This letter confirms on April 5, 2018 the Historic Preservation Commission approved with
conditions #CA18-24 for the property addressed 221 West College Street, legally described
as Block: 14, Lot N167.5' of W80 of Lot 3, Original Town of Grapevine, Texas. The following
was approved on this Certificate of Appropriateness:
1. Add a window of matching size and shape to the pair of windows in the Dining
Room, to form a triple window unit on the west elevation of the house, facing
South Church Street;
2. Replace previously removed original wood windows with new wood windows of
the same size and shape in the original portion of the house, matching those in
the remainder of the house;
3. In areas marked "A" and "B" on the attached building elevations, reinstall original
house teardrop siding; acquire additional salvaged teardrop siding as needed
and install to complete the siding in areas "A" and "B";
4. Install new Carriage House Door from Overhead Door Company, Model # OHD-
13 shown on the specification sheet attached;
5. Install Buffelen "Fir" wood door model #6055 on the side entrance of the house;
6. Install Outdoor Anchorage style light fixture item #1850DZ, outside the side door
entrance;
7. Install two gooseneck light fixtures shown on the specification sheet over the
Carriage House door;
as per attached plans, elevations and specifications sheets with the condition a building
permit be obtained from the Building Department; and all exterior materials, windows,
doors and door hardware, light fixtures and paint colors be staff approved under a
separate Certificate(s) of Appropriateness.

Addendum to CA for 221 W College Dated 02/15/2018
Following is additional detail for the CA dated 02/115/2018 to better explain the request below.

Additional window request. It is requested to add an additional window in the dining area of
the first -floor structure that would be in conjunction with two windows that are part of the
original home. The new floor plan of the house utilized the original dining area however the
center location of the dining area was moved forward. This created a condition where the
original two dining windows where off center on the inside in relation to the center of the dining
area. It is requested to add a third window to the original group of two windows, which is
identical to the other two windows, in order to form a triple window combo. The addition of the
third window on the north side would create a condition where the new triple window combo
would be symmetrical with the new interior dining area and would retain the two original
windows in their original location.
eplacement of original windows. The original windows including the window sash, window
tame, glass, and window framing have suffered severe damage due to long term water
damage. The frames have lost their structural integrity to the point that any repair would be a
complete replacement of the structure. The window frames were water damaged beyond
repair. The window opening framing was also severely damaged in multiple locations as a result
of water and termite damage along with beam structure failure supporting the windows. The
original windows were damaged to the point that any salvage of the windows was not
acceptable to salvage companies and that the transport and or movement of the windows after
they have been removed creates a hazard risk.
Siding and structural repairs. After opening of the wall structures on the original house it was
found that the support beams along with the wall framing and window framing were damaged
by termites, water, and soil movement conditions. The support structures would no longer
properly support the house, the wall framing no longer would meet current code and the
window and door framing would not meet current code. The exterior siding which supplied the
shear wall support of the structure was no longer creating the support due to failures in the
beam structures and wall structures which had created large vertical movements in the walls.
These movements loosened the attachment of the siding onto the wall structure. It is requested
that the best method to repair these deficiencies and to be able to bring the home up to current
city building codes as required would be to remove the original siding in certain areas that
require additional structure, place 1/2 osb on exterior wall surfaces with nail patterns that will
bring the exterior up to current code shear wall status, and strategically replace the original

conditions #CA18-24c for the property addressed 221 West College Street, legally described

Preservation Plan with guidelines for construction of new shed in rear corner of
property; to include the following items:
a. Construct a new shed, replicating the appearance of the original shed as per
the drawings previously approved on #CA17-07 (see attached);
b. Harvest exterior siding material from the existing shed and reinstall on the
exterior of the new shed;
c. Harvest and reuse interior wood from the existing shed on the new shed; and
remove remainder of existing shed from property;
d. Work to be approved by the Historic Preservation Officer;
as per attached plans with the conditions a building permit be obtained from the Building
Department; and all exterior materials, windows, doors and door hardware, light fixtures
