On Tuesday evening, March 20, 2018 at 7:30 P.M. in the City Council Chambers, 2nd
Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
CU17-30 — Minters Chapel Road — submitted by Eugene Middleton for property located at
923 & 925 Minters Chapel Road and proposed to be platted as Lots 1 R1 & 1 R2, Block 1,
HFCC. The applicant is requesting a conditional use permit to subdivide the lot and
establish a planned industrial park. The property is zoned LI Light Industrial District and is
owned by Matthews Three Rivers Investments LLC
CU18-07 — Camp Bow Wow — submitted by Charles Grady for property located at 1200
Texan Trail #300 and platted as Lot 1, DFW Airfreight Center. The applicant is requesting
a conditional use permit to allow a pet day care with overnight boarding. The property is
currently zoned LI Light Industrial District and is owned by Tarrant County Partnership.
CU18-09 — Grapevine Powersports — submitted by Michael Baker International for
property located at 4120 William D Tate Avenue and platted as Lot 4R1, Block 1, Tom
Thumb No. 1. The applicant is requesting a conditional use permit to amend the previously
approved site plan for a planned commercial center, specifically to allow a motorcycle
dealership with new and used sales and service of motorcycles and associated equipment
and outdoor speakers. The property is currently zoned CC Community Commercial and is
owned by Zuma Aaron McWhorter.
HL17-04 — 428 East Wall Street — submitted by Grapevine Township Revitalization Project
for property located at 428 East Wall Street and platted as Lot 6R, G E Hurst. The
applicant is requesting designation as a historical landmark sub -district. Such sub -district
may include buildings, land, areas, or districts of historical, architectural, archaeological or
cultural importance or value that merit protection, enhancement, and preservation in the
interest of the culture, prosperity, education, and welfare of the people. The property is
zoned R-7.5 Single Family District and is owned by Grapevine Township Revitalization
Project.
HL18-01 — 221 Austin Street — submitted by Copper Street Homes for property located at
221 Austin Street and platted as 428 East Wall Street and platted as Lot 1 R, Block 103,
College Heights. The applicant is requesting designation as a historical landmark sub-
district. Such sub -district may include buildings, land, areas, or districts of historical,

architectural, archaeological or cultural importance or value that merit protection,
enhancement, and preservation in the interest of the culture, prosperity, education, and
welfare of the people. The property is zoned R-7.5 Single Family District and is owned by
Nick & Courtney Gesualdi.
After all parties have been given an opportunity to speak, the public hearing will be closed
and the Commission and the City Council will deliberate the pending matters. Please

Because you are a property owner within 200 feet of the subject tract of land as
shown by the last City -approved tax rolls, you received this notice. If you cannot or
do not wish to attend the hearing, the attached form is provided for your
convenience. If owners of more than 20% of the property within 200 feet of the
subject tract object to the case, a 3/4 vote of the City Council is required to approve
the request.
Purpose of Request:
The public hearing is to consider an application submitted Grapevine Township

Such sub -district may include buildings, land, areas, or districts of historical, architectural,

The subject property is located at 428 East Wall
Street and platted as Lot 6R, G E Hurst Subdivision.
The applicant is requesting a Historic Landmark Subdistrict designation for property located
at 428 East Wall Street and platted as Lot 6R, G E Hurst Subdivision.
The Historic Preservation Commission, at their December 20, 2017 meeting, adopted the
preservation criteria for the subject property and approved CA1 7-131 to relocate the 1903
George Louis Blevins House to the property. On January 8, 2018 the Board of Zoning
Adjustment tabled BZA1 7-15 to allow a variance of 14 -feet to the front yard setback of 30
feet and a variance of 23 -feet to this requirement and to allow a width of 72 -feet for an
existing lot. On February 5, 2018 the Board of Zoning Adjustment approved these
variances.
The property was purchased by the City of Grapevine from the G.E. Hurst estate as a
location to save historic houses from the Grape Vine Prairie.
A house located at 2060 Continental Boulevard in Southlake, Texas, previously known as
part of the "Grape Vine Prairie", was built for George Louis Blevins in 1903 on eighty acres
of land purchased from Dr. Tom Dorris in 1897. The land where the house is located was
being sold for commercial development. The current owner donated the house to the City of
Grapevine's Grapevine Township Revitalization Project, Inc. program to be saved and
moved to the Grapevine Historic Township to serve as a single family home. City Council,
at the August 1, 2017 Council meeting, approved the donation of the house, its relocation
and placement of the house on the City owned lot at 428 East Wall Street.
PRESENT ZONING AND USE:
The property is currently zoned "R-7.5" Single Family Residential.
The subject property and the surrounding properties to the north, south, east, and west
were zoned "R-1" Single Family District prior to the 1984 City Rezoning.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: "HC" Highway Commercial — Multi -tenant commercial structure
SOUTH: "R-7.5" Single Family Residential — residential structures
EAST: "R-7.5" Single Family Residential — residential structures
WEST: "R-7.5" Single Family Residential — residential structures
The subject tract is located within "Zone A" Zone of Minimal Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" Map. Few
activities will be affected by aircraft sounds in "Zone A" except for sound sensitive activities
such as auditoriums, churches, schools, hospitals, and theaters. The applicant's proposal
is/is not an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as a "RL" Residential Low Density land
use. The applicant's proposal is in compliance with the Master Plan.

RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve the proposed Historic
Landmark Subdistrict overlay to the Grapevine Historic Preservation Ordinance 91-73
(Appendix G — Grapevine Code of Ordinances), as amended for following properties
addressed as:
1. 200 South Dooley Street, legally described as Lot 6R, G.E. Hurst Subdivision, City of
Grapevine.
On November 15, 2017, applicant David Klempin of the GTRP, Inc. program of the City of
Grapevine submitted an application for Historic Landmark Overlay #HL17-04, for property
located at 200 South Dooley Street, City of Grapevine. The property was purchased by the
City of Grapevine from the G.E. Hurst estate as a location to save historic houses from the
Grape Vine Prairie.
