planning and zoning commission.
(e) Quorum. Five members of the commission shall constitute a quorum.
(f) Motions. A favorable vote by a majority of those members present shall be required to
approve any matter before the commission or to recommend approval of any request
requiring council action. Each member shall be informed and shall investigate each
zoning case filed. Any member who misses a public hearing shall inform himself fully
and shall not vote unless he feels he is properly prepared.
(g) Conflict of interest. Any member of the commission having a conflict of interest as
provided for in the Texas Local Government Code shall not be eligible to vote.
(h) Right to floor. Any member desiring to speak will get permission from the chairman
before addressing the audience for questions.

Section 58. Parking, Loading and Outside Storage Area
Development Standards
A. The off-street parking facilities required for the uses mentioned in this ordinance,
and other similar uses shall be on the same lot or parcel of land as the structure
they are intended to serve, or upon a lot or parcel of land within three hundred (300)
feet of the lot or tract of land upon which the structure they are intended to serve is
located and shall be exclusive of landscaping requirements. For required parking
that is located on another lot or parcel of land, said parking shall only be
allowed on property that has an identical zoning district designation as the
property for which the parking is intended to serve provided that said district
allows the parking of vehicles as a principal, accessory, or conditional use.
For hotels/motels in excess of five hundred (500) rooms with restaurants, clubs and
conference facilities in excess of 100,000 square feet which must comply with the
development requirements set forth in Section 29, "HCO" Hotel/Corporate Office
District, any required or additional off-street parking may be provided upon another
lot or parcel of land with no distance requirement between the off -site parking and
the principal use it is intended to serve. A site plan and a Conditional Use Permit
meeting all of the requirements of Section 48 shall be required.
B. All required off-street parking and loading and drives, vehicle (autos, trucks, trailers,
boats, etc.) sales, display areas and outside storage areas in all districts shall be
paved to a minimum standard equivalent to four (4) inch concrete slab with six (6)
inches by six (6) inches by six (6) gauge mesh wire or two (2) inch hot mix asphaltic
concrete over six (6) inch crushed rock base. Exceptions to these pavements must
be approved by the City Engineer, and be based on equivalency. All reinforcing in
concrete shall be suspended in the center of the slab.
For property located in residentially zoned districts with designation as a Historic
Landmark Subdistrict, a ribbon driveway may be used to provide access from the
street to the off street parking area/garage. The ribbon drive shall be composed of
two, three-foot wide concrete strips separated by a three foot wide grass area.
C. Driveway design and placement standards shall be in accordance with Chapter 20,
Article III, of the City of Grapevine Code of Ordinances.
D. No loading space shall be located closer than fifty (50) feet to any other lot in any
R district, unless wholly within a completely enclosed building or unless enclosed
on all sides by a wall not less than eight (8) feet in height.
